SPECIFICATION forming part of Letters Patent No. 493,433, dated March 14, 1893.

To a/ZZ whom t may concern:
Be it known that I, CHARLES H. KILMER, of Elmira, in the county of Chemung, in the State of New York, have invented new and useful Improvements in Bill-Files, of which the following, taken in connection with the aecompanying drawings, is a full, clear, and exact description.
My invention relates to racks or devices for filing bills, letters or memoranda of any kind desired.
My object is to produce an easy and convenient means for filing bills or memoranda temporarily which may be readily and easily removed; cheap in its construction and of great utility.
My invention consists in the several novel features of construction hereinafter described and which are specifically set forth in the claim hereunto annexed. It is constructed as follows, reference being had to the accompanying drawings, in which Figure 1, is an isometrical elevation of a rack complete, ready for use and showin g one of the arms holding a memorandum. Fig. 2, is an end view of my device showing one of the arms raised, in dotted lines. Figs. 3 and 4 show sections of the central shaft upon which the spring arms are mounted.
A, is the base of any form or material desired and upon it is mounted the shaft -1- supported by brackets -2- or in any other common and well known manner. Above this shaft -1- is a centrally slotted bar -2- extending parallel therewith and is supported above said shaft by the supports 3.
4, are spring arms mounted upon said shaft and having their free ends extending outwardly and downwardly to engage with the base -A-, being wound about said shaft and passing up into the groove -ain the bar -2-. I do not confine myself to this groove 0.- as it may simply have an opening of sufficient size to insert the upwardly extending end of the arm -4. It will, therefore, be seen that by winding the wire centrally about the shaft -land allowing its upper end to pass into the opening prepared for it in the bar -2- and its lower end to come in contact with the base -A, a tension will be produced or a spring arm will be constructed with suicient tension to hold papers between its free end and the upper face of the base.
What 'I claim as my invention, and desire to secure by Letters Patent, is-
In a bill file, the combination with the base and the shaft mounted thereon, of a bar mounted over said shaft and extending substantially parallel therewith and provided With openings in its lower face, and the spring arms constructed of wires Wound around the aforesaid shaft and having their upper ends engaging with said bar and their lower ends bent downwardly to engage with the base, as set forth.
