La présente invention se rapporte à un procédé pour l'exécution d'un transfert intercellulaire ou d'un accès initial par un terminal. Le procédé selon l'invention consiste : à recevoir un message contenant une ou plus d'informations relatives à un compteur électrique intelligent et d'informations relatives à des stations de base voisines (BS) qui sont connectées au compteur électrique intelligent, le compteur électrique intelligent ayant pour fonction de gérer la puissance ; à déterminer au moins une des BS voisines qui sont connectées au compteur électrique intelligent comme étant une BS à laquelle il est possible d'accéder ; à transmettre, au compteur électrique intelligent, un message de demande d'accès à la BS déterminée ; et à accéder à la BS déterminée si un message de réponse est reçu du compteur électrique intelligent.
