2 Claims.
This-invention relates to devices for punching holes into a sheet material and also to secure a reinforcing ring therearound', like in a loose leaf, drawing, map, etc, to be suspended or placed on pins, and has for its main" object 'to provide a device of this'type, which will bemore efficient, more practical, and more convenient in use, than devices heretofore proposed-forthis purpose. 7 Another object of this invention is to provide a device of the character mentioned, which can be changed to a plain punching device without the reinforcing feature, if desired. 7
Still another object of this invention is to provide a device of the mentioned character, "which will have a large amount of reinforcing material for adhesion stored therein, whereby it will be adapted for a long use without refilling. Still a further object of this invention is to "provide a novel method and means for moistening an object, like a disk of sheet material for adhesion, in a safe and exact manner. Still a further object of this invention is to provide a device of all the mentioned improvements and others as will be pointed out, which will be simple, compact, and adapted for easy manual operation, and will be portable.
Other objects of my invention will be apparent as the specification of the same proceeds, or will bepointed out therein, and, among others,

Referring now to the drawings, more in detail, by eharactersof reference, the numeral 30' in'- dicates my novel sheet material punching and reinforcing device, in-gen'eral, main'ly'being composed-of a housing, indicated by the numeral 3'l-,-a swingable rear top portion 32 with a stationary operating hande 33, and an operating cylinder 34 in the upper front part thereof underneath whichis provided a forwardly open space 35.
A forked pivoted operating handle 36 is secured- 'onthe housing, as will be more fully ex"- plained hereinafter, the forward ends'thereof actuating a punching plunger 31.
A forwardly removable moistening member,
generally indicated by the numeral 38, is arfra'nged' in the space 35, the top 39 thereof servingas 'a' support for an adhesive reinforcing 't'ape'dojwhile, underneath the same, the portion 4 of the housing carries a yieldable support '42 forthe'she'et 43 to' be operated on.
As has been mentioned, my invention mainly "aims to provide'a novel, simple, compact, hand -'operated device, whereby a hole may be punched into a sheet material, like a loose leaf, drawing,

Through the front end of the arm 35a passes a horizontal pin 49 adapted to move in slots 33b in the arm 36a, said pin 49 being upwardly and downwardly slidable in slots 50 in the two sides of the front cylinder 34, the plunger 31 being secured on said pin, as at 51.
The front part of the removable moistening and support device 38 is hollow, as indicatedat 52, and in the tape supporting portion 39 thereof a cylindrical hole 53 is provided, being'identical in diameter with the inner diameter of the cylinder 34, or with the outer diameter of the plunger 31. r
It will be seen that when the plunger is moved downwardly and arrives to the hole 53, its outer edge cooperating with the inner edge of said hole will act as a punch and will sever a disk of the diameter of said plunger from the tape 40.
Removable moistening and support member ,38 (Figs. 1 and 6 to 9) has a water reservoir space 54 in the rear upper part thereof, which iscontinued in two forward branches 55 and two semicircular forwardly. closed pipes 58 are pivoted in the space 52, as at 51. The forward ends of the channel 55 will have communication withthe interior of the semi-circular pipes 55, so that the water from the reservoir 54 and forward branches 55 may flow into said pipes, their pivots 51 sealed ina water tight manner.
In the embodiment shown, I provide a plurality of radially inwardly pointing bristles 58, in such a manner, that the liquid in the semi-circular tubes may seep from them along the bristles 58, and itwill be seen that after theplunger 31 punches the mentioned disk out of the material of the tape 40, and it will continue its downward movement, ,as will be explained presently, the disk will press on the bristles 58 and through said bristles it will turn the semi-circular pipes 56 downwardly on their pivots 51, as indicated in Fig. '1, said bristles sweeping along thelower surface of said disk, wetting the same, and finally being folded along the sides of the openin 52 permitting a further downward travelof the disk punched from the tape 40, the lower surface of which now has been moistened.
Upon still a furtherdownward travel of the plunger 31, the disk will arrive on the sheet 43 to be operated on, and through pressureof the plunger will be secured thereon, since the tape 40 will be made of such material, that upon moistening its lower surface, it will become adhesive. H p Z The support 42 ,for; the sheet 43 is upwardly and downwardly slidable, being arranged on pins 59 normally upwardly urged by the springsfifl. Plunger 31 will have a bottomwall '61 andan aperture 62 provided therein, while the lower supporting portion of the housing will havean upward cutting pin 63close1y, but slidably, fitting into the hole 62, so that when the plunger arrives on the sheet 43 to be operated on, and
continues its downward movement, the, upward pin 63 in cooperation with the hole 62 in the bottom of the plunger, will punch a hole of the size of said pin 63 in the sheet 43 operated on,
as well as in the reinforcing tape disk secured thereon, as will be understood.
v The normal position of the support 42 for the sheet 43, is indicated in Fig. 14, and its position 4 33, and swings the first one towards the second one, as indicated by the arrow 64 in Fig. 1, the handle 36 being pivoted as at 41 by its fork arms 36a at both sides of the housing, the forward ends of said arms 36awill move downwardly, arrow 65, and will cause the plunger 31 to execute the movements described hereinbefore.
As also has been mentioned, arms 36a are of the housing II, and a spiral spring 66 is secured at one end to shaft 41, and at the other end on the respective side wall 48, as indicated at 61 (Figs. 4, 12 and 13). When the handles 33 and 38 are closed upon one another, the plunger 31 will travel downwardly, as has been explained, andwhen said handles are released, the springs 56 will return the arms 36a into their upper inoperative positions. I The feeding of the tapeAO is executed by a friction roller 68, which preferably may be made of hard rubber, and which, under pressure, frictionally and stronglyengages the tape 40 at their meetin asindicated at 69. V
A ratchet device, generally indicated by the numeral 1! (Figs. 4, 5, l0 and 11) is provided to intermittently turn the friction roller 68 in the direction of arrow 11, and thereby cause a forward propelling of the tape 43. The ratchet device 16 is operated from one of the arms 36a in the embodiment shown being a left side arm of-the device when viewed from the front,'and it will be seen that a short transverse pin 12 is provided over the said arm 33a, upwardly and downwardly travelling in a slot 13 in the respective side wall 48. On the inner side of the pin 1 2, a link member 14 is pivotally secured thereon,
the lower end of the same being pivotally attached as indicated at 12a, to a ratchet operating number 15, rotatable on the shaft 19 of the friction roller 68.
A toothed ratchet wheel 11 is secured on the roller 68, and two dogs 18 are pivotally secured at the ends 1219 and 12a of the rotatable member '15. A coil spring 19 is also secured to the end 121) of said member, while the other end of said spring is secured on the respective side wall 48, as at 80.
The use and operation of my device will be practically understood from the drawings and description thereof. However, I offer the following remarks to further explain the same:
When it is desired to use my device, the sheet 43 in which a reinforced hole is to be produced,
will sever a disk from the tape 40 of the size of the bottom of the plunger, the plunger carrying said disk further downwardly, whereuponwit will engage the pivoted moistening members- 56, pressingthe under surface of the tape disk against their moistened bristles, but forcing said bristles out of the path of the plunger 31', as
will be understood.
On a furthertravel, the plunger will-press the moistened adhesive disk on the sheet 43 to be operated on, and on a still further travel of,th e plunger, the aperture 62 in its bottom in cooperation with the upward pin 63 in the bottom of the housing, will punch a hole both, in the sheet worked upon, and in the disk secured thereon.
When the handles 33 and 36 are released, the spiral springs 99 will return the pivoted handle 36 into its original position, thereby withdrawing the plunger 36 into its original separating position, and the device is ready for a new punch and reinforcing operation.
It will be seen that on the return movement of the forward arm 36a in the embodiment shown in the drawings, link 14 will operate the propelling friction roller on the tape 40, and move the same with a desired predetermined amount, while, upon the downward operative movement of the arm, coil spring 19 will cause the ratchet device to idly move, so as to be prepared for the next turning movement for the friction roller 68.
As has been mentioned hereinbefore, the member 38 provides the support 39 for the tape 40 as well as the disk cutting die opening 53, and the moistening device with its reservoir, all in one single unit and removable, for which purpose it may have rectangular slots 82 in its side, and a corresponding lug in the two sides of the opening in the housing for the same, said unit 38 being in this manner inwardly and outwardly slidable, and, in this manner, the reservoir can be refilled when necessary, as well as the moistening device inspected, repaired, or adjusted, or, if necessary, exchanged.
In the rear of the space 42a of the support 42 for the sheet to be operated on, I arrange an adjustable limit device, generally indicated by the numeral 83. The device will have a rear elongated frame like portion 84, slidable on the respective outer side of the housing 3| of my device, and adapted to be secured in any of its positions by the set screw 85. The forward end of the frame 84 carries a limit proper arm 86 arranged transversely in the rear of the space 42a and support 42 for the sheet to be worked on. Obviously sheet 43 can be pushed inwardly as far as the limit 86 will permit, and the position of said limit may be set as allowed by the length of the frame 84.
Markings may be employed on the outside of the housing in the path of the frame 84, showing the distance of the hole to be punched in the sheet from its inner edge, so that the limit can be set as desired.
I also may employ a knife device, generally indicated by the numeral 81 in front of the opening 35 for the tape 40, and as the used tape is advanced out of its opening, its down hanging waste portion may be cut off by the use of the knife 81, as will be obvious and as indicated at 88.
My device may also be easily adjusted so as to cut out the reinforcing feature thereof and use it as a plain punching device. In many cases only this is needed. For this purpose I may employ an inwardly and outwardly moveable limit pin 89 in the upper front part of the housing, When it is desired to cut out the reinforcing disk portion of my device, said pin will be pushed inwardly as indicated by the dotted lines in Fig. 4. In such a position, it will not permit a return of the plunger 31 beyond this position, and thereby will sto the operation of the ratchet device and friction roller 68, so that no tape 40 will be fed in the path of the plunger 31, and the same will only operate in the last phase-of its movement upon the sheet 43, punching a hole therein as defined by the pin 63 in the bottom of the housing and the aperture 62 in the bottom of the plunger. A slot may be provided in which an upward projection 9| of the pin 89 Will'ride, thereby providing a limit to the outward movement of the pin 89. The inward limit thereof will be provided by the head 92 of the same.
In Figs. 18 and 19 I show a modification of my moistening device proper. In Fig. 18 I show a plan view of one of the swinging semi-circular tubes, the construction and use of it bein identical to the semi-circular moistening tubes 56 described hereinbefore. In this embodiment, however, a piece of appropriate fabric 58a is placed over a semi-circular metal plate 93 instead of the formerly described bristles. The moisture from the semi-circular tube will seep through the fabric 58a, and the use and operation of the device, otherwise, is entirely identical to the one described hereinbefore.
Fig. 19 is a sectional view on the line l9-l9 of Fig. 18.
What I claim as new and want to protect by Letters Patent of the United States, is:
1. In a punching and reinforcing device for I sheet materials, a housing, a first handle secured at the rear of the housing and stationary therewith, a second handle projecting rearwardly from the housing and pivoted on the same, a hollow cylinder in the front part of the housing perpendicularly to said handles, a plunger in said hollow cylinder, means whereby said pivoted handle may move said plunger upwardly and downwardly, a roll of tape material in the rear of said housing, a first space in said housing rearward- 1y extending from the front thereof, a support for said tape in said space, a second space opening from the front of the housing rearwardly therein underneath said first space, a support in said second space for the sheet to be operated on, said support being adapted to be resiliently moved in a downward direction, an aperture in said first sup-port through which said plunger may slide and thereby cut a disk of said tape, an aperture in said second support, a stationary pin projecting from the housing through said second aperture, an aperture in the bottom of the plunger adapted to slidably engage said pin and thereby punch a hole both, in the tape disk, and in the sheet material, and yielding means in the aperture in the first support adapted to moisten the underside of the tape for an adhesive action.
2. In a device, as set forth in claim 1, said moistening means including a pivoted member adapted to engage the lower surface of the disk cut from the tape and slide therealong for better action, a spring device normally urging said moistening means into their upwardly original position, and means to conduct moistening liquid on to said pivoted member.
