Le procédé consiste à diffuser la fréquence porteuse descendante sous forme de fréquence porteuse MBMS transportant le service MBMS indépendante de la fréquence porteuse non-MBMS, puis à envoyer le service MBMS sur la fréquence porteuse MBMS ou sur la fréquence porteuse non-MBMS en fonction de l'attribut de service du service MBMS ou de l'état d'utilisation de la fréquence porteuse non-MBMS actuelle.
