- the macro base station MeNB notifies (reports) the pico base stations PeNB # 1 and PeNB # 2 of component carriers that can be used again via the X2 interface.
- the pico base stations PeNB # 1 and PeNB # 2 receive the notification.
- the notification of the component carrier capable of resuming use is performed by notifying the cell ID of the cell corresponding to the component carrier capable of resuming use.
- step S24 instead of notifying (notifying) a component carrier that can be used again, a component carrier that cannot be used again may be notified (notified). Even with such notification (notification), the pico base stations PeNB # 1 and PeNB # 2 can grasp the component carriers that can be used again.

- the pico base station PeNB # 1 requests the macro base station MeNB to resume the use of a component carrier that can be used again via the X2 interface.
- the component carrier use resumption request is made by notifying the cell ID of the cell corresponding to the component carrier that is the target of the use resumption request. It is assumed that the macro base station MeNB determines to resume use of the component carrier that is the target of the use resumption request based on the use resumption request received from the pico base station PeNB # 1.
- the macro base station MeNB notifies (reports) the pico base stations PeNB # 1 and PeNB # 2 of the component carrier whose use is resumed via the X2 interface.
- the pico base stations PeNB # 1 and PeNB # 2 receive the notification.
- the notification of the component carrier whose use is resumed is performed by notifying the cell ID of the cell corresponding to the component carrier whose use is resumed.
- the notification may include information indicating the timing of executing the use resumption (for example, information on how many subframes to resume).
- step S28 the macro base station MeNB executes the resumption of use of the component carrier when a predetermined time has elapsed from the notice of resumption of use (step S27). For example, the macro base station MeNB returns (returns to the standard level) the transmission power of the component carrier to be resumed.
- the macro base station MeNB may be set as the restart condition that an acknowledgment for the use restart notification is obtained from each of the pico base stations PeNB # 1 and PeNB # 2.
- the pico base station PeNB (PeNB # 1 or PeNB # 2) that has received the notification of resuming the use of the component carrier (step S27) may return to the normal state.

- component carrier use restart is executed after notification of component carrier use restart (step S27) (step S28). Before or simultaneously with the notification of component carrier use restart, The use of the component carrier may be resumed.
- the macro base station MeNB stops / restarts the use of the component carrier.
- “stop use” in FIG. 7 is read as “transmission power drop”, and “restart use” in FIG.
- the above-described operation sequence can be applied to the transmission / reduction of component carrier transmission power.

For example, when the macro base station MeNB determines that the use suspension / use resumption is not performed until the number of use stop requests / use resumption requests exceeds the threshold value, the maintenance monitoring apparatus OAM sets the threshold value. You may set to macro base station MeNB.
- requirement of a component carrier from pico base station PeNB # 1 to macro base station MeNB was demonstrated, it replaced with such an operation sequence and the use stop request
