Background Art Recently, a communication between countries increase such that a word "global village" becomes a commonly accepted word. Accordingly, a mobile phone roaming service is being developed at a fast pace. A cost for a roaming service sharply drops as a competition is fierce, However, since a service and device satisfying the language structure of each country must be commonly prepared, although a great deal of demand for the SMS having a low cost fundamental is present, an increase in the size of a market for a global service is retarded. Also, the mobile phone roaming service is limited to a voice service due to a difficulty in the national alphabets and the establishment of infrastructure. To transmit a short message overseas, cooperation with mobile telecommunication companies in each country is required and a mutual interface linkage work must be preceded. Thus, infrastructure establishment and maintenance costs are excessively needed so that a fee for using such a service is expensive. To solve the above problems, a Japanese electronic company has developed a mobile terminal capable of transmitting a short message in 135 languages. However, since cooperation to secure transmission lines among countries and establishment of an infrastructure need to be preceded and the 135 languages are not commonly used by all customers, a high cost is required to meet a demand limited to a particular country and language.
