优惠小区计算平台在除基准小区之外的优惠小区中选择作为所述用户的 'J、区切换过程中除基准小区之外的另一端点小区的次数从高到低顺序中前 N 个小区作为次准小区, 将与次准小区的相邻小区确定为优惠小区, 其中 N为 正整数。 N的值由系统或用户预先设定。
( 4 )优惠小区计算平台将作为所述用户的小区切换过程中除次准小区之 外的另一端点小区的次数从高到低顺序中前 M个与次准小区不相邻的小区确 定为优惠小区, 其中 M为正整数。
( 5 )优惠小区计算平台将作为用户的小区切换过程中除优惠小区之外的 另一端点小区的微蜂窝小区均确定为优惠小区。
( 6 )优惠小区计算平台将与所述优惠小区具有相同基站地址的小区(包 括 TD小区)确定为优惠小区。
如图 2所示, 为才艮据上述方法确定出的优惠小区中不同类型小区分布的 一个示例。
优惠小区计算平台确定优惠小区时, 可以设置一优惠小区列表, 将根据 多个规则依次确定出的优惠小区的标识添加到优惠小区列表中, 优惠小区列 表中包含的小区均为优惠小区。
当用户注册的服务区域内的小区布局发生变化时, 优惠小区计算平台根 据新的小区布局更新优惠小区。
例如, 新布局相比于旧布局增加了新增小区时, 优惠小区计算平台判断 此新增小区曾作为所述用户的小区切换过程中除基准小区之外的另一端点小 区时, 直接将此新增小区确定为优惠小区; 或者, 优惠小区计算平台根据新 布局按照上述确定优惠小区的原则重新确定优惠小区。 新布局相比于旧布局减少了小区, 减少的小区称为删减小区, 此删减小 区为优惠小区中的非基准小区时, 判断此小区为 TD小区或微蜂窝小区, 则 直接将此小区从优惠小区列表中删除, 此删减小区为为宏蜂窝小区时, 将与 优惠小区切换最频繁的小区加入优惠小区列表。 删减小区为优惠小区中的基 准小区时, 将原来此删减小区所有的相邻小区加入用户优惠小区列表, 并通 过与 IVR系统的接口, 通知用户重新定位小区。
需要说明的是, 在不冲突的情况下, 本申请中的实施例及实施例中的特 征可以相互任意组合。
当然, 本发明还可有其他多种实施例, 在不背离本发明精神及其实质的 和变形, 但这些相应的改变和变形都应属于本发明所附的权利要求的保护范 围。

本发明提供一种为移动终端提供优惠业务的系统及方法, 为精确到小区 的业务优惠提供解决方案。 所述系统和方法适用于各种移动业务, 也适用于 语音通信业务, 通过小区级的优惠, 将小区内的资费降至与固定电话同等甚 至更低廉的资费, 一方面可有效推进移动对固话替代作用, 分流固话的话务 量, 另一方面能够加大对存量用户的保有。 通过话音切入家庭市场, 结合家 庭终端和数据业务, 满足家庭的语音、 数据和信息方面的需求, 实现家庭市 场的有效拓展。

权 利 要 求 书
1、 一种为移动终端提供优惠业务的方法, 包括:
在用户注册的服务区域所覆盖的小区内, 根据各小区作为所述用户的小 区切换过程中端点小区的次数为所述用户选择出一个或多个优惠小区, 其中 端点小区是指小区切换过程中的源小区或目标小区;
从优惠小区计算平台获知所述用户的优惠小区, 并在所述用户位于所述 优惠小区中时, 为所述用户注册的业务提供优惠计费。
2、 如权利要求 1所述的方法, 其中,
所述为用户选择出一个或多个优惠小区的步骤包括: 在用户注册的服务 区域所覆盖的小区内先选择出一基准小区并将此基准小区作为优惠小区, 其 中, 根据以下方式选择所述基准小区: 将在优惠小区选择时间周期内作为所 述用户的小区切换过程中端点小区的次数最多的小区确定为所述基准小区。

将所述基准小区的相邻小区确定为优惠小区。

7、 一种为移动终端提供优惠业务的系统, 包括计费子系统, 以及与所述 计费子系统相连的优惠小区计算平台;
所述优惠小区计算平台设置为:在用户注册的服务区域所覆盖的小区内, 根据各小区作为所述用户的小区切换过程中端点小区的次数为所述用户选择 出一个或多个优惠小区, 其中端点小区是指小区切换过程中的源小区或目标 小区;
所述计费子系统设置为: 从所述优惠小区计算平台获知所述用户的优惠 小区, 并在所述用户位于所述优惠小区中时, 为所述用户注册的业务提供优 惠计费。
8、 如权利要求 7所述的系统, 其中,
所述优惠小区计算平台还设置为: 选择优惠小区时, 在用户注册的服务 区域所覆盖的小区内先选择出一基准小区并将此基准小区作为优惠小区, 其 中, 根据以下方式选择所述基准小区:
将在优惠 d、区选择时间周期内作为所述用户的小区切换过程中端点小区 的次数最多的小区确定为所述基准小区。
