Abstract

A signal is generated at a predetermined encoding rate by an encoder (11), and the encoded signalis stored in a buffer (12). Measurement is made of the quality of the signal stored in the buffer, to determine whether a different encoding rate, for example using more or less data compression, would be appropriate. If the quality of the buffered signal falls within a predefined range, a control unit (14) causes the buffered signal (12) to be transmitted, but if it falls outside that range the signal is re-encoded at a different rate. This allows bandwidth to be allocated dynamically according to the demands of the signals being transmitted.
