This invention relates to paper dispensing devices, and is particularly directed to apparatus for dispensing paper severed from a roll of wrapping paper.
An object of this invention is to provide in apparatus of the character described, simple and efficient means for frictionally retaining the roll of paper against excessive rotation to prevent unwinding more paper than it is desired to sever.

Other objects of this invention will in part be obvious and in part hereinafter pointed out.
The invention accordingly consists in the features of construction, combinations of elements, and arrangement of parts which will be exemplifled in the construction hereinafter described, and of which the scope of application will be indicated in the following claims.

Referring now in detail to the drawing, and particularly to Figs. 1, 2 and 3 thereof, 10 designates a device embodying the invention, here shown in the form of a holder for a roll of wrapping paper, or the like sheet material.
The
device 10 comprises a base or bottom board 11 to the upper surface of which there are attached a pair of spaced, similar sockets 12. The sockets 12 may each be formed with a flange 13 contacting the upper surface of the base 11 and with an upstanding tubular portion 14, preferably of square cross-sectio-n. Received within each of the tubular portions 14 is an upstanding tubular member 16 likewise of square cross-section and fixed to said tubular portion 14 by welding or in any other suitable manner. The tubular mem-- bers 16 are thus parallel and aligned with one another, and the inner surface 17 of each is formed with an elongated vertical slot 18 in the upperv half portion thereof, for the purpose hereinafter appearing. Fixed to the upper end of each tubular member 16 is a plug 20 formed with a central opening 21, and preferably fixed to said tubular member in any suitable manner.
A flat horizontal strip or cross member 23 in: terconnects and overlies the upper ends of said tubular members 16, said member 23 being formed with openings 24 registering with the openings 21 in the plugs 20 and said member being attached to said plugs by screws, or in any other suitable manner. Extending through the openings 21 and 24 of each tubular member 16 is a rod 25, the upper end of which is formed with screw threads. Knobs 26 of any suitable ornamental shape and formed with threaded openings 27 are screwed to the upper threaded ends of said rods 25. The lower end 2'7 of each of said rods is also formed with screw threads receiving a square-shaped nut 28. Slidably mounted within each tubular member 16 is a tubular member 30 preferably also of substantially square shape. Each member 30 is formed with an upper end wall 31 and may be open at the bottom end thereof. Interposed between said end walls ,31 and the nuts 28 are coil compression springs 32. It will be noted that the nuts 28 can not turn within the inner tubular members 30. The springs 32 press down on the nuts and hence pull the rods 25 downwardly, whereby each knob 26 presses against the cross. strip or member 23. Rotation of each knob.2 6 will cause the nut 28 to move up or down depending upon the direction of rotation of said knob. In this manner the compression of the spring 28 may be adjusted.
Each member 30 is provided with a portion 35 projecting through the slot 18, and fixed to each member 35 is a socket 36 of substantially semicylindrical shape. The roll of paper 40-may be mounted on a suitable shaft 41, the ends whereof may be received in the sockets 36 for rotatably mounting the roll on the tubular members 16. Fixed to each of the inner walls 17 is a pin or screw 43 disposed below the slot 18. Each socket 36 is provided with a vertical face spaced somewhat from the wall 17 to form a slot 44 therewith. A screw 38 screwed to the socket and to said wall 17 traverses said slot 44, and pivoted on said screw and disposed within said slot 44 is a hook member 48 projecting from said slot and being formed with a notch 49 adapted to engage the screw 43. Thus the hook members 48 may be engaged by the fingers whereby the tubular members may be depressed. Said hooks may then be swung to such position as to engage the screws 43 for retaining the sockets J36 in'lowered position as shown in Figs. 1 and 2 of the drawing.
' 23 is a member51 having arms 52 projecting forwardly from the cross bar 23, and provided with a cutting member 54 interconnecting the outer ends of said arms 52. Attached to the outer end of the cutting member 54 is a member 56 having arms 57 at the ends thereof fixed to the ends of said cutting member. The member 56 is disposed parallel to the cutting member and extends inwardly thereof; that is, between the member 54 and the cross member 23. The end portion of the strip of paper from the roll as shown in Fig. 2 of the drawing, is thus received over the member 56 and beneath the cutting member 54. The end portion 55 of the roll of paper may thus be .grasped, pulled forwardly for unwinding the paper from the roll, and the paper may then be pressed upwardly for cutting a length thereof on the member 54.
After a piece of the paper from the roll is sev- ..ered, the outer end portion will be retained by the member 56 out of contact with the roll 40 and out of contact with the cutting member 54. A
free edge of the paper will thus be presented so that the same may be readily grasped between the fingers for pulling an additional length ofpaper to'be severed.
It will be noted that as the paper is pulled the friction between the roll and the cross strip 23 will retard unwinding of said roll so that only the desired lengths of paper maybe out. For replacing the roll 40, the hook members 48 are pressed downwardly and engaged with the screws 43. The roll 40 may then be readily lifted from the sockets 36 and another roll replaced.
In Figs. 4 and 5 of the drawing there is illustrated a modified form of the invention and adapted to be attached to the underside of a counter. The device 10a shown in Figs. 4 and 5 comprises a top board 60 adapted to be fixed .to the underside of a counter by screws, or any other suitable construction. Attached to the undersurface of the board 60 are a pair of parallel, elongated plates 62. Attached to the rear end of each plate 62 are a pair of parallel, symmetrically disposed angle-shaped members 63 forming a slot 64 therebetween. Interconnecting the vertical wall portions of each of the pairs of members 63 is a pin or bolt 65. Pivoted on the bolts 65 and having the ends thereof received within the slots 64 are parallel members 67 made of angle-shaped iron or any other suitable construction. Fixed to the forward ends 68 of the members 67 and on the inner sides of said members are substantially semi-circular sockets 69, the rear edges of which, however, extend beyond the front edges, as at 70, for the purpose hereinafter appearing.
Attached to each of said members 67 and extending downwardly therefrom, is an arm 72. A coil tensionspring 73 interconnects the lower end 73 of each arm 72 andone-of the plates 62 for normally retaining the members 67 in contact with the plates 62. Pivo-ted to each member 67, however, and disposed between the arm 72 and the pivoting bolt 65 of said member, is a stop '75. having a handle portion 76 and the upper end 77 whereof is adapted to contact the undersurface of one of the plates 62. Thus upon swinging the members 67' downwardly the stop member may be moved to substantially vertical position for contacting the plates 62 and retaining said member 67 in the position shown in Fig. 4 of the drawing. In this position the roll of paper 78 may be readily mounted on the socket 69 since said sockets are disposed below the board 60 by a distance greater than the radius of the roll. In other words, the roll 73 may be mounted on the,
sockets without contacting the underside of said board 60. After the roll 73 is mounted. thehan dles 76 may be grasped and the members 75 moved into alignment with the members 67, thus permitting the spring '73 to swing the members.

Fixed to the forward edge 60a of the board :60 is a plate :88 parallel to the plate 80 and having a cutting edge 89. Thus the end edge 78a of the paper may be grasped and pulled forwardly and then pulled upwardly for cutting alength thereof on the cutting edge 89. A piece of the paper 7811. will then remain in proper position so that the same may be grasped each time to cut a piece of paper.

Having thus described my invention, I claim as new and desire to secureby LettersPatent:-

2. In combination, a support, a pair of members movably mounted on said support and having socket portions, a shaft having the ends thereof rotatably received within said socket portions, a roll of sheet material on said shaft, resilient means for moving said members, a member fixed to said support adapted to engage the outer surface of said roll for frictionally retarding unwinding thereof, said resilient means being adapted to move said movable members for pressing said roll against said last-mentioned member, and means coacting with said movable members for retaining the same in position with the roll out of engagement with respect to said last mentioned member.
3. A base, a pair of parallel tubular members attached to said base, a member slidably mounted within each of said tubular members, a socket attached to each of said slidably mounted members, a spring within each tubular member adapted to move one of said slidably mounted members, a shaft having the ends thereof rotatably received within said sockets, a roll of sheet material on said shaft, a member interconnecting the upper ends of said tubular members, said springs being adapted to move said slidably mounted members for pressing the outer surface of said roll against said interconnecting member, a hook pivoted to each of said slidably mounted members and stops on said tubular members adapted to be engaged by said hooks for retaining said roll in position out of contact with said interconnecting member.

In combination, a support, a pair of spaced members, resilient means for moving said members relative to said support, a shaft having the ends thereof engaging said members, a roll of sheet material on said shaft, said roll being adapted to be pressed against a portion of said support by said resilient means, and means for retaining said movable members in such position that the roll will be out of engagement with said portion of said support.
5. In combination, a support, a pair of spaced members, resilient means for moving said mem- 7 member pivoted to at least one of said spaced members and adapted to engage said support.

In combination, a support, a pair of spaced members resiliently mounted on said support, a shaft having the ends thereof rotatably received on said members, a roll of sheet material on said shaft, means for frictionally engaging said roll to retard unwinding thereof, and a pair of pivoted members on said spaced members adapted to engage said support to retain said roll out of engagement with said retarding means.

In combination, a base, a pair of parallel members attached thereto and extending upwardly therefrom, a member slidably mounted on each of said parallel members, a socket on each of said slidably mounted members, a shaft having the ends thereof rotatably received within said sockets, a roll of sheet material on said shaft, a member interconnecting the upper ends of said parallel members, resilient means for moving said slidably mounted members to press said roll against said interconnecting member, means on said interconnecting member having a cutting edge for severing pieces of material from said roll and being out of contact with said roll when said roll is pressed against said interconnecting member, and means for retaining said roll out of contact with said interconnecting member.

In combination, a base, a pair of parallel members attached thereto and extending upwardly therefrom, a member slidably mounted on each of said parallel members, a socket on each of said slidably mounted members, a shafthaving the ends thereof rotatably received within said sockets, a roll of sheet material on said shaft, a member interconnecting the upper ends of said parallel members, resilient means for moving said slidably mounted members to press said roll against said interconnecting member, means on said interconnecting member having a cutting edge for severing pieces of material from said roll and being out of contact with said roll when said roll is pressed against said interconnecting member, means out of contact with respect to said roll for holding the severed edge of said sheet material away from said roll and away from said cutting edge, and means for retaining said roll out of contact with said interconnecting member.

In combination, a base, a pair of parallel members attached thereto and extending upward- 1y therefrom, a member slidably mounted on each of said parallel members, a socket on each of said slidably mounted members, a shaft having the ends thereof rotatably received within said sockets, a roll of sheet material on. said shaft, a member interconnecting the upper ends of said parallel members, resilient means for moving said slidably mounted members to press said roll against said interconnecting member, means on said interconnecting member having a cutting edge for severing pieces of material from said roll and being out of contact with said roll when said roll is pressed against said interconnecting member, means out of contact with respect to said roll for holding the severed edge of said sheet material away from said roll and away from said cutting edge, and means for retaining said roll out of contact with said interconnecting member, said means comprising members pivoted with respect to said sockets and adapted to engage said parallel members.

In combination, a support, a pair of members movably mounted on said support and having socket portions, a shaft having the ends thereof rotatably received within said socket portions, a roll of sheet material on said shaft, resilient means for moving said members, and a memsaidurofl; .me ans for' ma-int twining ivthesseveredzedg of the paper-Joni; of contactwith .-I respect to said:
