To all whomz' may concern a Be it known that I, HORATIO H. C. KEL- sEY, of the city, county, and State of New p water, (viz:)` `the water that is in the pipe York, have invented a new and Improved Surface Valve for Hydrants; and I do hereby declare that the following is a full and eXact description.
The nature of my invention consists in making a circular surface valve for letting on, and off, the water from hydrants or any other apparatus, the surface valvebeing soconstructed as `to out the water 0H with much more ease than the ordinary faucet, or cock, thereby preventing in a great` measure the reaction of the head of water back on thelead pipes which invariably bursts them; also in providing said surface direction of the circular recess forming a passage E E which `carries off` the waste connected in thepart marked B which Ais the egress passage so as to prevent freezing. Now it will be readily seen that by the water enteringfrom the main through the passage A A and into the chamber II H there will be a pressure upon the back of the valve C C which will thereby be kept tight against the leather Vfacin' F F.

By turning the valve back one quarter of a revolution the aperture will be thrown back in the position shown by the dotted lines marked D in Fig. l, andthe circular recess` forming a passage `E E 4 brought opposite the main passage thereby conveying the waste water that intervenes between the egress and 4the valveback through a small hole in the'.
