The cement is applied to the tape by means of a'roll which is mounted ina container to rotate on"ahorizontal axis and todip into" a pool of the cementso' that 'afilm thereof is carried upby the peripheral surface of the roll as it revolves.
When the advancing movement of the tape stops, the film of cement which is being carried up from the pool on the periphery of the wheel at once begins to drain back into the pool. As a result, if the pause is of any considerable duration, there may not be suflicient cement remaining on the periphery of the wheel to apply a proper coating to the portion of the tape which first engages the roll after the advancing movement has been resumed. In order to avoid such areas of deficient coating. I provide a small auxiliary pool to be engaged by the tape after it has left the coating roll. As described in my said application, a scraping blade is mounted on the container in a position to be engaged by the tape shortly after it leaves the coating roll. The scraping blade is mounted with its upper edge horizontal so as to engage the coated face of the tape after it leaves the roll and to scrape excess coating therefrom. The blade is mounted in an inclined plane which slopes away from the roll in the direction of travel of the tape. The excess cement which is scraped from the face of the tape accumulates in the acute angle between the under face of the tape and the face of the blade which is toward the roll and also trickles down the face of the blade to drip back into the pool in the container. The device may comprise a suitable container 5 I0 adapted to hold a pool l2 which can be maintained at a substantially constant level by suitable supply means (not shown). Mounted within the container to rotate about a horizontal axis is a cylindrical roll I4, the lower portion of which 40 dips into the pool l2 so that the periphery of the roll carries up from the pool a film of liquid coating. The container It has a cover plate l6 which is removably mounted on the container and is provided with a central aperture 18 through which projects the upper portion of the roll 14. A tape 20 is led from a suitable source to the top of the roll M in such a manner that it bears against the top of the roll in passing and picks up a film of cement from the pcripheral surface of the roll. The roll is rotated by the tape. When the tape stops, the roll stops also. A suitable leaf spring 22 may be mounted on the cover member l6 and may be arranged to press upon the periphery of the roll at the top thereof. The tape passes under the spring element 22 and is pressed thereby against the periphery of the roll so as to insure a proper contact which results in the tape picking up a heavy coating of cement as it rotates the roll. The tape then travels from the roll I4 to a scraper blade 24 which is rigidly mounted on the cover member I6 of the container. The blade 24 is arrangedwith a horizontal top edge 26, as showngin Figure 2, a pair of guiding ars 28 being provided at the ends of the blade 24 to oppose any tendency on the part of the tape towork laterally off the scraper blade. The blade is mounted in an inclin d plane which slopes away from the roll I4, that is, in the direction of travel of the tape 20. Hence, the plane'of the blade makes an acute angle with the plane of the approaching tape. In this angle, excess cement accumulates to some extent and drains back into the pool I2. In order toaugment the auxiliary supply of cement which is available at the scraper for applying a more adequate coating of cement to those areas of the tape which receive an insufiicient amount of coating from the roll when travel of the tape is resumed following a pause in the operation of the device, I mount a horizontal rib 30 on the face of the scraper blade toward the roll [4. This rib makes atrough 32 with the upper portion of the blade to retain temporarily a supply of excess cement which is carried to the blade by the tape. The tape in approaching the blade 24 lightly touches the rib 30 but does not press against it sufiiciently to wipe off all of the excess cement thereon. The trough 32 is open at its ends so that excess 'cement' can freely escape therefrom if the space defined by the trough and the tape becomes completely filled. The trough, however, serves to .retain for a considerable period of time a supply of cement available to make good any deficiencies of cement on portions of the tape which may result from pauses in operation as hereinbefore explained.

In a cementing device which includes a container for liquid cement and a rotatable roll arranged to dip into a pool of cement in said 4 container, a scraper blade mounted on said con tainer in line with said roll with an upper edge engageable by a tape from said roll, and a rib on the face of the blade toward the roll adjacent and parallel to said upper edge of the blade said rib being located in a position to be lightly engaged by the tape approaching the edge of the blade.
2. In a tape cementing device which includes a container for liquid cement and a roll rotatable to dip into the cement in the container, a scraper blade mounted on said container in line with said roll and inclined away therefrom, said blade having an upper edge arranged to be engaged by the tape coming from the roll, and a rib on the face of the blade toward the roll adjacent and parallel to said upper edge of the blade said rib being located in a position to be lightly engaged by the tape approaching the edge of the blade.
3. In a device for applying liquid cement to a tape which includes a container for a pool of liquid, a roll rotatable on a horizontal axis with its lower portion dipping into the pool and means for guiding the tape to bear on the top of the roll, a scraper blade mounted on said container in an inclined plane sloping away from said roll and with its upper edge horizontal, and a horizontal rib on the face of said blade toward said roll in a position to be lightly engaged by the taperapproaching the edge of the blade and forming with said blade a small trough adjacent to said upper edge for the temporary, retention of excess cement brought to the blade by the tape.
