To all whom, it may concern:
Be it known that I, WILHELM RING, merchant, whose post-oflice address is 47 Dechbettnerstrasse, Regensburg, Bavaria, Germany, have invented certain new and useful Improvements in Paper-Cutters; and I do hereby declare the following to be a full, clear, and exact description of the invention, such as will enable others skilled in the art to which it appertains to make and use the same.
My invention relates to improvements in paper-cutters which are designed to operate upon a straight edge and which are more particularly adapted for cutting wall-paper, picture-mats, and like material wherein accuracy and speed of operation are important factors.
My invention consists of a paper-cutter comprising a knife-holding portion having a projecting portion for engagement witha straight edge, the said holder also having a shallow rib for engagement with the working margin of the straight edge, whereby the knife is held apart from the straight edge and exposed to view from all sides during the cutting operation.
Heretofore in paper-cutters adapted to be operated in connection with straight edges the cutting edge of the knife has been practically hidden from the operator during the cutting operation. This is a serious defect, especially in the manufacture of picture-mats, for the reason that it is difficult for the operator to ascertain whether or not his knife is operating on the marked portion of the mat.
Inasrnuch as it. is essential that picture-mats should be of the size prescribed and neatly cut, it is necessary that the knife should be exposed to View on all sides throughout the cutting operation in order that the markings may be closely followed and to enable the operator to see whether or not the knife is sharp enough to cut smoothly.
My invention has many other advantages, which will be more fully set forth in connection with vthe accompanying drawings and will be more particularly pointed out in the appended claim.

There is herein shown a paper-cutter comprising an upright knife-holder c, provided with an integrally-formed member @d for engagement with a straight edge. The knifeholding portion a is inclined slightly from the vertical and is provided with a knife-holding recess opening outwardly. Said recess is designed to accommodate knives having various forms of cutting edges, the body portions thereof being seated in the recess, while the cutting edge projects below the holder in a manner to operate on the material to be cut. Said recess is desirably inclined rearwardly and upwardly and extends throughout the height of the holding portion a. A-cuttingtool c is shown seated in said recess and projecting some distance beyond the upper margins of the holder, thereby forming a convenient handle for the operator. Said knife c is adjustably secured in the holder et by vmeans of a thumb-screwd, which is provided with a threaded shank engaging an aperture in the holder t and is also provided with an overhanging flange adapted to frictionally engage the knife c. It will be obvious that as the knife wears shorter or incase straight edges of various thickness are employed the knife may be adjusted so that the cutting edge will at all times be brought into operative proximity with the paper. In order to prevent injury to the straight edge and also to expose the cutting edge of the knife to view on all sides, I desirably provide the holder with a shallow rib Said rib forms ashoulder Which engages the working margin of a ruler or straight edge, the said rib being of suiicient depth to insure effective engagement with the straight edge without projecting downwardly a suiicient distance to engage the material or to inclose the cutting edge of the'knife.
The device of my invention is easily and cheaply made and has many practical advantages for the purposes for which it is designed.
What I claim, and desire to secure by Letters Patent, is-
A paper-cutter adapted to operate upon a straight edge comprising an inclined upwardly-projecting knife-holding portion and an integral horizontally-projecting portion for engagement with the straight edge, the knife holding portion having an inclined groove or recess adapted to receive a cuttingtool, a thumb-nut for said upwardly-projecting portion having a iange adapted to overlap and engage the cutting-tool and hold the same in adjusted positions within the recess,
