Centrale électrique flottante servant uniquement à l'installation de dispositifs et de machines en vue de générer de l'énergie électrique. Elle ne consomme ni des énergies fossiles ni d'autres énergies, mais produit du courant électrique. Elle est positionnée et ancrée en des emplacements appropriés et elle n'est mobile que latéralement, vers la droite et vers la gauche, sous l'action de la force produite par l'énergie obtenue provenant des installations technologiques et des appareils montés sur sa surface, afin de recevoir la force des vagues et du vent de manière frontale et ainsi de mieux exploiter ces forces.
