[MEANS FOR SOLVING PROBLEMS] A receiving terminal performs image quality evaluation of a received image for each received image frame, and at the same time, receives an encoded original image frame at a previously determined time interval, compares the received image with an original image frame, and performs highly accurate image quality evaluation. During a time when an original image frame is not received, an image quality score is calculated by using evaluation results of image quality evaluation performed without the original image frame, and the evaluation results of image quality evaluation performed just before by using the original image frame.
