Abstract

A radio base station (1) has a plurality of patterns concerning timings at which radio terminals (2) use resources (TS) and indicating different temporal changes between continuous time bands. The radio base station (1) allocates one of the patterns to one of the radio terminals (2). According to the patterns allocated by the radio base station (1), the radio terminals (2) use the resources and perform inter-terminal communication. Thus, even if a plurality of radio terminals (2) use resources at the same timing in a certain time band, the resource use timing is shifted in the next time band. This prevents generation of resource use conflict by a plurality of radio terminals (2), which disables inter-terminal communication for a long time.
