Le procédé pour le reporting des règles sur la consommation de crédits consiste : à obtenir les modes de modulation pris en charge par les cellules (S101) ; à générer, sur la base des modes de modulation pris en charge par les cellules, les règles sur la consommation de crédits correspondant à différents modes de modulation et à différents facteurs de diffusion (S102) ; et à rapporter lesdites règles sur la consommation de crédits correspondant à différents modes de modulation et à différents facteurs de diffusion, au contrôleur de réseau radio (S103). Les solutions techniques fournies par les modes de réalisation de la présente invention génèrent les règles sur la consommation de crédits sur la base de différents modes de modulation et de différents facteurs de diffusion. En outre, comme elles rapportent les règles sur la consommation de crédits, le contrôleur de réseau radio peut calculer avec précision la situation de consommation de crédits de la station de base. Ce faisant, il peut exécuter avec précision le contrôle d'admission de l'utilisateur.
