Le procédé de création de rapport de mesure selon l'invention consiste : à recevoir, d'une station de base, deux seuils de mesure ou plus, ainsi que des données de commande qui sont utilisées pour commander à un UE d'exécuter la création d'un rapport de mesure sur la base des deux seuils de mesure susmentionnés ou plus; et, sur la base des données de commande, à créer un rapport et à le transmettre à la station de base. La présente invention est apte à résoudre le problème lié, dans l'état de la technique, au fait que des seuils doivent être configurés à plusieurs reprises pour des rapports de mesure quand une station de base doit acquérir une pluralité de résultats de mesure. De cette manière, la présente invention est apte à économiser les ressources de l'interface radio.
