To all whom it may concern: y
Be it known that I, Oscxn CORDIER Luvinn', a citizen of the French Republic, residing at 29 Place de la Rpublique, Calais, Fas-de-Calais, France, have invented certain new and useful Improvements in Apparatus for Cutting or Shaving Loose Threads Off Tulle, Lace, Embroidery, and the Like, of which the following is a specification.
This invention relates to a mechanical device with an oscillating cutting blade provided with a handle which enables it to be moved by hand over the surface of tulle, lace, embroidery and the like for the purpose of cutting or removing the loose or stray threads which are found therein.
1t consists in providing the serrated parts of the fixed counter blade and of the oscillating cutting blade with a guard in order to prevent the teeth of these devices from penetrating and tearing the fabric when the workman moves the apparatus over its surface. This guard not only covers the points of the teeth but also the bottom and the top of the teeth of the oscillating cutting blade. rl"he guard or sheath consists of a thin metal plate which is secured to the lower face of the fixed blade and folded or bent over the ends of the teeth, the bend having a series of transverse slots opposite the gaps in the blades.
The invention consists likewise in a rotary brush arranged above the protecting` sheath. Then this brush rotates the ends of thel hairs thereon come in contact with the open part of the sheath and push against the loose threads of the fabric, bringing them into contact with the cutting blade. This brush is rotated by a mechanical device which transmits its motion to the shaft that controls the cutting blade, so that the movements of the brush and of the cutting blade are simultaneous.
In the accompanying drawing, Figure 1 is a vertical section through @c @c in Fig. 2 of the whole hand manipulated cutting device one of the arms supporting the rotary brush being omitted. Fig. 2 is a horizontal section through g/ g/ in Fig. 1, the brush-and the arms which support it being shown in plan. Fig. 3 is a side elevation of the various parts forming the cutting device. This mechanical cutting device which is of a well-known form is provided with a frame A on to which a hollow handle B is screwed which enables the device to be opcrated. To the bottom of the frame a fixed blade 1 is attached above which a cutting blade 3 is mounted to oscillate on a pin 2. The inclined edges 4l of the fixed blade (Fig. 5) engage in grooves of the same shape formed in the foot of the frame A. The fixed blade is retained in position against this foot by a lateral screw 5. The pin constituting the axis of oscillation of the blade 3 is formed of the head 2 of a screw the stem of which is screwed into the plate 3, the head lodging in a cylindrical bottom part 6 provided in the end of the fixed blade.
Tn the vertical and longitudinal axis of the frame A is a cylindrical bore 8 of enlarged diameter at the lower end 9 arranged to receive an eccentrically bored spindle 10. rThe upper part l1 of the spindle 10 which projects above the frame A is of rectangular form and has a spherical enlargement at the top 12 of a larger diameter than the hole 8. The eccentric bore 13 extends through the greater portion of the spindle 10 and receives a spiral spring 14 and a spherical ended plug 15 which bears upon the spherical end of a rod 16 which terminates at its other end in a grooved foot 17 in which the stem of the cutting blade 3 is placed. The upper rectangular part 11 of the spindle 10 is fitted into the hollow or sleeve of a flexible shaft C centered in the axis of the hollow handle B. The rotary motion communicated by this flexible shaft to the spindle 10 effects the oscillating movement of the rod 16 and of its foot 17 which transmits it to the blade 3.
The spindle is furnished with a ring of helicoidal teeth 18 arranged in the enlarged part 9 of the bore 8. These teeth engage with a helicoidal toothed wheel 19 formed on one of the ends of a sleeve Q0 which rotates idly around the cylindrical stem of a horizontal stud bolt 21 screwed into the frame A. The other end of the sleeve 20, which comes flush with the tangential part of the frame A is cut away so as to form a spur-gear 22 which engages with a pinion 23 mounted on the'outside against a horizontal arm 24 forming part with the frame A. Against the exterior of this 'arm two other pinions 25, :9.6 are mounted which engage one with the other. The extreme pinion 2G is mounted on the horizontal shaft 27 of a brush Q8. The opposite end ot the horizontal shaft 27 is mounted in another horizontal arm 29 placed opposite the arm facing the tangential part of the iframe A with which it :torms part. A counter-plate 30 in which the shafts of the pinions 23, 25 and Q6 are pivoted is arranged on the exterior of these pinions. lt is lixod on the inner tace ot the arm 24C by a screw 3l..
The rotary movement of the spindle l0 which is communicated to it by the flexible shaft C is transmitted to the brush QS by the helicoidal gear 1S, 19 and the spur gear 23, 25, QG so that the cutting blade and the brush are simultaneously actuated through the fiexible shaft C.

It is bent at the end of' the said teeth and turned back very near the teeth of the cutting blade and terminates a little beyond the roots of the teeth of' that blade. rfhe loose threads of the fabric which are cut ofi when the lower face of the cutting tool is moved over the surface of the fabric, are forced into the open part ofl the guard by the rotary brush 2S and as soon as they enter they are cut off, owing to the recip rocating movement of the cutting blade 3. rlhe guard being slotted only over a portion of its width, opposite the blades and its lateral extremities being rounded and closed, the loose threads cannot get under the guard or penetrate into the same or the blades. Thus the worltwoman cannot tear the tulle or the lace when moving this blade over the surface.
That l claim and desire to secure by Letters Patent is l. A hand manipulated cutting tool of the class described comprising a toothed fixed or counter blade, an oscillating toothed cutting blade, means for imparting motion l l 1 l l to the oscillating blade and a thin metal guard plate bent back over the teeth of the blades and slotted at the bend to form teeth over a portion oft' its width corresponding to a little more than the width otl the toothed part of the cutting blade, the cutaway part ot the guard being narrower at the bottom than at the top and itsy curved portion being closed laterally.

A hand manipulated cutting tool` of the class described comprising` a toothed fixed counter blade, an oscillating toothed cutting blade, a Aflexible shaft, an eccentrically bored spindle connected with the shaft, a rod in the bore having a bridge. piece or toot adapted to embrace the cutting-blade. a. thin metal protecting sheath fixed against', the bottom of the fixed blade and bent and turned up at the end of the teeth of' the same and near the teeth of the oscillating cutting blade and having a notched part opposite the point of the teeth in the blades, a rotary brush arranged between two arms placed tangentially to the trame ot' the cutting-tool with which they form part. the shaft of this brush being placed parallel to the plane of the fixed blade and actuated by means of the spur gear mounted outside ou one ot' the two arms of the frame, the said gear being actuated by the eecentrically bored spindle through the medium of heli coidal gear substantially as described.
3. A hand manipulated cutting tool comprising a combination ot a trame provided with a handle, an eccentrically bored spindle mounted therein, a rotary flexible shat't connected with the spindle, a rod mounted eccentrically in the spindle and terminating in a bridge piece or foot, a movable toothed cutter blade adapted to be oscillated through the said foot, a toothed counter blade fixed by a screw on the bottom ot the frame, a guard covering the points ot the teeth of the blades and slotted over a portion of its width opposite the points ot the teeth in the blades, a rotary brush arranged between the two arms placed tangentially to the foot and on one ot the sides ot' the .trame and adapted to rotate above aud against the guard, being moiuu'ed on a shaft which receives the rotary motion ot the spindle through the medium of helicoidal and spur gear substantially as d(- \.seril)ed.
