　ＣＭを視聴しない限り本編コンテンツを視聴することが出来ない動画配信を実現する動画配信装置を提供するために、動画配信装置１００に、第１の動画符号化データと第１の動画再生パラメータとで構成される動画データを取得する第１の動画情報取得手段１０１と、第２の動画再生パラメータを取得する第２の動画再生パラメータ取得手段１０２と、動画データに第２の動画再生パラメータを結合して結合送信データを生成する送信データ生成手段１０３と、この結合送信データを配信先に送信する動画送信手段１０４と、を備える。
