As described in connection with the previous embodiment, the frictional pressure between the braking rollers 8 and 9 and the stationary flange l8 will be reduced so much as to maintain constant the initial tension on the fillet. Should the tension on the fillet tend to be reduced below the predetermined value, the device will operate in the opposite manner.
