技术领域
电力高低压开关柜设备中防止误操作技术领域。
背景技术
目前我国电力系统普遍采用的高低压幵关柜, 无论是国内生产 的、还是国外品牌的, 都普遍采用机械联锁来防止误操作。虽然在一 定程度上能够防止部分误操作的发生,但并不完备。存在如下安全隐 患: 1. 由于采用 "地刀不合不能打开负荷侧柜门"的机械联锁方式, 导致电气运行人员在验电时, 必须手动打开绝缘挡板方可验电的情 况, 这就存在严重的误触电安全隐患; 2.当某些开关柜作为电源柜使 用时,现场往往将"地刀不合不能打开负荷侧柜门"的机械联锁拆除, 以防止带电合地刀,但这样就带来了新的安全隐患,即误入带电间隔; 3.当有人在开关柜负荷侧作业时, 仍能将开关投入工作位置送电, 导 致人身触电的安全隐患; 4.操作繁琐, 给电气运行人员带来不必要的 工作量, 降低了工作效率, 甚至延误特殊情况时的紧急操作, 影响安 全生产; 5.机械磨损导致防误功能失效,而引发误操作导致人身伤亡、 设备损毁、 停机、 停电等安全生产事故频繁不断。
发明内容
本发明的目的:就是针对机械联锁防误装置所存在的上述缺陷而 研发的一套智能在线防误保护系统, 以彻底解决上述缺陷,确保电力 企业的安全生产。本发明既可以替代机械联锁防误装置, 也可以与之 共同使用,作为它的后备保护使用,以弥补机械联锁防误装置的不足, 形成独特的二级防误保护系统, 保障电力企业安全生产。
技术方案
本发明主要由智能控制器、 开关手车闭锁器、 柜门闭锁器 (1-n 个)、 地刀闭锁器、 高压带电传感器和显示器所组成, 智能控制器通 过线路分别于开关手车闭锁器、柜门闭锁器、地刀闭锁器、高压带电 传感器和显示器相连接。
上述部件安装在开关柜的适当位置,同时各部件内部均装设有位 置检测单元,将开关柜的各部位状态信号实时通过线路传输给智能控 制器,进行实时数据交换。 由智能控制器进行实时运算处理后再通过 线路将控制信号传输给各闭锁器的控制电路,使各闭锁器的执行机构 进行相应动作来完成解闭锁动作。当操作人员正确操作时,相应的闭 锁器解锁, 使操作能够进行; 否则, 闭锁使操作无法进行。从而有效 避免了由于误操作而引发的安全生产事故。
本发明的优点: 1.使用效果好, 可在线连续监测操作人员的操作 行为。正确操作时自动解锁, 错误操作时自动闭锁, 有效地杜绝了误 操作, 保障电力安全生产; 2.操作简单方便, 实用性强。 只需简单培 训即可, 操作时不带任何工具, 减少操作人员的工作量和工作强度, 提高操作效率,便于紧急情况下的应急操作; 3.安全可靠,故障率低。 本发明自成系统, 采用 36v以下电源供电, 安全可靠, 同时不存在机 械联锁防误装置的机械磨损严重的问题, 因此故障率低。

其中智能控制器 1用于存储、 运算处理、 显示各部件状态信息, 开关手车闭锁器 2用于解闭锁开关手车和检测开关手车位置状态,柜 门闭锁器 3用于解闭锁负荷侧柜门和检测柜门位置状态,地刀闭锁器 4用于解闭锁地刀和检测地刀分合闸状态, 高压带电传感器 5用于检 测有无高压电状态, 高压带电显示器 6用于显示是否带电状态。
智能控制器 1、开关手车闭锁器 2、柜门闭锁器 3、地刀闭锁器 4、 高压带电传感器 5和显示器 6安装在同一开关柜体内。智能控制器 1、 开关手车闭锁器 2均安装在开关柜正面适当位置,柜门闭锁器 3安装 在负荷侧柜门适当位置处,地刀闭锁器 4安装在地刀操作机构的适当 位置处, 高压带电传感器 5安装在负荷侧母线处, 高压带电显示器 6 安装在开关柜背面适当位置处。
系统所使用的电源可以采用开关柜内自带的直流电源或交流电 源, 同时也可采用电源模块(DC5-450V) 供电。 只要所采用的电源 电压、频率等参数与上述各闭锁器、控制器、显示器等单元所要求的 技术参数相匹配即可。
实施例 1、 为解决本说明书背景技术中安全隐患 1、 2所提出的 解决方案
当操作人员需要对负荷侧母线验电时,无需打开其绝缘挡板,只 要将开关手车拉出试验位置及以外,再到幵关柜后面査看高压带电显 示器 6的显示状态,确认负荷侧处于无电状态, 即可打开负荷侧柜门 进行验电操作,这就避免了原来验电必须手动打幵绝缘挡板的验电方 式, 也就排除了操作人员误触电和误入带电间隔的安全隐患。
具体实施方式, 如图示, 当操作人员需要验电时, 要先将开关手 车拉出工作位置至试验位置或以外,此时,开关手车闭锁器 2内置的 位置检测单元会检测到开关手车的位置状态信息,并以电信号的形式 通过线路输送到智能控制器 1的输入端。同时高压带电传感器 5会将 感应到的电信号通过线路上传, 一路上传至高压带电显示器 6, 用于 显示负荷侧是否带电,提醒操作人员注意; 另一路上传至智能控制器 1, 供智能控制器 1进行运算处理之用。 此时, 智能控制器 1会自动 读取上传来的所有信号数据,进行运算处理, 并将运算结果数据与预 先存储的各闭锁器解闭锁目标值范围进行比较,当结果数据在解锁目 标值范围内时, 发出解锁指令信号,否则在闭锁目标值范围将发出闭 锁指令信号。 此时如果通过高压带电传感器 5检测到的是无电信号, 智能控制器 1运算处理的结果数据将在柜门闭锁器 3和地刀闭锁器 4 的解锁目标值范围内,故智能控制器 1向这两个闭锁器发出解锁指令 信号,一路通过智能控制器 1的输出端和线路输送至柜门闭锁器 3的 电路中,使柜门闭锁器 3的执行机构进行解锁动作,柜门闭锁器 3随 即处于解锁状态,此时允许操作人员进行打开负荷侧柜门验电,这就 避免了原来机械联锁防误装置的验电必须打开绝缘挡板的验电方式, 也就排除了误触电的安全隐患。另一路智能控制器 1发出的解锁指令 信号通过智能控制器 1 的输出端和线路输送至地刀闭锁器 4的电路 中, 使其执行机构进行解锁动作, 地刀闭锁器 4随即处于解锁状态, 此时允许操作人员进行无电合地刀操作。相反如果通过高压带电传感 器 5检测到的是有电信号,智能控制器〗运算处理的结果数据将在柜 门闭锁器 3和地刀闭锁器 4的闭锁目标值范围,故智能控制器 1向这 两个闭锁器发出闭锁指令信号,一路经其输出端和线路传输至柜门闭 锁器 3, 使其可靠闭锁, 防止操作人员误入带电间隔, 造成人身触电 安全事故。另一路闭锁指令信号经其输出端和线路传输至地刀闭锁器 4, 使其可靠闭锁, 使带电合地刀的误操作无法进行, 这就有效制止 了带电合地刀安全事故的发生。因此,本发明可以完全排除机械联锁 防误装置现存的误触电、误入带电间隔、带电合地刀的安全隐患, 确 保电力企业的安全生产。
实施例 2、 为解决本说明书背景技术中安全隐患 3所提出的解决 方案
当有人在负荷侧柜门内作业时,本发明将可靠闭锁开关手车,使 其无法推入工作位置送电, 保障作业人员人身安全。
具体实施方式, 如图示, 当有人在负荷侧柜门内作业时, 安装在 负荷侧柜门上的柜门闭锁器 3会检测到柜门的位置状态信息,并通过 线路上传至智能控制器 1的输入端,此时,智能控制器 1会自动读取 上传来的信号数据,进行运算处理, 并将运算结果数据与预先存储的 解闭锁目标值范围进行比较, 当结果数据在解锁目标值范围内时,发 出解锁指令信号,否则在闭锁目标值范围将发出闭锁指令信号。此时 智能控制器 1运算处理的结果数据将在开关手车闭锁器 2的闭锁目标 值范围,故智能控制器 1向开关手车闭锁器 2发出闭锁指令信号,该 信号通过智能控制器 1的输出端和线路输送至开关手车闭锁器 2的电 路中, 使其执行机构进行闭锁动作, 使其可靠闭锁, 无法将开关手车 推入工作位置进行送电操作, 这就有效避免了机械联锁防误装置的 "当有人在开关柜负荷侧作业时,仍能将开关投入工作位置送电,导 致人身触电的安全隐患"的发生, 保证了电力企业的安全生产。
综上所述, 本发明可以彻底排除机械联锁防误装置现存的误触 电、误入带电间隔、带电合地刀等安全隐患, 能在线连续检测操作人 员的操作行为, 防止误操作事故的发生, 确保电力企业的安全生产, 还具有使用效果好、 操作简便、 安全可靠等优点, 既可以单独使用, 也可以作为机械联锁防误装置的后备保护使用, 应用前景非常广阔。
