被叫侧发生呼叫前转, 对于主叫侧而言是透明的, 即主叫用户仍以为 被叫用户正在基于自身呼叫的号码进行接听, 而网络侧的计费系统对主叫 用户的计费也是基于主叫用户实际呼叫的号码进行计费的, 额外的呼叫前 转费用需要针对被叫用户进行计费。 例如用户 B 出国时为不中断国内的通 信, 通常会在当前地购买新的号码, 这样在用户 B定制了呼叫前转业务后, 就可以实现将呼叫到国内号码的呼叫转移到国外号码上接听, 针对这种情 况, 目前在现有技术中主叫用户通常是不知道用户 B是使用国外号码进行 接听的, 并且网络侧的计费系统也是仅仅对主叫用户呼叫到用户 B的国内 号码进行计费, 而由国内号码呼转到国外号码的通信费用通常是由被叫用 户 B来承担的。 发明内容
本发明实施例提供一种呼叫前转的实现方法, 以实现由主叫用户来承 担被叫前转的通信费用, 扩展呼叫前转业务的灵活性。
本发明提供的一种呼叫前转的实现方法, 包括:
当第一被叫发生呼叫前转, 被叫侧将被叫发生呼叫前转的信息通知给 主叫侧;
主叫侧接收到所述信息后, 将呼叫接续到前转后的第二被叫。
本发明提供的一种呼叫前转业务处理系统, 包括被叫侧交换设备、 主 叫侧交换设备和计费设备,
被叫侧交换设备, 在第一被叫发生呼叫前转的情况下, 将被叫发生呼 叫前转的信息通知给主叫侧交换设备;

本发明提供的技术方案中, 在主叫用户呼叫的被叫用户发生呼叫前转 时, 将前转消息通知给主叫用户所在的通信控制装置, 以由主叫用户所在 的通信控制装置对主叫用户基于和前转后的被叫的通信过程进行计费, 从 而实现在主叫用户同意承担和前转后的被叫用户的通信费用的情况下, 实 现呼叫前转业务。 从而实现了在呼叫前转业务中由主叫用户来承担被叫前 转的通信费用, 进一步扩展了呼叫前转业务的灵活性, 增强了呼叫前转过 程对主叫用户的透明性。 附图说明

本发明技术方案的思想是在主叫用户呼叫被叫用户过程中, 若被叫用 户发生呼叫前转, 则被叫侧将该前转信息通知给主叫侧, 主叫侧进而将呼 叫接续到前转后的被叫, 并对主叫用户基于和前转后的被叫进行通信的过
程进行计费处理。
如图 1所示,为本发明所实施在的智能网网络架构示意图,其中 gsmSCF 是移动智能网的核心部分, 通常包括业务控制点 (SCP , Service Control Point ),其上加载有业务逻辑和用户数据; gsmSSF与 MSC配合负责呼叫的 接续处理。 当一个移动智能网用户发起呼叫或被呼叫时, MSC/SSP ( SSP 处于 gsmSSF部分中) 向 SCP上 ^艮初始检测点 ( IDP, Initinal Detect Point) 信令, 以触发 SCP上的移动智能业务, 其呼叫过程将由 SCP进行控制。 呼 叫触发到 SCP后, SCP启动智能业务逻辑, 进行基本的呼叫处理(如分析 出主被叫号码等), 并查找到对应的用户数据进行呼叫鉴权处理, 通过分析 用户账户有效性在判断出本次呼叫有效后, 要求 MSC/SSP接续呼叫, 并对 用户进行计费; 最后当用户挂机后 SCP的控制过程结束, 从而完成一次呼 叫控制。
如图 2 所示, 为本发明第一实施例的处理流程图, 该实施例可以实现 当用户 A拨打电话到查号台, 查号台查到用户 A想要的电话号码后, 可以 直接通知网络交换设备将用户 A的呼叫转接到查询到的电话号码, 并使网 络侧的计费设备能够直接对用户 A基于和查询到的电话号码进行通信的过 程进行计费。 其中网络侧的具体处理过程为:
步骤 1 , 当用户 A发起呼叫到查号台时, A用户所在网络的 MSCa/SSP 上报 IDP消息给 A用户所在网络的 SCP;
步骤 2, SCP对用户 A鉴权通过后, 下发连接 ( CONNECT ) 消息给
MSCa/SSP, 以指示 MSCa/SSP将用户 A的呼叫接续到查号台所在网络的
MSCb/SSP;
步骤 3 , MSCa/SSP向 MSCb/SSP发送初始地址消息(IAM ) 以将呼叫 接续到查号台,其中发送的 IAM消息中携带有用户 A的移动用户漫游号码 ( MSRN, Mobile Station Roaming Number );
步骤 4, MSCb/SSP向 MSCa/SSP反馈应答消息 (ANM ), 从而接通用 户 A和查号台的通话;
步骤 5 , 查号台通过和用户 A进行通话, 询问用户 A想要查询的电话 号码, 并根据用户 A的需求查找到对应的电话号码, 并进而询问用户 A是
否需要查号台直接将呼叫转接到查询到的电话号码;
步骤 6, 如果用户 A要求查号台进而将呼叫直接转接到查找到的电话 号码, 则按照一个预定的协议通知用户 A所在网络的 MSCa/SSP, 该通知 消息中携带有查找到的电话号码 C,以通知 MSCa/SSP将呼叫继而转接到查 找到的电话号码 C;
步骤 7, MSCa/SSP接收到查号台发来的通知消息后, 向用户 A所在网 络的 SCP发送 BCSM事件报告消息 (ERB, Event Report BCSM ), 以通知 SCP被叫号码已发生了前转, 同时此 ERB消息中携带有前转后的电话号码 C (即查号台查询到的电话号码);
步骤 8、 9, SCP根据接收到的 ERB消息, 得知被叫号码已前转到号码
C, 则对用户 A按照呼叫从用户 A到电话号码 C的通信费率进行预算, 并 根据预算结果下发 CONNECT消息给 MSCa/SSP, 以指示 MSCa/SSP将用 户 A的呼叫进而接续到前转后的号码 C,并向 MSCa/SSP下发计费请求( AC, Apply Charging )消息, 以启动对用户 A基于和前转后的电话号码 C进行通 信进行计费, SCP在预算结果不支持用户 A和前转后的号码 C进行通信时, 可以直接向 MSCa/SSP下发 RealeaseCall消息,以指示 MSCa/SSP不允许将 用户 A的呼叫直接接续到前转后的电话号码 C;
步骤 10, MSCa/SSP根据 SCP下发的指示向前转后的号码 C所在的 MSCc/SSP发送初始地址消息(IAM )以将呼叫接续到号码 C, 其中发送的 IAM消息中携带有用户 A的 MSRN号码;
步骤 11 , MSCc/SSP向 MSCa/SSP反馈应答消息(ANM ), 从而接通用 户 A和查找到的电话号码 C的通话;
步骤 12, 用户 A和使用电话号码 C的被叫进行通话, SCP按照 A到 C 的通话费率对用户 A进行计费处理;
步骤 13 , 在通话结束时 MSCa/SSP 向 SCP 上报计费报告请求消息
( ACR, Apply Charging Report );
步骤 14, SCP接收到 ACR消息后, 对用户 A的此次通话进行费用结 算处理, 并出具话单, 向 MSCa/SSP下发 RealeaseCall ( RC )消息, 以指示 MSCa/SSP释放此次通话处理。
如图 3 所示, 为本发明第二实施例的处理流程图, 该实施例可以实现 在被叫用户出国时, 国内的主叫用户呼叫该被叫时, 可以提示主叫用户该 被叫已经出国, 是否愿意将呼叫前转到被叫用户的国外号码进行通话, 并 由主叫承担到被叫国外号码的通信费用。 其具体的实现过程如下:
步骤 a, 当用户 A发起呼叫以呼叫被叫用户时, A用户所在网络的
MSCa/SSP上报 IDP消息给 A用户所在网络的 SCP;
步骤 b, SCP对用户 A鉴权通过后, 下发 AC消息给 MSCa/SSP, 以启 动对用户 A的计费处理; 并在
步骤 c , SCP 下发连接 (CONNECT ) 消息给 MSCa/SSP , 以指示 MSCa/SSP将用户 A的呼叫接续到被叫用户所在网络的 MSCb/SSP;
步骤 d, MSCa/SSP向 MSCb/SSP发送 IAM消息以将呼叫接续到被叫 用户, 其中发送的 IAM消息中携带有用户 A的 MSRN号码;
步骤 e, f, 由于被叫用户出国, 其在国外购买了新的本地号码, 并在 国内办理了呼叫前转业务, 即将所有呼叫到国内号码上的呼叫全部转接到 在国外购买的当地号码上进行接听, 则 MSCb/SSP接收到 IAM消息时, 发 现该被叫用户已经定制了呼叫前转业务, 就按照一个约定协议将被叫发生 呼叫前转的消息及其前转后的被叫号码 C(即被叫用户在国外购买的当地号 码)通知给 MSCa/SSP;
步骤 g, MSCa/SSP接收到 MSCb/SSP发来的通知消息后, 向用户 A所 在网络的 SCP发送 ERB消息, 以通知 SCP被叫号码已发生了前转, 同时 此 ERB消息中携带有前转后的电话号码 C;
步骤 h, SCP根据接收到的 ERB消息, 得知被叫号码已前转到号码 C, 则通过 PA消息向主叫用户 A播放特殊提示音, 以提示用户 A被叫号码已 发生前转, 也可以进而友好地提示用户 A通话费用将会发生改变, 更进一 步还可以向用户 A播报将应用的通话费率, 然后提供选择给用户 A;
步骤 i, j , 用户 A听到语音提示后, 如果决定愿意继续和前转后的被 叫用户通话, 则可以不需釆用任何动作以表示继续通信, 如果用户不同意 和前转后的被叫继续通信, 则可以釆用直接挂机、 或者输入菜单提示等方 式告知 SCP中断通信, SCP在用户 A选择继续通信的情况下, 按照呼叫从
用户 A到电话号码 C的通信费率进行预算,并根据预算结果下发 CONNECT 消息给 MSCa/SSP, 以指示 MSCa/SSP将用户 A的呼叫进而接续到前转后 的号码 C, 并向 MSCa/SSP下发计费请求(AC, Apply Charging )消息, 以 启动对用户 A基于和前转后的电话号码 C进行通信进行计费, SCP在预算 结果不支持用户 A和前转后的号码 C进行通信时, 可以直接向 MSCa/SSP 下发 RealeaseCall消息, 以指示 MSCa/SSP不允许将用户 A的呼叫直接接 续到前转后的电话号码 C;
步骤 q, MSCa/SSP根据 SCP 下发的指示向前转后的号码 C 所在的 MSCc/SSP发送 IAM消息以将呼叫接续到号码 C, 其中发送的 IAM消息中 携带有用户 A的 MSRN号码;
步骤 m, MSCc/SSP向 MSCa/SSP反馈 ANM消息,从而接通用户 A和 处于国外的使用号码 C的被叫之间的通话;
步骤 n, 用户 A和使用电话号码 C的被叫进行通话, SCP按照 A到 C 的通话费率对用户 A进行计费处理;
步骤 r, 在通话结束时 MSCa/SSP向 SCP上报 ACR消息;
步骤 s, SCP接收到 ACR消息后, 对用户 A的此次通话进行费用结算 处理, 并出具话单, 最后向 MSCa/SSP下发 RealeaseCall ( RC )消息, 以指 示 MSCa/SSP释放此次通话处理。
在上述第一实施例的步骤 7 中, 及上述第二实施例的步骤 g 中, MSCa/SSP除了可以使用 ERB消息来向 SCP报告被叫发生了前转, 还可以 使用 IDP消息、 ACR消息的传递扩展单元来向 SCP报告该前转消息, 其实 现原理与使用 REB消息的实现过程相同, 在此不再给与过多赘述。
在上述两个实施例中, 都是由被叫前转前所在的 MSC/SSP将被叫发生 呼叫前转的消息通知给主叫用户所在的 MSC/SSP, 进而由主叫用户所在的 MSC/SSP通过 ERB消息、 IDP消息或 ACR消息来向 SCP报告被叫发生了 呼叫前转。 另外一种情况也可以由被叫前转前所在的 MSC/SSP将被叫发生 呼叫前转的消息通过 ERB消息、 IDP消息或 ACR消息直接通知给主叫用户 所在的 SCP, 在这种情况下, 由于被叫前转前所在的 MSC/SSP通知主叫用 户所在的 SCP 时, 主叫用户所在的 SCP 无法确定被叫前转前所在的
MSC/SSP通知上来的呼叫到底是哪一个呼叫, 所以需要在 ERB消息、 IDP 消息或 ACR消息中传递一个呼叫 ID, 使得主叫所在的 SCP知道通知上来 的呼叫具体是哪个呼叫, 使 SCP能够查找到原始的呼叫相关信息。
如图 4 所示, 为本发明前转业务处理系统的实施例组成结构框图, 其 中被叫侧交换设备 10, 用于在被叫发生呼叫前转的情况下, 将被叫发生呼 叫前转的消息通知给主叫侧交换设备 20,被叫侧交换设备 10可以和主叫侧 交换设备 20之间预先约定一个协议, 以通过该约定协议向主叫侧交换设备 20发送被叫发生呼叫前转的消息; 主叫侧交换设备 20, 用于将接收到的被 叫发生呼叫前转的消息上报给主叫侧计费设备 30, 并根据主叫侧计费设备 30的指示将呼叫接续到前转后的被叫,其中主叫侧交换设备 20可以通过扩 展的 BCSM事件报告消息 (ERB )、 IDP消息或 ACR消息将接收到的消息 上报给主叫侧计费设备 30; 主叫侧计费设备 30, 用于指示主叫侧交换设备 20将呼叫接续到前转后的被叫, 并对主叫基于前转后的通信过程进行计费 处理,更进一步主叫侧计费设备 30可以在主叫同意和前转后的被叫通信时, 指示主叫侧交换设备 20将呼叫接续到前转后的被叫, 并对主叫基于前转后 的通信过程进行计费处理。
此外, 被叫侧交换设备 10、 主叫侧交换设备 20和主叫侧计费设备 30 之间还可以有下述交互过程来达到本发明目的:
被叫侧交换设备 10, 用于在被叫发生呼叫前转的情况下, 将被叫发生 呼叫前转的消息通知给主叫侧计费设备 30,其中被叫侧交换设备 10可以通 过扩展的 ERB消息、 IDP消息或 ACR消息等将被叫发生呼叫前转的消息上 报给主叫侧计费设备 30; 主叫侧计费设备 30, 用于指示主叫侧交换设备 20 将呼叫接续到前转后的被叫, 并在主叫侧交换设备 20将呼叫接续到前转后 的被叫时, 对主叫基于前转后的通信过程进行计费处理, 更进一步主叫侧 计费设备 30可以在主叫同意和前转后的被叫通信时, 再指示主叫侧交换设 备 20将呼叫接续到前转后的被叫, 并在主叫侧交换设备 20将呼叫接续到 前转后的被叫时, 对主叫基于前转后的通信过程进行计费处理; 主叫侧交 换设备 20,用于根据主叫侧计费设备 30的接续指示将呼叫接续到前转后的 被叫。
上述系统中的交换设备通常为 MSC/SSP功能部分, 计费设备的功能通 常由 SCP来完成。
如图 5所示, 为本发明交换设备的第一实施例组成结构框图, 其中消 息通知单元 110, 用于在获知准备接续的被叫发生呼叫前转时, 将被叫发生 呼叫前转的消息通知给主叫所属的交换设备; 消息上报单元 120, 用于在交 换设备所管辖的主叫呼叫被叫时, 若接收到该被叫所属的交换设备发来的 被叫发生呼叫前转的通知消息, 则将该消息上报给主叫所属的 SCP, 其中 消息上报单元 120可以通过扩展的 ERB消息、 IDP消息或 ACR消息将被叫 发生呼叫前转的消息上报给主叫所属的 SCP; 接续单元 130, 用于在接收到 主叫所属的 SCP下发的将呼叫接续到前转后的被叫的指示时, 将呼叫接续 到前转后的被叫。
如图 6所示, 为本发明交换设备的第二实施例组成结构框图, 其中消 息通知单元 210, 用于在获知准备接续的被叫发生呼叫前转时, 将被叫发生 呼叫前转的消息通知给主叫所属的 SCP, 消息通知单元 210可以通过扩展 的 ERB消息、 IDP消息或 ACR消息将被叫发生呼叫前转的消息上报给主叫 所属的 SCP; 接续单元 220, 用于在接收到主叫所属的 SCP下发的将呼叫 接续到前转后的被叫的接续指示时, 将呼叫接续到前转后的被叫。
如图 7所示,为本发明 SCP的实施例组成结构框图,其中提示单元 310, 用于根据接收到的被叫发生呼叫前转的消息, 提示主叫是否同意和前转后 的被叫进行通信; 接续指示单元 320, 用于在主叫同意和前转后的被叫通信 时, 指示主叫所属的交换设备将呼叫接续到前转后的被叫; 计费单元 330 , 用于对主叫基于前转后的通信过程进行计费。
本发明技术方案通过由网络中的 MSC和 SCP相互配合,来实现在主叫 用户呼叫的被叫用户发生呼叫前转时, 将前转消息通知给主叫用户所在的 SCP, 以由主叫用户所在的 SCP对主叫用户基于和前转后的被叫的通信过 程进行计费, 从而实现了在主叫用户同意承担和前转后的被叫用户的通信 费用的情况下, 实现呼叫前转业务, 进而扩展了呼叫前转业务的灵活性, 增强了呼叫前转过程对主叫用户的透明性。 此外在本发明中网络中各设备 之间交互的信令都是基于标准信令进行扩展的, 因此和现有网络的兼容性

17、 一种业务控制点, 其特征在于, 包括:
接续指示单元, 用于根据接收到的被叫发生呼叫前转的消息, 指示主 叫所属的交换设备将呼叫接续到前转后的被叫;
计费单元, 用于对主叫基于前转后的通信过程进行计费。
18、 如权利要求 17所述的业务控制点, 其特征在于, 还包括: 提示单元, 用于根据接收到的被叫发生呼叫前转的消息, 提示主叫是 否同意和前转后的被叫进行通信;
所述接续指示单元在主叫同意和前转后的被叫通信时, 指示主叫所属 的交换设备将呼叫接续到前转后的被叫。
19、 一种计费方法, 其特征在于, 包括:
当第一被叫发生呼叫前转, 被叫侧将被叫发生呼叫前转的信息通知给 主叫侧;
主叫侧接收到所述信息后, 将呼叫接续到前转后的第二被叫; 对主叫到所述第二被叫的通信过程进行计费。
20、 如权利要求 19所述的方法, 其特征在于, 还包括:
在主叫侧将呼叫接续到前转后的被叫之前,
主叫侧给出是否同意和前转后的被叫通信的提示,
在主叫同意和前转后的被叫通信时, 执行将呼叫接续到前转后的第二 被叫处理。
21、 如权利要求 20所述的方法, 其特征在于, 还包括:
所述提示包括从主叫到所述第二被叫的通信费率信息;
在主叫同意并进行与所述第二被叫通信时, 按照所述通信费率进行通 信。
22、 如权利要求 19、 20或 21所述的方法, 其特征在于,
在将呼叫接续到前转后的第二被叫之前, 对所述主叫到所述第二被叫 之间的通信进行鉴权;
当通过鉴权后, 将呼叫接续到所述第二被叫。
