     前記読取装置によって読み取られた識別情報及び前記記憶装置に記憶された内容に基づいて、情報記録媒体の所有者の位置及び属性を検出する検出装置と、
     前記検出装置の検出結果に基づいて、弱者がエレベータを利用して避難するための避難計画を作成する避難計画作成部と、
     前記避難計画作成部によって作成された避難計画に基づいて、エレベータの避難運転を制御する制御装置と、
     前記制御装置によって避難運転の制御が行われている時に、前記検出装置の検出結果に基づいて、避難計画の見直しが必要か否かを判定する判定部と、
    を備え、
     前記避難計画作成部は、避難計画の見直しが必要であると前記判定部によって判定された場合に、前記検出装置の検出結果に基づいて、避難計画を作成し直す
