This invention relates'to wire cutting and twisting machines or devices. a
An object of this invention is to provide a manually operable wire cutter and twisting means which is so constructed as to clampthe strands of wire within the; device at the same time the strands are cut so as to permit the twisting of the device and strands of wire together. a 7
Another object of this invention is to provide a device ofthis kind which is so con-' structed that it can be usedsubstantiallyas acrank or turning means to rotate the device about the wire strands while holding the ends of the strands together and thereby twisting the strands one about the-others .The above and various other objectsand advantages of this invention will in partbe described and-in part be understood from the following detailed description" of the present preferred embodiment, the same being illustrated in the accompanying drawing' wherein 1 Figure 1 is a longitudinal section partly in detail of a device constructed according" to the preferred embodiment of inven'-' tion. Referring to the numerals of reference" designate corresponding parts and this block 11 has'a pair of arms 12 integral therewith extending outwardly of one end of the handle and extending at substantially a right angle to the longitudinal axis of the handle 1 0 and laterally thereof. A curvedtubular member 14 hav 7 ing a bushing or sleeve 15 secured thereto is rotatably mounted within-thehandle 10 and is held against longitudinal movement in at least one direction by means of a cap 16, which is threaded onto the opposite end of the handle 10. 1 r.

The jaw 18 has a cutter 20 on one side of the opening. 19, and a movable or rockingjaw 21 is mounted on a pivot 22earried by'the fixed jaw or head 18 and is swingable across the opening 19, and is adapted to coact with the fixed cutter 20 in shearing or cutting the strands of wire positioned in the jaw opening 19.
A 'movable jaw operating means, generally designated as 23, is connected at one end as by a connector 24 to the movable jaw 21, and this jaw operating means 23 includes a plurality of spherical members 25 in the form of balls, which are mounted within the tubular member 14.
A plunger 26 is slidably mounted at one end inthe inner end of the tubular member 14 and-abuts against. the innermost of the spherical members 25. The opposite end of the plunger extends through the bearing block 11, and is provided with a head 27 abutting against the curved portion 28 of a pivotedlever29 carried by the arms 12.
An expanding spring 80 engages at one end against a seat 31 formed in the bearing block 11', and the opposite end of the spring engages against the head 27 so as to constantly maintain this head 27 in-contact with thecurved portion. 28 of the lever 29. A lug 32 is carried by the lever 29 at the pivoted end thereof,and is adapted. to engage against a stop pin 33, which'limits the rocking of the lever 29 in open or inoperative position;
The movable jaw. 21 confronts a clamping jaw '34mounted on-a pivot 35. The clamping jaw 34 has the inner or free end thereof disposed inv contacting relation with a cutout portion 36 in the lower or movable clamping jaw 21. A spring 37 engages at one end against the clamping jaw 34 and at the opposite end against a flange 38 formed withthe fixed jaw member 18. A threaded stop 39 extends through the spring 37 and thereof disposed adjacent the jaw member 34 and limitsthe rocking movement of this jaw member 34 under the pressure applied by the movable jaw 21.
A spring 40 is secured at one end to the free end of the movable jaw 21 and at the oppositeend, as at 41, to the tubular body member 14:. This spring 40 acts to constantly urge the'movable jaw 21 into Open position and to maintain the member 24 into contact with the balls 25 so that these balls 25 "will be held into contacting relation w1th each other at all times. j
In the use and operation'of this device, the wire strands are passed through the jaw opening 19 with the movable jaw 21 in released position. The lever 29, is then rocked toward thehandle 10, which action forces the plunger26 inwardlysof the handleand movesthe .jaw 21 into'shearing positionrel-v ative to the; cutter 20 so that the strands of wire positioned within the opening 19 will be cutby the movable cutting jaw 21, which operates as a shears to cut oil the strands of wire.* At thesame time the movable jaw,
21 .coacts with the fixed jaw 20 to shear the wire, the severed strand'slof wirewill be clamped between thejaws21 and 34. These strands will be held in parallel relation'ito each otherand with the 'wire strand'shs a pivot, the handle 10 including the lever 129} V is swung lnacircular movement about the Wirestrands, thereby twisting'these strands together and tightening the wir uponia;

What is claimed is only by the scope of "1. A wire cutting and twisting means comprising in combinatlon, a pair of -cut ting members, a substantially L -shaped handle secured to the members, said handle having one portion thereof'movable relative to the other, and clamping means for clamping a wire in a manner to permit twisting of a plurality of strands of wire one about another upon turning of the handle in a circularmotion about the clamping means.

a longitudinally movable operating member extending through the handle and engaging the other of the cutting members, a lever carried by the handle and engaging the operating member to move said operating member into operating position, yieldable means engaging the operating member to constantly urge said operating member into inoperative position, and means carried by the handle andone of the cutting members to securely clamp an article therebetween ting members, a handle carried by one of the members and positioned in oflset relation thereto, clamping means carried by the cutting members to hold an article therebetween which has been out off by the cutting members, and clamp operating means carried by the offset portion of the handle.
8. A wire cutting and twisting means comprising in combination, a pair of cutting members, a clamping means carried by the cutting members, a swivelled handle structure carried by one of the members with a portion thereof offset from the clamping means, and operating means for said cutting members and said clamping means carried by the offset portion of the handle.
