Die Definition kann durch den Mobiifunknutzer selbst erfolgen, z.B. durch direkte Eingabe über ein Endgerät oder durch Kontakt mit einem Operator oder einer Verkaufsstelle. Es kann jedoch auch die Definition auch von Seiten des Mobilfuπknetzes erfolgen, wobei z.B. auf die Kundendaten des Teilnehmers zugegriffen werden kann, um die geographische Lage der Regionen festzulegen, z.B. durch eine Umsetzung der Adresse des Teilnehmers in geographische Koordinaten als Orientierungspunkt für die Ausrichtung der Regionen.
