SPECIFICATION forming part of Letters Patent No. 358,548, dated March 1, 1887.
Application filed June 15, 1886. Serial No. 205,258. (No model.)

Be it known that I, IsAAc FITTs, a citizen ofthe United States, and residing at Nashua, Hillsborough county, New Hampshire, have invented certain new and useful Improvements in Shears, of which the following is a Specification.
In my Patent No. 338,396 I have described and claimed an improved rod-cutter, and my present invention is an improvement on said cutting device; and it consists in providing a pair of shears in connection with the rod-cutter, whereby both the cutter and shears are operated by the same means.
Referring to the accompanying drawings, Figure l is a side elevation of my improved device. Fig. 2 is the same, showing the parts in a di'lierent position; and Fig. 3 is a plan of Fig. l.
Vhile it is not necessary to particularly describe the construction and operation of the rod-cutter, it being fully set forth in my aforesaid patent, it may be stated to consist, essentially, of a base-plate, G, to which is secured a stationary plate, A, provided with holes a; to receive the rod to be cnt, and a pivoted plate or bar, B, which vibratcs with ils inner face in Contact with the adjoining face of plate A, and the edge of the vibrating or cutting plate is preferably provided with cutting-notches y. The cutting-plate is supported in a suitable standard, a2, by means of a bolt, c, passing through the standard and the plate A. The extended end of the cntter-bar B is operated by suitable mechanism, as by an eccentric or cam,j`, connected to a lever, L, pivoted on a bolt, e', supported in a standard, a', and the plate A.
I provide the stationary plate A with an extension, M, in the form of one blade of the shears, and having its cutting-edge on a line with the inner surface of the plate A, and the other blade of the shears, N, is connected to and forms a part of the vibrating bar B, the cutting-edge being on the lower side and in operative relation to the lower fixed blade. It
will thus be seen that the same bar that forms the rod-cutter also forms the vibrating blade of the shears, and it may be operated by the same means.
The shears thus constructed are very powerful and are easily operated, and the shears may be used in conjunction with the rod-cutter or separately, as desired, and the whole forms a device that is cheap, compact, and effective.

The combination, with a rod-cutter consisting of a stationary plate, a vibrating cutter-bar in contact with the stationary plate, and a pivoted eccentric-lever actuating the cutter-bar, of an extension of the stationary blade forming one portion of the shears, and an extension oi' the vibrating blade forming the other portion of the shears, substantially as described,

A combined rod-cutter and shears, consisting of aperforated stationary plate having a cutting-extension, a vibrating plate having cutting-notches on one side of the pivot and an extended portion on the other side of the pivot forming the vibrating portion of the shears, and an eccentric for operating both the cutter and the shears, substantially as described.
