Abstract

When overload of a signal controller (102a) in region (Ra) is predicted, partial nodes (terminals (103a-2, 103a-3) in fig. 2) under control of the signal controller (102a) are switched logically to be controlled by a signal controller (102b) in an adjacent region (Rb) before the signal controller (102a) is overloaded. The signal controller (102b) also switches connection of the terminal (103b-2) under its control to the adjacent region (Rc) so that concentration of moving loads is suppressed thus distributing the loads thoroughly to the peripheral regions. When the load factor, i.e. the traffic density, is high, the number of detection times of a vehicle detector (112) per unit time increases rapidly or load of the moving image processing of a monitor camera (113) increases rapidly to fall into lack of a resource. The loads are distributed until the load factor is eliminated by switching the control to a signal controller in an adjacent region having a lot of resources.
