Description
本申请要求在2013年4月01日提交中国专利局、申请号为201310111462.6、发明名称为
“一种网络切换判断方法及装置”的中国专利申请的优先权,其全部内容通过引用结合在本申请
中。
本申请涉及通信技术,尤其涉及一种网络切换判断方法及装置。
随着用户需求的增长和通信技术的发展,无线通信技术和相关网络的种类也更多,例
如,有可以提供广覆盖的2G/3G/4G移动通信技术及网络、可以提供热点覆盖的Wifi
(wireless fidelity,无线保真)技术和WLAN(Wireless Local Area Network无线局域网)
网络。因此也大量出现了不同的通信网络共存的场景,如2G/3G/4G网络和WLAN共存的
场景。
EPS(Evolved Packet System,演进的分组系统)系统是一个支持多种接入技术和多种
接入间移动性的系统。在多接入场景下,UE(User Equipment,用户设备)可能处于多个
3GPP(3rd Generation Partnership Project,第三代合作伙伴计划)和/或非3GPP接入网络的
共同覆盖下。这些接入网络可能使用不同的接入技术,可能属于不同的运营商,也可能提
供到不同核心网的接入。UMTS(Universal Mobile Telecommunications System,通用无线
通信系统)/LTE(Long Term Evolution,长期演进)和WLAN网络共存场景如图1所示,
在UMTS/LTE的基站(UMTS中的Node B,LTE中的eNB)覆盖范围内,存在多个WLAN
的接入点(AP,Access Point)。接入点的覆盖范围相对基站来说比较小。
目前异构网络场景下,UMTS/LTE网络利用WLAN进行offload(分流),存在两大类
场景:无缝分流(seamless offload)和有缝分流(non-seamless offload)。如图2a所示,无
缝分流是指WLAN和3GPP CN(Core Network核心网)之间有连接,在空口分流之后,
业务依然接入的是3GPP(包括UMTS/LTE)的核心网。如图2b所示,有缝分流是指WLAN
和3GPP CN(Core Network核心网)之间没有连接,在空口分流之后,业务直接接入Internet
(因特网),不经过3GPP CN。
上述WLAN分流可以是UE部分承载的转移,也可以是UE全部承载的转移。如果是
部分承载的转移,那么UE将同时和UMTS/LTE及WLAN之间存在连接。如果是全部承
载的转移,则转移之后,UE只和WLAN存在连接。
UMTS/LTE系统中的切换,是指UE从一个小区切换到另一个小区的过程。具体的空
口过程包括:基站向UE发送切换命令;UE收到切换命令后,断开和源小区的连接,向切
换命令中指示的目标小区发起接入;UE成功接入目标小区后,向目标基站发送切换成功
消息,切换过程结束。
UMTS/LTE系统中的切换可以实现无缝/无损切换。
WLAN系统中的切换,是指UE从一个AP切换到另一个AP的过程。具体的空口过
程包括:UE发现新的AP,UE根据自身的算法判断要进行AP切换;UE和当前AP去关
联;UE和新的AP建立关联。成功建立关联之后,AP切换过程结束。
UMTS/LTE系统到WLAN系统的切换,是指UE从一个UMTS/LTE小区切换到一个
WLAN AP下的过程。具体的空口过程包括(以重配过程实现切换为例):
1)基站通过UE的测量上报或者地理位置信息等,获知UE已经接近某个WLAN AP;
2)当基站判决要将该UE切换到WLAN时,基站使用RRC连接重配过程通知UE切
换到WLAN,在RRC连接重配消息中包含目标AP的标识信息(如频点和SSID等);
3)UE收到该重配消息之后,AS层通知NAS层,需要切换到WLAN网络,此时UE
的NAS层触发UE的WLAN模块寻找相应的接入点进行关联(接入);
4)与AP成功完成关联之后,UE可以通过WLAN建立相应的PDN连接(无缝分流)
或者接入Internet(有缝分流)。UE的AS层向基站发送RRC连接重配完成消息,通知基
站已经完成相应的承载切换。
可见,网络控制UE进行切换时,例如从3GPP网络(如UMTS/LTE)切换到WLAN系统
时,主要考虑信道质量及位置信息等,并未考虑当前UE是否希望进行切换。这样会导致在
某些用户不希望切换的场景下,强制进行切换,例如用户刚刚手动选择了3GPP网络,依然
将用户切换到了WLAN网络。这样会降低用户体验。如果用户又重新手动选择回3GPP网络,
则会造成不必要的乒乓切换,降低系统整体性能。
发明内容
本申请实施例提供一种网络切换判断方法及装置,以实现根据用户的喜好确定是否进
行网络切换。
一种网络切换判断方法,包括:
基站接收UE上报的针对网络切换的用户条件信息;
基站根据所述用户条件信息,确定在满足网络切换条件时是否为所述UE切换网络。

如图3所示,本申请实施例提供的网络切换判断方法,包括:
步骤S301、基站接收UE上报的针对网络切换的用户条件信息;
步骤S302、基站根据用户条件信息,确定在满足网络切换条件时是否为UE切换网络。
UE可以主动将用户条件信息上报给基站。也可以在接收到基站发送的查询消息后再
将用户条件信息上报给基站,那么,步骤S301前,基站还向UE发送针对网络切换的用户
条件信息的查询消息。
用户条件信息(user preference)通常由用户根据用户的使用习惯、喜好等进行设置,
用户条件信息可以具体包括如下之一或组合:
是否允许UE切换到非3GPP网络;
允许切换到非3GPP网络的业务列表或不允许切换到非3GPP网络的业务列表;
UE选择的服务网络和网络侧为UE选择的服务网络的优先级;
UE选择服务网络后不允许切换网络的时间和/或范围。
其中,3GPP网络包括但不限于UMTS、LTE等网络,非3GPP网络包括但不限于WLAN、
Wifi等网络。
进一步,基站可以设定相应的开关,控制UE上报用户条件信息,当开关打开后,基
站允许UE上报针对网络切换的用户条件信息,并通过专用信令或广播通知UE,接收UE
上报的针对网络切换的用户条件信息,并根据用户条件信息进行切换控制,当开关关闭时,
基站不允许UE上报针对网络切换的用户条件信息。在此基础上,基站接收用户设备UE
上报的针对网络切换的用户条件信息前,确定允许UE上报针对网络切换的用户条件信息,
并通过专用信令或广播通知UE。
本申请实施例还提供一种网络切换判断方法,该方法中由UE根据用户条件信息判断
是否进行切换,如图4所示,该方法包括:

下面通过具体的实施例对网络切换判断方法进行详细说明:
实施例一、
该实施例的网络场景如图5所示,基站可以是UMTS系统的NodeB,也可以是LTE
系统的eNB。
当UE接入基站后,主动将自己的user preference上报给网络,比如是否允许网络切换
UE到WLAN,或者哪类业务是可以由网络判决切换到WLAN的,或者UE手动选择和网
络自动选择的优先级信息等;当user preference发生变化时,再次上报。
当UE移动到接入点1覆盖范围内时,基站根据用户条件信息判决是否进行切换,如
果此时UE的用户条件信息为不接入WLAN,那么基站仍然让UE留在当前网络中,不进
行切换。如果此时UE的用户条件信息为接入WLAN,那么基站发起切换过程,将UE从
当前网络切换到WLAN网络。
如果UE在3GPP系统内发生切换,那么源eNB在切换过程中可以将自身保存的user
preference信息发送给目标基站。
实施例二、
该实施例的网络场景与实施例一相同。
该实施例中,基站向UE查询user preference,UE上报user preference;然后基站根据
该用户条件信息判决后续是否切换;
当基站判断UE接近接入点1的覆盖范围时,基站通过下行的RRC专用信令(例如
UE信息查询消息)向UE查询其user preference,UE收到该信令后,将自身的user preference
信息上报给基站。基站收到该信息后,进行保存,后续根据该信息判决是否切换。如果UE
上报的信息为不接入WLAN,那么当UE进入接入点1的覆盖范围内,基站仍然让UE留
在当前3GPP网络中,不进行切换;如果UE上报的信息为接入WLAN,那么基站发起切
换过程,将UE从当前网络切换到WLAN网络。
如果UE在3GPP系统内发生切换,那么源eNB在切换过程中可以将自身保存的user
preference信息发送给目标基站。
实施例三、
该实施例的网络场景与实施例一相同。
UE每次手动选择之后,通知网络在一定时间(通过定时器(timer)设置)或者位置
(通过AP的BSSID或者SSID覆盖范围设置)内不能进行网络控制的切换。
UE在3GPP和WLAN的同覆盖范围内,手动选择了3GPP网络,然后UE通知基站
在一定时间(如上报一个定时器长度)或者位置(如WLAN AP的BSSID或者SSID覆盖
范围)内不能进行3GPP基站控制的切换。基站收到该信息后,进行保存。当UE进入到
接入点1覆盖范围内后,根据该信息判决不进行切换。后续定时器超时或者UE进入了其
他的接入点覆盖范围,那么基站可以判决UE进行切换。
如果UE在3GPP系统内发生切换,那么源eNB在切换过程中可以将自身保存的user
preference信息发送给目标基站。
实施例四、
该实施例的网络场景与实施例一相同。
基站对于是否允许UE上报自己的user preference设定一个开关,当开关打开后,允许
UE将自己的user preference上报给网络,后续发生变化时,再次上报;当开关关闭时,UE
不能上报user preference信息。
UE在基站的覆盖范围内。基站对于是否允许UE上报自己的user preference设定一个
开关,通过专用信令或者广播通知给UE。当开关打开后,UE将自己的user preference上
报给网络,后续发生变化时,再次上报;当开关关闭时,UE不能上报user preference信息。
如果UE在开关打开时上报了其user preference信息,那么后续网络的切换判决要基于该信
息。例如,当UE移动到接入点1覆盖范围内时,如果UE的用户条件信息为不接入WLAN,
那么基站仍然让UE留在当前网络中,不进行切换。如果UE的用户条件信息为接入WLAN,
那么基站发起切换过程,将UE从当前网络切换到WLAN网络。
如果UE在3GPP系统内发生切换,那么源eNB在切换过程中可以将自身保存的user
preference信息发送给目标基站。
实施例五、
该实施例的网络场景与实施例一相同。
基站向UE发送切换命令,指示UE到WLAN,UE收到切换命令后,根据自身的user
preference选择是否接受这次切换,如果UE根据user preference判决拒绝这次切换,那么
UE需要将拒绝信息通知网络。
具体的:UE与基站保持连接。此时UE移动到了接入点1的覆盖范围内,基站准备切
换UE到WLAN,并给UE发送切换命令。UE收到切换命令后,根据自身的user preference
选择是否接受这次切换,如果UE当前的user preference是留在3GPP网络,不接入WLAN,
那么此时UE判决拒绝这次切换,然后UE将拒绝此次切换的信息通过RRC专用信令上报
给基站。基站收到该信息后,不再判决该UE进行切换。
本申请实施例还相应提供一种针对UE侧的网络切换判断方法,如图6所示,包括:
步骤S601、UE确定针对网络切换的用户条件信息;
步骤S602、UE向基站上报针对网络切换的用户条件信息,由基站根据用户条件信息,
确定在满足网络切换条件时是否为UE切换网络。
其中,UE向基站上报针对网络切换的用户条件信息前,还包括:
接收基站发送的针对网络切换的用户条件信息的查询消息。
用户条件信息具体包括如下之一或组合:
是否允许UE切换到非3GPP网络;

换的用户条件信息的查询消息。
接收单元802还用于:
在接收用户设备UE上报的针对网络切换的用户条件信息前,确定允许UE上报针对
网络切换的用户条件信息,并通过专用信令或广播通知UE。
本申请实施例还提供一种网络切换判断装置,该装置具体可以为基站,包括:
射频单元,该射频单元被配置为接收UE上报的针对网络切换的用户条件信息;
处理器,该处理器被配置为根据用户条件信息,确定在满足网络切换条件时是否为所
述UE切换网络。
本申请实施例还提供一种网络切换判断装置,该装置可以具体为基站,如图9所示,
该装置包括:
发送单元901,用于在确定用户设备UE满足切换条件时,向UE发送切换命令;
信息接收单元902,用于接收UE根据预先设置的针对网络切换的用户条件信息确定
是否接受切换后,返回的接受信息或拒绝信息;
切换确定单元903,用于根据接受信息或拒绝信息确定是否继续为UE切换网络。
本申请实施例还提供一种网络切换判断装置,该装置可以具体为基站,该装置包括:
射频单元,该射频单元被配置为在确定用户设备UE满足切换条件时,向所述UE发
送切换命令;接收所述UE根据预先设置的针对网络切换的用户条件信息确定是否接受切
换后,返回的接受信息或拒绝信息;
处理器,该处理器被配置为根据所述接受信息或拒绝信息确定是否继续为所述UE切
换网络。
本申请实施例还相应提供一种网络切换判断装置,该装置可以具体为UE,如图10所
示,该装置包括:
用户条件信息确定单元1001,用于确定针对网络切换的用户条件信息;
上报单元1002,用于向基站上报针对网络切换的用户条件信息,由基站根据用户条件
信息,确定在满足网络切换条件时是否为UE切换网络。
其中,上报单元1002还用于:
在向基站上报针对网络切换的用户条件信息前,接收基站发送的针对网络切换的用户
条件信息的查询消息。
上报单元1002还用于:
在向基站上报针对网络切换的用户条件信息前,接收基站通过专用信令或广播通知的
允许UE上报针对网络切换的用户条件信息的消息。
本申请实施例还提供一种网络切换判断装置,该装置可以具体为UE,包括:
处理器,该处理器被配置为确定针对网络切换的用户条件信息;
射频单元,该射频单元被配置为向基站上报针对网络切换的用户条件信息,由所述基
站根据所述用户条件信息,确定在满足网络切换条件时是否为所述UE切换网络。
本申请实施例还相应提供一种网络切换判断装置,该装置可以具体为UE,如图11所
示,该装置包括:
命令接收单元1101,用于接收基站在确定用户设备UE满足切换条件时,发送的切换
命令;
判断单元1102,用于根据预先设置的针对网络切换的用户条件信息确定是否接受切换
后,向基站返回接受信息或拒绝信息,由基站根据接受信息或拒绝信息确定是否继续为UE
切换网络。
一种网络切换判断装置,包括:
射频单元,该射频单元被配置为接收基站在确定用户设备UE满足切换条件时,发送
的切换命令;
处理器,该处理器被配置为根据预先设置的针对网络切换的用户条件信息确定是否接
受切换后,向所述基站返回接受信息或拒绝信息,由所述基站根据所述接受信息或拒绝信
息确定是否继续为所述UE切换网络。
本申请实施例提供一种网络切换判断方法及装置,UE向基站上报针对网络切换的用
户条件信息,基站根据用户条件信息,确定在满足网络切换条件时是否为UE切换网络,
从而实现根据用户的喜好确定是否进行网络切换。
本领域内的技术人员应明白,本申请的实施例可提供为方法、系统、或计算机程序产
品。因此,本申请可采用完全硬件实施例、完全软件实施例、或结合软件和硬件方面的实
施例的形式。而且,本申请可采用在一个或多个其中包含有计算机可用程序代码的计算机
可用存储介质(包括但不限于磁盘存储器、CD-ROM、光学存储器等)上实施的计算机程
序产品的形式。
本申请是参照根据本申请实施例的方法、设备(系统)、和计算机程序产品的流程图
和/或方框图来描述的。应理解可由计算机程序指令实现流程图和/或方框图中的每一流
程和/或方框、以及流程图和/或方框图中的流程和/或方框的结合。可提供这些计算机
程序指令到通用计算机、专用计算机、嵌入式处理机或其他可编程数据处理设备的处理器
以产生一个机器,使得通过计算机或其他可编程数据处理设备的处理器执行的指令产生用
于实现在流程图一个流程或多个流程和/或方框图一个方框或多个方框中指定的功能的
装置。
这些计算机程序指令也可存储在能引导计算机或其他可编程数据处理设备以特定方
式工作的计算机可读存储器中,使得存储在该计算机可读存储器中的指令产生包括指令装
置的制造品,该指令装置实现在流程图一个流程或多个流程和/或方框图一个方框或多个
方框中指定的功能。
这些计算机程序指令也可装载到计算机或其他可编程数据处理设备上,使得在计算机
或其他可编程设备上执行一系列操作步骤以产生计算机实现的处理,从而在计算机或其他

Claims (18)
- 一种网络切换判断方法,其特征在于,包括:基站接收用户设备UE上报的针对网络切换的用户条件信息;基站根据所述用户条件信息,确定在满足网络切换条件时是否为所述UE切换网络。
- 如权利要求1所述的方法,其特征在于,所述基站接收UE上报的针对网络切换的 用户条件信息前,还包括:基站向所述UE发送针对网络切换的用户条件信息的查询消息。
- 如权利要求1所述的方法,其特征在于,所述用户条件信息具体包括如下之一或 组合:是否允许UE切换到非第三代合作伙伴计划3GPP网络;允许切换到非3GPP网络的业务列表或不允许切换到非3GPP网络的业务列表;UE选择的服务网络和网络侧为所述UE选择的服务网络的优先级;UE选择服务网络后不允许切换网络的时间和/或范围。
- 如权利要求1所述的方法,其特征在于,所述基站接收UE上报的针对网络切换的 用户条件信息前,还包括:基站确定允许UE上报针对网络切换的用户条件信息,并通过专用信令或广播通知 UE。
- 一种网络切换判断方法,其特征在于,包括:基站在确定用户设备UE满足切换条件时,向所述UE发送切换命令;所述基站接收所述UE根据预先设置的针对网络切换的用户条件信息确定是否接受切 换后,返回的接受信息或拒绝信息;所述基站根据所述接受信息或拒绝信息确定是否继续为所述UE切换网络。
- 一种网络切换判断方法,其特征在于,包括:用户设备UE确定针对网络切换的用户条件信息;UE向基站上报针对网络切换的用户条件信息,由所述基站根据所述用户条件信息, 确定在满足网络切换条件时是否为所述UE切换网络。
- 如权利要求6所述的方法,其特征在于,所述UE向基站上报针对网络切换的用户 条件信息前,还包括:接收所述基站发送的针对网络切换的用户条件信息的查询消息。
- 如权利要求6所述的方法,其特征在于,所述用户条件信息具体包括如下之一或 组合:是否允许UE切换到非第三代合作伙伴计划3GPP网络;允许切换到非3GPP网络的业务列表或不允许切换到非3GPP网络的业务列表;UE选择的服务网络和网络侧为所述UE选择的服务网络的优先级;UE选择服务网络后不允许切换网络的时间和/或范围。
- 如权利要求6所述的方法,其特征在于,所述UE向基站上报针对网络切换的用户 条件信息前,还包括:UE接收所述基站通过专用信令或广播通知的允许UE上报针对网络切换的用户条件 信息的消息。
- 一种网络切换判断方法,其特征在于,包括:UE接收基站在确定用户设备UE满足切换条件时,发送的切换命令;UE根据预先设置的针对网络切换的用户条件信息确定是否接受切换后,向所述基站 返回接受信息或拒绝信息,由所述基站根据所述接受信息或拒绝信息确定是否继续为所述 UE切换网络。
- 一种网络切换判断装置,其特征在于,包括:接收单元,用于接收用户设备UE上报的针对网络切换的用户条件信息;确定单元,用于根据所述用户条件信息,确定在满足网络切换条件时是否为所述UE 切换网络。
- 如权利要求11所述的装置,其特征在于,所述接收单元还用于:在接收UE上报的针对网络切换的用户条件信息前,向所述UE发送针对网络切换的 用户条件信息的查询消息。
- 如权利要求11所述的装置,其特征在于,所述接收单元还用于:在接收UE上报的针对网络切换的用户条件信息前,确定允许UE上报针对网络切换 的用户条件信息,并通过专用信令或广播通知UE。
- 一种网络切换判断装置,其特征在于,包括:发送单元,用于在确定用户设备UE满足切换条件时,向所述UE发送切换命令;信息接收单元,用于接收所述UE根据预先设置的针对网络切换的用户条件信息确定 是否接受切换后,返回的接受信息或拒绝信息;切换确定单元,用于根据所述接受信息或拒绝信息确定是否继续为所述UE切换网络。
- 一种网络切换判断装置,其特征在于,包括:用户条件信息确定单元,用于确定针对网络切换的用户条件信息;上报单元,用于向基站上报针对网络切换的用户条件信息,由所述基站根据所述用户 条件信息,确定在满足网络切换条件时是否为所述UE切换网络。
- 如权利要求15所述的装置,其特征在于,所述上报单元还用于:在向基站上报针对网络切换的用户条件信息前,接收所述基站发送的针对网络切换的 用户条件信息的查询消息。
- 如权利要求15所述的装置,其特征在于,所述上报单元还用于:在向基站上报针对网络切换的用户条件信息前,接收所述基站通过专用信令或广播通 知的允许UE上报针对网络切换的用户条件信息的消息。
- 一种网络切换判断装置,其特征在于,包括:命令接收单元,用于接收基站在确定用户设备UE满足切换条件时,发送的切换命令;判断单元,用于根据预先设置的针对网络切换的用户条件信息确定是否接受切换后, 向所述基站返回接受信息或拒绝信息,由所述基站根据所述接受信息或拒绝信息确定是否 继续为所述UE切换网络。
