Abstract
The present invention relates to a system for limiting and monitoring speed which is supported by electronic devices and equipment and developed for the purpose of diversifying the top speed limit implemented on roads for motor vehicles in accordance with the vehicle's technical specifications, class, area of use, and/or any other possible related features, and for making widespread the practice of monitoring and the penalization of speed violations.
Description
Description A SYSTEM FOR LIMITING AND MONITORING SPEED
[1] Technical Field
[2] The present invention relates to a system for limiting and monitoring speed which is supported by electronic devices and equipment and developed for the purpose of diversifying the top speed limit implemented on roads for molor vehicles in accordance with the vehicle's technical specifications, class, area of use, and/or any other possible related features, and for making widespread the practice of monitoring and the penalization of speed violations.
[3] Prior Art
[4] The current practice involves putting up signs at certain points on the road that indicate the top speed limit in order to keep curb the speed of vehicles on the road. Motorists are monitored by traffic officials using speed radar in case they exceed the speed limit.
[5] However, these speed limits arc equal for all land vehicles. That is to say that trucks, large transport vehicles, along with two scater motor vehicles with very powerful engines, whose wheel spans, braking systems and traction features, weight and other characteristics are superior, are all held to the same speed limit, and this situation rightly encourages the rationale of violability from the perspective of the drivers.
[6] The object of this invention is to provide a system for limiting and monitoring speed which implements different speed limit values according to the motor vehicle's features.

[20] The invention herein concerns a system for limiting and monitoring speed and comprises; motor vehicle classes (1 10), printed warning sign not displaying maximum speed limit value (120), signal distributors initialing ihe top speed limit (130), signal rcccivcrs-transmillers installed in the vehicle (140), the main center which is connected through a satellite (150), monitoring device being used by traffic officials (160), signal terminators relaying that the maximum speed limit implementation has ended (170) and data copiers installed on the roads.
[2] ] The invention is a system for limiting and monitoring speed which aims to implement and monitor the speed limit for motor land vehicles on the road at a different rate for each vehicle class
[22] Firstly, in order to deieπtύnc/sct varying speed limits for every motor vehicle, certain criteria such as weight, engine power, number of wheels and size thereof, weight of possible load, braking system, acceleration and deceleration rale, widlh-lenguVhcight values, number of passengers, its function ecc. must be addressed in order to carry out the classification (110) process.
[23] This allows the implementation of a speed limit suited to the class of every vehicle on roads where a speed limit is in place.
[241 Tn a preferred embodiment of the invention, a printed warning sign (120) reading
"WARNING SPEED LIMIT" or the like is in place, as opposed to those indicating speed limii values such as "30" "70" at certain points on the road on which the vehicles are driving,
[251 Within close proximity of this warning sign (120), or within range of the road, signal distribution devices (130) are in place to limit speed. These devices are electronic and arc known as signal distributors (130). They emit around them a constant electromagnetic signal and are connected to the main center through a satellite channel.
[26] Furthermore, a device is installed in all vehicles driving on the road. This device, which is electronic, is known as a signal receiver— transmitter (140). These devices are able to pick up signals being emitted from speed limit initiating devices (130), warn drivers through speech and visual signals, and can also emit signals which can be picked up by the monitoring teams, and store in its memory signals which are emitted and/or received and transmit the stored information.
[271 All the speed limit initiating signaling devices (130) are linked to a general center chrough a satellite channel. This center is know as the main center (150) and is based regionally and/or centrally,
[281 In addition, the lraffic officials have in their possession a device that is know as the monitoring device being used by traffic officials (160).
[29] This device (160), which is electronic, is able to pick up signals received from devices installed in passing vehicles and display it on its visual display for the traffic
officials. Tt is further able to alert the officials with an audible warning when it receives a signal from a device installed in a vehicle exceeding its speed limit. The devices in question are also able to store some specific information in their memory. The information contained in the memory may be printed out.
[30] Installed on points where the speed limit zone ends are devices (170) connected via a satellite channel to the main center which emit electromagnetic signals to notify lhe devices installed in the vehicles that they are out of the speed limit range. These devices are called signal terminators.
[311 In place on the roadside within range of passing vehicles are electronic devices (180) which copy information stored in the devices (140) installed in the motor vehicles. These devices are called data copters.
[321 In a preferred embodiment of the invention; the vehicles are first classified ( 1 10) according to weight, engine power, number of wheels and size thereof, weight of possible load, braking system, acceleration and deceleration values, widch- length-height values, number of passengers, its function, and each vehicle is then evaluated in accordance with its class.
[33] A printed warning sign ( 120) displaying the warning "WARNING SPEED LIMIT' or the like is placed in areas where the speed limit implementation is in place.
[34] The drivers of the vehicles arc aware that they arc supposed to change their speed at points where the signs are placed. In the current system, the speed limit posted on warning signs is enforced by officials with speed radars who, in case of a passing vehicle's violation of the speed limit, stop the vehicle for penalization.
[35] In the system for limiting and monitoring speed, which is the subject of this invention, devices (120) emitting electromagnetic signals are placed in close proximity to the warning signs (120). These devices constantly emit signals.
[36] The receiver — transmitters (140) installed in the vehicles receive the signal in question and audibly warn the driver and display the speed limit on screen. This value is the maximum speed limit for that particular vehicle and must be adhered to by the driver. The receiver- transmitter (140) installed in the vehicle concurrently emits an electromagnetic signal. This signal contains information pertaining to the vehicle.
[37] This emitted signal is received by the monitoring team's monitoring device (160). In instances where the vehicle exceeds lhe speed limit, lhe emitted eleelrυmagnelic signal changes to alert the monitoring device (160) and causes it to sound off a warning. Where the vehicle exceeds the limit, the information sent by the device (140) is stored in the device's memory.

[39] In areas where there the speed limit implementation is not in place, the information in devices (140) installed in passing vehicles on the road, when in proximity of the installed memory reading devices (180), are copied over by these memory reading devices (180). Thanks to this, information relating to vehicles exceeding the speed limit is saved in the system, even when mobile teams are not doing any monitoring.
[40] In case the vehicle is sold, the information stored in the device's (140) memory, through proper processes, is erased and the vehicle is passed on to the new driver without any such records.
[41] Thanks to the invention of a system for limiting and monitoring speed, every vehicle will be held to a speed limit that is in accordance with its class. Furthermore, the speed limit may be determined by the main center (150) depending on variables such as temperature, visibility, rain or snowfall, road handling, road construction, density of traffic, and distinct points of passage, and the electromagnetic signals being emitted by the signal distributors (130) may be changed by the satellite linked main center (150), and therefore allows the implementation of the speed limit on various vehicle classes within a dynamic structure.
Claims
[11 1. A system for limiting and monitoring speed for land motor vehicles characterized in that lhe mOLor vehicles are classified (1 10) in accordance with che speed limit to be Implemented, and the speed limit is determined according to the class of the vehicle by the electromagnetic receiver/transmitter devices (140) installed inside the vehicle which receive signals from the electromagnetic signal distributors (130) which are in close proximity of the warning signs (120).
[2] 2. A system for limiting and monitoring speed according to claim 1 characterized in mat it is connected to a central and/or a regional main center (150) with satellite connection.
[3] 3. A system for limiting and monitoring speed according to claims 1 and 2 characterize in that it can be monitored by traffic officials through the use of a monitoring device ( 160).
[4] 4. A system for limiting and monitoring speed according to claims 1, 2, and 3, characterized in that the information can be stored electronically by data copiers (180) in cases where traffic officials arc not doing any monitoring.
[5] 5. A system for limiting and monitoring speed according to claims 1, 2, and 3 characterized in that there is a signal termination device (170) in areas where the speed limit implementation ends.
