Abstract
Rotative system to produce mechanic power made up of high performance and low power consumption, steady in a transmitting shaft (10) supported in ball-bearings (13), a moving disk (7), with capacito-magnetic coil (6), a fixed pillar (4) with capacito-magnetic coils (5) with graphite (8) contacts, everything controlled by a polarization variation system. The technical range of this system stands in the present electromagnetic spectre and has an utilization in all mechanisms that make use of mechanical energy.

Rotative system made up a transmitting shaft (10) supported m two ball-bearing fixed m a structure (13) with a disk m one of the extremities to support the moving coil (6), one pulley (12) in the other extremity to transmit the mechanic power through a driving-belt (11) , two graphite connection (8) (9), polymerised with metallic sediment with superior quality to polarization of the referred coil. The technical range of this system stands in the present electromagnetic spectre, nevertheless is different owing the coils not having a standard behaviour in relation to the power consumption, they have not internal resistance, placing several questions of theoretical quality: According to the ohm's formula R=V/ I. With R=O and having a tension V on the coil, appear us the first theoretical difficulty to solve this equation, impossibility or irresolution. According to the Joule's formula w=I2xR, appears the same impossibility. According to Weber's formula Um= ψxRm we see that the magnetic tension (Um) is the result of the multiplication of phi (φ) by the reluctance (Rm) . We go on with the same impossibility. According to Lenz's formula Δ(cosψ)/Δt we obtain that the induced electro-motive power (Ei) is the result of the
division of the rate of the cosine of phi (Δcosφ) by time variation. As cosine of phi is equal to zero, the irresolution is maintained. In practice submitted to several measures and tests we obtained a residual power consumption of 6 mA resulting more from cable feed then coil power consumption. The value of phi (ψ) stands unaltered and equal to zero. Practical situation without theoretical justification known.
The system, owing to the fact of producing mechanical energy, apply to all the mechanisms that need it, namely collecting water, water pumps, apply also to raising systems, centrifugal engines and pumps, etc.

Claims
1. Electromagnetic rotor made up by capacitomagnetic coils, a no conventional coiled system, without internal resistance, consisting in two copper tapes simultaneously rolled up, " kind of condenser ", rounding a paramagnetic nucleus (17), separated by an insulation dielectric, that when stimulated by a feed tension, generate a magnetic field in the nucleus, and warrant an effective insulation up to 3,5 Kv .
2. Electromagnetic rotor, according to the first revindication, made up of a rotative system to generate mechanical power according to the application of the first revindication, inserted in a system made up of a transmitting shaft (10), supported in two or more ballbearing, fixed in a pillar, having in an extremity a fixing system for a moving coil (5) and another system to support (4) two fixed coils (6), being the polarization of the moving coil done for one or more graphite bars (8) (9), with variation feed tension and polarization of fixed coils (5), by a normal feed (14), when simultaneously applied develop a repulsive system creating movement that produce mechanic energy in which the increase or decrease of feed tension and remoteness or approximation of the fixe coils (5) from the moving coil (6) allow to control the rate rotation per minute, r.p.m., and the power N.
