To all whom it may concern:
Be it known that I, HIRAM BINGHAM lllunnsr, Jr., a citizen of the United States, and a resident of Portsmouth, in the county of Scioto and State of Ohio, have invented a new and Improved Delivering Apparatus, of which the following is a full, clear, and exact description.
This invention relates to delivering apparatus, and more particularly such as are adapted to be used in connection with railroads or the like, for delivering messages and despatchcs.
An object of the invention is to provide a device of the class described, which is simple and serviceable in construction and which can be used for delivering messages from a car to a point alongside a track or vice versa, and which is so constructed that one or more messages can be delivered without the necessity of resetting the apparatus.
A further object of the invention is to provide a delivering apparatus, which in general includes a handle, a frame removably secured to the handle, a rotatable cross bar carried by the frame, and arms rigid with the cross bar, the arms having their ends suitably formed to receive a connecting frangible or releasable strip, to which a despatch can be secured.
Reference is to be had to the accompanying drawings forming a part of this specification, in which similar characters of reference indicate corresponding parts in all the views.

Before proceeding to a more detailed description of my invention, it should be understood that difficulty has been found in delivering despatches, or the like, to and from moving trains. To overcome this difficulty, I have provided a delivering apparatus which, asbefore described, includes a handle, a frame secured to the handle, and arms rotatably carried by the frame. Connecting'these arms is a frangible or releasable strip, such as paper or the like, to which the despatch that is to be delivered is suitably attached. The trainman, who receives the despatch, tears the frangible strip away from the arms which normally support it. It should be understood that, although in the preferred form the operator who is delivering the despatch, holds the device by means of the handle, the device can be, if desired, secured either to a car or at some point on the station adjacent to the track.
In the specific form shown in the drawings, I provide a handle 1 of any suitable material, such as wood or the like, which carries a frame 2 removably secured at one of its ends. The frame includes a base 3 having an opening 4L adapted to receive the constricted end 5 of the handle, and has substantially parallel sides 6. Metal corner plates 7 are used, to strengthen the connection between the sides and the base. Arranged between the free ends of the sides (3 is a cross bar 8 of any suitable material, such as wood, iron, steel or the like, and having its ends 9 and 10 respectively, constricted so that shoulders 11 are formed. The shoulder at the end 10 of the cross bar is provided with studs 12 oppositely disposed, for a purpose to be hereinafter described. The free ends of the sides 6 of the frame have openings 13 extending therethrough, which serve to journal the constricted ends of the cross bar. Located between the shoulder 11 at the end 9 of the cross bar and the corresponding side (3 is a spring 14:. Positioned at the opposite end of the cross bar is a bracket 15 removably secured in place by means of screws 16, and provided with an extension 17, the latter having an opening 18 extending therethrough and registering with the opening 13 in the side of the frame. The opening 18 serves to receive the constricted end 10 of the cross bar. The upper edge of the extension 17 of the bracket has inclined notches 26 presenting shoulders 27 which constitute a ratchet and in combination wit-h the studs 12 of the cross bar serve to limit the movement of the latter. The spring 14:, before mentioned, maintains the studs 12 in constant engagement with the upper face of the extension. I further provide two pairs of arms 19 having their ends 20 rigidly secured in openings 21 in the cross bar. The free ends 22 of the arms are bifurcated and each carries a spring 23 at this bifurcated portion. As shown most clearly in Fig. 1 of the drawings, a strip 24 of frangible material, such as paper, or the like, extends between the respective members of each pair of arms, having the extremities clamped between coils of the spring. This strip serves to carry a despatch or other object which is to be delivered, and is not necessarily frangible.
In operating the device, the cross bar is so positioned that one pair of arms extends outwardly in the same plane with the frame 2, while the other pair of arms is disposed at right angles thereto. In this position, the studs 12 rest against the upper face of the extension 17 and not within the recesses 26. When, however, a despatch has been delivered from the device, the first pair of arms, through the impact caused by the delivery of the despatch, is rotated, and the studs 12 moveinto engagement with the notches and limit the further rotation of the arms. In this position, the secondary pair of arms is in the same plane with the frame.
It should be further understood that I do not limit myself to the particular form shown in the drawings, as others equally advantageous may be employed without departing from the spirit or the scope of the invention.
Having thus described my invention, I claim as new and desire to secure by Letters Patent:
1. A device of the class described, comprising a frame adapted to be held projected, and provided with an arm having a frangible member serving for the attachment of a message, said arm having a swinging movement and means for limiting the swinging movement.
2. A device of the class described, com prising a frame adapted to be held pro jected, and provided with a movable arm having a releasable member serving for the attachment of a message, and meansfor limiting the swinging movement of the arm.
8. In a device of the class described, a handle, a frame secured to said handle, a cross bar movably carried by said frame, pairsof arms rigid with said cross bar, and

pairs of arms rigid with said cross bar, and releasable means connecting the respective arms of each pair, said releasable means serving for the attachment of a message, and means for limiting the movement of said arms.
5. In a device of the class described, a handle, a frame removably secured to said handle, a cross bar rotatably carried by said frame, a ratchet located on said frame and adapted to engage said cross bar to limit the rotation thereof, pairs of arms rigid with said cross bar, and means connecting the respective arms of each pair and serving for the attachment of a message.
(3. In a device of the class described, a frame adapted to be held projected and having a rotatable cross bar, arms at angles with said cross bar and with each other, said arms being adapted removably to carry messages, and a ratchet controlling said cross bar, whereby when one of said arms is displaced from the plane of said frame, a second one of said arms moves into the plane of said frame.
7. In a device of the class described, a frame adapted to be held projected and having a rotatable cross bar, arms at angles with said cross bar and with each other, said arms being adapted removably to carry messages, and means controlling said cross bar whereby when one of said arms is displaced from a predetermined position, another of said arms moves into said predetermined position.
