The invention refers to a tension-legged offshore submerged platform, in hybrid concrete-steel solution, having a pre-stressed concrete central body (1), a steel peripheral structure (2), which is connected to the central body through steel stiffeners (9), (10), (5). The invention refers further to a basement (15) for such a platform.
