Abstract

A system and method for completing a telephone connection requested by an individual between a public telephone (105) and a remote telephone. Each public telephone (105) in the system has a caller identifier, such as a card reader (165 ), that allows the individual to identify himself to the system. A processor receives data including the identity of the individual, and the identity and location of the public, and compares the data with data stored in a database. The processor determines whether the individual or the public telephone satisfies one or more predetermined conditions. The requested telephone connection between the public telephone and the remote telephone is completed if the individual and/or the public telephone satisfies the predetermined conditions.

Claims

1. A method for completing a telephone connection between a public telephone and a remote telephone comprising:
(a) identifying an individual intending to use the public telephone in the telephone connection; (b)determining whether the individual and/or the public telephone satisfies one or more predetermined conditions; (c) completing a telephone connection between the public telephone and the remote telephone if the individual and/or the telephone satisfies the predetermined conditions.
2. The method according to Claim 1 wherein a condition is that the individual is among a predetermined group of individuals. ,
3. The method according to Claim 1 or 2 further comprising a step of determining a location of the public telephone and a condition is that the individual is permitted to place or receive phone calls from the public telephone at the location.
4. The method according to any one of the previous claims in which the public telephone is a cell phone.
5. The method according to any one of the previous claims wherein the public telephone comprises a card reader and the step of identifying the individual involves inserting a card carrying data indicative of an identity of the individual into the card reader.
6. The method according to Claim 5 wherein the card is a SIM card.
7. The method according to Claim 5 or 6 wherein the condition is that the card belongs to a predetermined group of cards.
8. The method according to any one of the previous claims further comprising a step of issuing a call detail record for the phone connection, the call detail record including an identity of the individual and an identity of the public telephone such as the phone's IMEI. 14
9. The method according to Claim 8 wherein the call detail record further includes a duration of the phone call.
10. The method according to Claim 9, further comprising a step of determining a total duration of phone calls placed or received at a public telephone over a period of time.
11. The method according to Claim 10 further comprising a step of determining a royalty to be paid to an operator of a public telephone in a calculation involving the total duration of phone calls placed or received at the public telephone during a predetermined time period.
12. A system for making a telephone connection between a public telephone and a remote telephone comprising:
(a) one or more public telephones, the public telephones each having a device for identifying an individual intending to use the public phone in a telephone connection;
(b)a processor configured to:
(ba) receive data including an identity of the individual;
(bb) store data in a memory indicative of one or more individuals;
(be) compare data indicative of a request to receive or place a call by the individual at a public telephone with data stored in the memory and determine whether the individual satisfies one or more predetermined conditions; and
(bd) cause a telephone connection to be completed between the public telephone and a remote telephone if the individual satisfies the predetermined conditions.
13. The system according to Claim 12 wherein a condition is that the individual is among a predetermined group of individuals.

The system according to any one of Claims 12 or 13 wherein the processor is further configured to receive data indicative of a location of the public telephone and a condition is that the individual is among a predetermined group of individuals having a predetermined association with the location. 15

The system according to any one of Claims 12 to 14 further comprising a probe configured to monitor telephone conversations and to transmit to the processor data indicative of the identity of the individual, the identity of the public phone, or a location of the public phone and to transmit the data to the processor.
16. The system according to any one of Claims 12 to 15 wherein the caller identifier is a card reader and a caller is identified when a card carrying data indicative of an identity of the caller is inserted into the card reader.
17. The system according to Claim 16 wherein the card is a SIM card.
18. The system according to Claim 16 or 17 wherein the condition is that the card belongs to a predetermined group of cards.
19. The system according to any one of Claims 12 to 18 wherein the processor is further configured to issue a call detail record, the call detail record including an identity of the telephone.
20. The system according to Claim 19, wherein the call detail record further includes a duration of the phone call.
21. The system according to Claim 20, wherein the processor is further configured to determine a total duration of phone calls placed or received at a public telephone over a period of time.
22. The system according to Claim 21, wherein the processor is further configured to determine a royalty to be paid to an operator of a public telephone in a calculation involving the total duration of phone calls placed or received at the public telephone.
23. The system according to any one of Claims 12 to 22 wherein one or more of the public telephones are cell phones.
24. The system according to Claim 23 further comprising a probe configured to monitor telephone conversations and to transmit to the processor data indicative of the identity of the individual, the IMEI of the telephone or a location of the public phone and to transmit the data to the processor.
25. The system according to Claim 24 wherein the probe is located between a base station controller and a mobile switching center. 16
26. The system according to Claim 24 wherein the public telephone is configured to transmit data indicative of the identity of the individual, the IMEI of the telephone or a location of the public phone to a home location register and the home location register is configured to transmit the data to the processor.
