如图 1所示, 为一种 PCC逻辑架构, 包括 PCRF、 PCEF、 AF、 SPR、 离线计费系统和在线计费系统。 其中, PCRF 功能实体根据用 户接入网络的限制、 运营商策略、 用户签约数据(从 SPR功能实体 获取) 以及用户当前正在进行的业务信息(从 AF功能实体获取)等 决定对应的策略, 并将该策略提供给 PCEF功能实体, 由 PCEF功能 实体执行这些策略。 这些策略包括业务数据流(完成某一业务, 比如 语音的 IP流集合) 的检测规则、 是否门控、 业务数据流对应的 QoS 和基于流的计费规则等。 PCEF功能实体执行 PCRF下发或者指定的 策略, 具体来说就是执行业务数据流的检测和测量、保证业务数据流 的 QoS、 用户面流量处理和触发控制面的会话管理等。 AF功能实体 向 PCRF动态提供应用层的会话信息, PCRF根据该信息动态生成或 者修改对应的规则。在线计费系统中包括: CAMEL SCP ( Customized Applications for Mobile network Enhanced Logic Service Control Point, 移动网络增强逻辑客户化应用的业务控制点)、 Service Data Flow Based Credit Control (基于业务数据流的信用控制)。
图 1 中各功能实体间的接口包括: Rx参考点, 用于 AF下发应 用层相关信息, 该信息包括但不限于 IP过滤器、 用于识别业务数据 流的带宽信息、 应用或者媒体所需的带宽信息, 该参考点使用 IETF ( Internet Engineering Task Force , Internet 工程任务组) 定义的 Diameter (国家通信行业标准)协议; Gx参考点使 PCRF可以动态控 制 PCEF 上所执行的 PCC 规则, 该参考点包括建立, 维护和终结 IP-CAN ( IP Connectivity Access Network, IP连接接入网络)会话、 PCEF向 PCRF请求 PCC规则、 PCRF向 PCEF提供 PCC规则、 协商 IP-CAN承载建立模式等功能, 该参考点使用 IETF定义的 Diameter 协议。
本发明实施例一提供了一种获取策略和计费执行功能能力的方 法, 如图 2所示, 包括:
步骤 S201 , PCRF获取 PCEF的能力信息, 能力信息包括但不限 于应用事件检测能力、 应用控制能力和安全防护能力中的一种或几 种。 其中, PCRF获取 PCEF的能力信息具体包括: PCRF接收所述 PCEF的能力信息。 或, PCRF向所述 PCEF发送获取能力信息请求; 所述 PCRF接收所述 PCEF返回的获取能力信息响应, 所述响应中携 带所述能力信息。
本实施例中一个描述 PCEF 能力的示例如下: 定义 Application-Deal-Capability AVP表示 PCEF 支持的应用处理能力, Grouped型。 包含应用事件检测能力、应用控制能力。描述信息如下:

其中 Application-ID AVP为 Enumerated (枚举 )型, 表示应用类 型, 取值示例如下: FTP应用、 Web应用、 流媒体应用、 游戏应用、 Skype应用、 BT下载应用; App-Event-Detect AVP为 Enumerated型, 表示应用触发事件, 即在何种事件下, 可以触发应用事件检测。 取值 示例如下: START ( 0 )表示应用开始、 STOP ( 1 )表示应用结束、 MODIFY ( 2 )表示应用更改; App-Control AVP为 Enumerated型, 表示 PCEF支持的应用控制能力, 即针对具体应用, PCEF具体的控 制能力, 取值示例如下: Connect-Number ( 0 )表示 PCEF支持对业 务连接数的控制、 Bit-Rate-Control ( 1 )表示 PCEF支持对业务传输速 率的控制、
定义 Security-Defend-Capability AVP用于表示 PCEF支持的网络 安全防护能力, Enumerated型。 PCEF具有针对用户的网络安全防护 的能力。 取值示例如下: ACL-Control ( 0 )表示 PCEF 支持的准入 控制列表的控制功能、 Firewall-Control ( 1 )表示 PCEF支持的防火墙 控制功能。
PCRF为了为业务进行事件订阅或者进行策略决策,需要从 PCEF 获取 PCEF的能力。 例如可以通过 Diameter CCR消息上报 PCEF的 能力, 其消息结构如下所示:

[ Security-Defend-Capability ] 其中标记为" *,,的应用处理能力参数表示该消息可以携带多个, 每一个分别表示 PCEF支持针对具体应用的事件检测能力和应用控制 能力。
步骤 S202, PCRF根据该能力信息进行处理。 当所述能力信息为 应用事件检测能力时, 所述 PCRF 根据所述应用事件检测能力向 PCEF订阅应用事件。
当能力信息为应用控制能力时,所述 PCRF根据所述应用控制能 力下发相应的应用控制策略给 PCEF。
当能力信息为安全防护能力时,所述 PCRF根据所述安全防护能 力下发相应的安全控制策略给 PCEF。
下面结合实施例一的技术方案对各种应用场景进行详细说明。 本发明实施例二中, PCEF在 PCEF和 PCRF建立关联时向 PCRF 上报应用事件检测能力; 当然也可以是 PCRF向所述 PCEF发送获取 能力信息请求, PCRF接收 PCEF返回的获取能力信息响应中携带所 述事件检测能力信息。 PCRF根据 PCEF的应用事件检测能力向 PCEF 下发游戏应用事件的订阅; 用户设备开始网络游戏业务时, PCEF检 测到游戏应用事件, 向 PCRF上报该事件; 根据检测上报结果 PCRF 可以对游戏应用实施动态策略控制。本实施例具体实现过程如图 3所 示, 包括:
步骤 S301 , PCEF向 PCRF上报 Diameter CCR (信用控制请求) 消息, 该消息中携带所有支持的应用事件检测能力, 消息格式如下:

其中, Diameter CCR消息携带了多个 Application-Deal-Capability AVP,分别有不同的取值,表示 PCEF支持针对 Web应用、 FTP应用、 流媒体应用、 游戏应用、 BT下载的应用处理能力。 其中描述游戏应 用处理能力的 Application-Deal-Capability AVP形式如下:

Application-ID AVP表示游戏应用; App-Event-Detect取值为 start ( 0 )、 stop ( 1 )、 modify ( 3 )分别表示 PCEF支持游戏应用启动、 终 止、 更改的事件检测。
步骤 S302, 根据 PCEF上报的应用事件检测能力, PCRF获知 PCEF 支持对游戏应用事件的检测, 通过 Diameter CCA ( Diameter Credit-Control- Answer , Diameter信用控制应答) 消息向 PCEF订阅 游戏应用启动事件。
步骤 S303 , 用户设备开始网络游戏业务。
步骤 S304 , PCEF检测订阅的应用事件。
步骤 S305 , PCEF将检测到的游戏应用事件通过 Diameter RAR ( Diameter Re-Auth-Request, Diameter 重新 4受权请求) 消息上才艮给 PCRF。
步骤 S306, PCRF根据上报结果以及其他策略上文信息对游戏应 用制定策略, 并通过 Diameter RAA (重新授权应答消息) 消息下发 给 PCEF。
步骤 S307, PCEF根据下发的策略对游戏业务实施策略控制。 本发明实施例三中 , PCEF在 PCEF和 PCRF建立关联时向 PCRF 上报 PCEF应用控制能力; 当然也可以是 PCRF向所述 PCEF发送获 取能力信息请求, PCRF接收 PCEF返回的获取能力信息响应中携带 所述应用控制能力信息。 PCRF根据 PCEF的应用控制能力并结合其 他策略上下文信息为 PCEF制定相应的控制策略; PCEF可以根据控 制策略对 PCEF上开展的业务实施应用控制。该实施例的实现过程如 图 4所示, 包括:
步骤 S401 , PCEF向 PCRF上报 Diameter CCR消息 , 该消息中 携带 PCEF应用控制能力, 消息格式如下:

Application-ID AVP 表示某一具体应用, 例如 BT 下载; App-Control取值为 Connect-Number ( 0 )表示 PCEF支持对业务连接 数的控制。
步骤 S402, PCRF根据 PCEF上报的应用控制能力, 并结合其他 策略上下文信息完成应用控制策略的制定。
步骤 S403 , PCRF将应用控制策略通过 Diameter CCA消息下发 给 PCEF执行。
步骤 S404, PCEF执行应用控制策略。 对 PCEF上开展的业务的 连接数按照策略进行控制。
本发明实施例四中, PCEF在如 PCEF 和 PCRF 建立关联时向 PCRF上报 PCEF 网络安全防护能力。 当然也可以是 PCRF 向所述 PCEF发送获取能力信息请求, PCRF接收 PCEF返回的获取能力信 息响应中携带所述网络安全防护能力信息。 用户设备在建立 IP-CAN 会话时, PCRF才艮据 PCEF的网络安全防护能力、用户设备的能力(例 如操作系统、 操作系统补丁、 防病毒软件等)并结合其他策略上下文 信息, 进行安全策略决策, 并下发给 PCEF执行; PCEF可以根据安 全策略, 为网络提供安全防护能力。 具体过程如图 5所示, 包括: 步骤 S501 , PCEF通过 Diameter CCR消息向 PCRF上报 PCEF 的安全防护能力;

其中 Security-Defend-Capability 取值为 ACL-Control ( 0 )、 Firewall-Control ( 1 )分别表示 PCEF支持准入控制列表的控制、 防火 墙模式选择等安全防护能力。
步骤 S502, PCRF向 PCEF返回确认消息 Diameter CCA (信用控 制应答消息)。
步骤 S503 , 用户设备向 PCEF发出 IP-CAN会话建立请求。 步骤 S504, PCEF收到 IP-CAN会话建立请求后, 向 PCRF发出 Diameter RAR请求, 为 IP-CAN会话建立策略决策。 IP-CAN为当用 户在接入网络内漫游(位置改变时)仍能保存 IP业务连续性业务的 接入网络,比如 GPRS网络, I-WLAN网络等; IP-CAN bearer( IP-CAN 承载), 具有明确速率, 延迟和误比特率的 IP传输路径(该路径指的 是接入网到 PCEF ( GW )之间), 对于 GPRS来说 IP-CAN bearer对 应 PDP上下文; IP-CAN session ( IP-CAN会话), 是 UE和 PDN (分 组数据网, 比如 internet )标识之间的连接关系, 该连接关系通过 UE 的 IP地址和 UE的标识来识别。 只要 UE分配了 IP地址并且能被 IP 网络识别, 则 IP-CAN存在, IP-CAN会话可以包含一到多个 IP-CAN 承载。
步骤 S505 , PCRF根据 PCEF的网络安全防护能力, 并结合其他 策略上下文信息, 进行准入控制列表控制、 防火墙模式选择的安全策 略决策。
步骤 S506, PCRF将安全策略通过 Diameter RAA消息下发给 PCEF。
步骤 S507, PCEF执行相应的安全策略。
步骤 S508 , PCEF向用户设备返回 IP-CAN会话建立成功的响应。 本发明实施例还提供了一种 PCRF, 如图 6所示, 包括: 能力信 息接收单元 100, 用于获取 PCEF的能力信息; 处理单元 300, 与能 力信息接收单元 100连接, 用于根据所述能力信息进行处理; 能力信 息获取请求单元 200, 用于向所述 PCEF发送获取能力信息请求, 使 所述 PCEF上报能力信息。 其中, 所述能力信息包括但不限于应用事 件检测能力、 应用控制能力和安全防护能力中的一种或几种。
针对上述不同的能力信息, 所述处理单元 300具体可以包括: 第 一处理子单元 310, 用于根据所述应用事件检测能力向 PCEF订阅应 用事件; 和 /或第二处理子单元 320, 用于根据所述应用控制能力下发 相应的应用控制策略给 PCEF; 和 /或第三处理子单元 330, 用于根据 所述安全防护能力下发相应的安全控制策略给 PCEF。
本发明的实施例中, 通过让 PCEF 事先上报自身的能力, 使得 PCRF在获知 PCEF能力的情况下,为业务进行策略决策或者向 PCEF 发起相关应用事件订阅, 从而解决了由于 PCRF无法获知 PCEF能力 而可能造成订阅错误、 决策失效等问题。
通过以上的实施方式的描述,本领域的技术人员可以清楚地了解 到本发明, 可以通过硬件实现, 也可以借助软件加必要的通用硬件平 台的方式来实现。基于这样的理解, 本发明的技术方案可以以软件产 品的形式体现出来 ,该软件产品可以存储在一个计算机可读存储介质
(可以是 CD-ROM, U盘, 移动硬盘等) 中, 包括若干指令用以使 得一台计算机设备(可以是个人计算机, 服务器, 或者网络设备等) 执行本发明各个实施例所述的方法。
总之, 以上所述仅为本发明的较佳实施例而已, 并非用于限定本 发明的保护范围。 凡在本发明的精神和原则之内所作的任何修改、 等 同替换、 改进等, 均应包含在本发明的保护范围之内。

权利要求
1、 一种获取策略和计费执行功能能力的方法, 其特征在于, 包 括:
策略控制和计费规则功能实体 PCRF 获取策略和计费执行功能 PCEF的能力信息;
所述 PCRF根据所述能力信息进行处理。
2、 如权利要求 1所述获取策略和计费执行功能能力的方法, 其 特征在于, 所述 PCRF获取 PCEF的能力信息具体包括:
所述 PCRF接收所述 PCEF上报的消息, 所述消息中携带所述能 力信息。
3、 如权利要求 2所述获取策略和计费执行功能能力的方法, 其 特征在于, 所述 PCRF接收所述 PCEF上报的消息之前还包括: 所述 PCRF向所述 PCEF发送获取能力信息请求。
4、 如权利要求 1至 3中任一项所述获取策略和计费执行功能能 力的方法, 其特征在于, 所述能力信息至少包括以下一种: 应用事件 检测能力、 应用控制能力和安全防护能力。
5、 如权利要求 4所述获取策略和计费执行功能能力的方法, 其 特征在于, 当所述能力信息为应用事件检测能力时, 所述 PCRF根据 所述能力信息进行处理具体包括:

10、 一种计算机可读存储介质, 其特征在于, 所述计算机存储计 算机程序代码, 当所述计算机程序代码被一个计算机执行的时候, 所 述计算机程序代码可以使得所述计算机执行权利要求 1-3 , 5-8中任意 一项的步骤。
11、 一种 PCRF, 其特征在于, 包括:
能力信息接收单元, 用于获取 PCEF的能力信息;
处理单元, 与所述能力信息接收单元连接,接收能力信息接收单 元获取的所述 PCEF能力信息, 根据所述能力信息进行处理。
12、如权利要求 11所述 PCRF,其特征在于,所述 PCRF还包括: 能力信息获取请求单元,用于向所述 PCEF发送获取能力信息请 求, 使所述 PCEF上报能力信息。
13、 如权利要求 11或 12所述 PCRF, 其特征在于, 所述能力信 息至少包括以下一种: 应用事件检测能力、应用控制能力和安全防护 能力。
14、 如权利要求 13所述 PCRF, 其特征在于, 所述处理单元具 体包括:
第一处理子单元,用于根据所述应用事件检测能力向 PCEF订阅 应用事件; 和 /或,
第二处理子单元,用于根据所述应用控制能力下发相应的应用控 制策略给 PCEF; 和 /或,
第三处理子单元,用于根据所述安全防护能力下发相应的安全控 制策略给 PCEF。
