(C1. 129-12) This invention relates toloose leaf binders and especially to large binders such as are used in municipal and government ofces of different kinds and in which valuable data, such as assessv5 ment rolls etc. are kept. In the use of such binders it is desirable that the sheets or leaves as inserted therein shall be very rmly held against being tornfrom place. It is also desirable once the binder is filled or the data for the year or 10i other scal term has been placed therein,`that the cover of the binder shall be sealed against removal so as to prevent the possible loss or substitution of any ofthe sheets."

A further object of the invention vis to produce a simple andv inexpensive ,device and yet one 215i which will be exceedingly 'effective for the purpose for which it is designed.

These objects accomplish by means of such structure and relative arrangement of parts as will fully appear by a perusal of the following 130'; specification and claims.

In the drawing similar characters of reference indicate corresponding parts in the several views: Fig. l is a perspective View of a binder as partly lled and before the cover is finally sealed. Referring now more particularly to the characters of reference on the drawing and particularly at present to Figs. 1 to 5, the numerals l and 55 2 denote the bottom and top back bars of the covers 3 and 4 respectively, which covers are `flexibly or hingedly connected to the bars as usual. The bars are preferably hollow forthe sake oflightness and rigidly secured in any suitable manner in the lower bar 1 and `projecting upwardly there-l 6.0i from at spaced intervals along the length'ofthe same are threaded posts 5.

The leaves or sheets 6 to be disposed between the covers are of course punchedrto correspond to thel size 'andspacing of the posts so as to slip 65,55 over the same. The posts are of an initial height sufficient to take care of any maximumnumber of vleaves which might be placedlin the binder.,-l

The nuts are provided with opposed slots 9 whereby they may be turned with the aid of a suitable Spanner provided for the purpose. Since the nuts are normally removable the cover may be taken off the posts whenever it is neces sary to add another sheet, and each time the cover is replaced it is clamped securely against the sheets to hold the same rmlyin place and prevent their being torn out from about the posts.

When the binder is to be finally sealed up, so that no more sheets can be added or removed, the cover is temporarily taken off and the posts sawed oi to a levelv such that when the cover is subsequently replaced and tightened down by the nuts, the tops of the posts will be below the top level of the cover bar as shown in Fig. 4. The topmost threads of the posts are then deflected or deformed outwardly by a punch or the like so that some of the metal of the threads will enter the slots 9 as shown at 10 in Fig. 4, thus preventing the nutsfrom being unscrewed.

In order to provide a positive seal against the removal of the cover and of a nature such that any attempt at tampering will be immediately de- 1g@ (which is a special one for the purpose) is under.- cut below the top as shown at 12 so that the lead will have a dove-tail t. While this specification sets forth in detail the present and preferred construction of the device, stillin practice such deviations from such detail may jbe resorted to as do not forma departure from the spirit of the invention, as defined by the appended claims. v
