Abstract
The present invention relates to a method and an apparatus for encoding or decoding video signals. To increase accuracy of image prediction, the present invention can efficiently and adaptively determine a motion vector prediction method according to whether a present image is an image having more motion changes in a horizontal direction or an image having more motion changes in a vertical direction, or an image to be rotated or enlarged/reduced. Particularly, the present invention provides a method for adaptively determining a first component to be processed at first between x and y components of a motion vector of a present partition and a method for processing a second component as the remaining component of the motion vector using the first component of the motion vector processed in advance.
