Abstract

Un système d'information commerciale (SIC) est un système de gestion de données commerciales dont l'objectif central est de rationaliser et d'automatiser les procédures de dédouanement et de rapprochement d'autorités douanières et fiscales de pays en voie de développement et de pays émergents. SIC(tm) a été conçu pour remplacer un service appelé 'inspection avant expédition', et qui est utilisé actuellement dans plus de trente pays en voie de développement. SIC est un procédé fonctionnant en réseau qui permet à des gouvernements, à des autorités douanières et fiscales ainsi qu'à d'autres participants du commerce mondial d'accéder à, d'échanger et de rapprocher facilement des informations essentielles liées au commerce. SIC permet d'obtenir des informations telles que noms d'opérateurs commerciaux, quantité, description et valeur de marchandises, ainsi que d'autres informations cruciales devant être acquises à l'étape d'exportation, validées et disséminées simultanément dans deux directions différentes: de manière électronique vers des représentants du gouvernement du pays importateur, et comme document sûr lisible par machine (code barres 2D) accompagnant la cargaison. Les informations ne sont pas transmises uniquement aux autorités fiscales du pays importateur par le réseau. De plus, les informations liées au commerce sont signées numériquement et codées sur un symbole (PDF417) en deux dimensions pouvant être lu par un scanneur. Lorsque la cargaison arrive au port d'entrée, l'agent de douane n'a qu'à balayer le code barres à l'aide d'un scanneur portatif pour accéder instantanément aux informations validées nécessaires au dédouanement.
