La présente invention concerne un système et un procédé pour localiser un dispositif mobile. Plus particulièrement, l'invention concerne un système et un procédé pour localiser un dispositif mobile en utilisant un réseau de neurones hétérogène. Le système comprend au moins un dispositif mobile (10), une plateforme d'entreprise mobile (20) et au moins un fournisseur de service de télécommunication (30). La plateforme d'entreprise mobile (20) comprend en outre un serveur de localisation (21), une base de données (22), une application de surveillance (Phone Listener Application) (23), une application de collecte (Collector Application) (24), et un dispositif de mappage de qualité de positionnement (QOP Mapper) (25).
