latter being threaded to receive the same.
Saidy butt portion 20 is preferably provided at its forward end with a conical or forwardly and inwardly inclined shoulder 21 leading tothe surface of the mandrel 19. The mandrel 19 is preferably of substantially oval cross-sectional shape, as shown in Fig. 5, and is also longitudinally tapered toward its forward free end. The mandrel 19 is provided with an axial passage or bor-e 22, which is aligned with the bore of said tubular housing 7. The top and bottom sides of said mandrel 19 are provided with slotted ways 23, leading from a point forwardly spaced from the butt portion 20 to the free end ofthe mandrel. Connected with the top and bottom sides of the mandrel, intermediate the slotted ways 23 and the butt portion 20', are laterally spaced apart, longitudinally disposed, outwardly and upwardly chamfered ribs 24. Rotatably mounted in the ends of bearing brackets 25, so as to be respectively disposed one above and one below the mandrel 19 where said ribs 24- are located, are brush wheels 26, each having grooved pulley 27 connected with their hubs. Said bearing brackets 25 extend lfrom a swivel post 28, which is also provided with a yoke. bearing 29 in which are mounted driv en pulleys 30.v Said post is mounted to turn in a supporting bracket 31 fixed to the side of the bed-frame 1. A belt and pulley drive 32, actuated by the drive-shaft 4 engages and drives the driven pulleys 30, which in 'turn drive belts 33 which respectively run over the. pulleys 27 of the brush wheels 26 to drive the same (seemore especially Fig.

The swivel post 28 may be turnedfby the lever-bar 34 to dispose the brush wheels 26 in operative relation to the mandrelv 19, being locked in such position by a lock-pin 35'engaged through the lever-bar 34 and a perforate anchor lug 36 which is fixed to the side ofthe bed-frame 1. W'hen it is desired to remove an empty sti-'and supply spool 12, to replace the same with a full spool, the swivel post 28 may be released and turned to swing the brush-wheels 26 away from the mandrel, so as to permit the spools 12 to be taken off and on over the mandrel. ln order to displace the take-off arm 17 of the flier ring 16, so as to permit the spools 12 to pass over the same as they are taken on or off the spool-hub 9, said takeoff arm is pivotally connected with the flier ring so as to fold down over the mandrel'.
During operation of the machine, the rotation of the spool-hub 9 in turn rotates the supply spool 12, and through the frictional driving connection afforded by the spring arm 16, the flier ring 16, with its takeoft and winder arms, is also rotated in a sel-fcompensating manner as the gimped strand G pays off of the spool 12 and passes through said take-ofi' and Winder arms to the mandrel. The revolution of the Winder arm 18 carries the gimped strand G around the mandrel 19 close to the butt portion 20, the inclined shoulder 21'of the latter serving tol guide the gimped strand G to, around and upon the mandrel, to thus loop the material upon itself by forming running convolutions thereof around the mandrel.
Means is provided for feeding the convoluvu tions of gimped strand formed on the man-- drel forwardly along the same. This means comprises the following mechanism Formed in opposite sides of the housing 7 and continu-ed through the butt portion` 20 and along opposite sides of the mandrel 19 are longitudinal guideways '37 in which. are slidably mounted, for reciprocatory longitudinal movement, slide-bars 38. Pivotally connected with the forward free ends of said slide-bars 38 are slotted carrier-bars 39, which ride in those portions of said guideways 37 which lie along the sides of the mandrel. Laterally movable in the slots of 'said' carrier-bars 39 are gripper jaws 40 provided, along their outer longitudinal mar gins, with forwardly projected serrations or teeth 41. Said gripper jaws are coupled with the carrier-bars 39 by pins 42 which extend through oblique camfslots 43 with which the gripper jaws are provided. When the side-bars 38 and carrier-bars 39 start for-v ward, during their reciprocatory operation, the cam-slots 43 riding off the pins 42 produce an initial laterally outward bodily movement of said gripper jaws 40, whereby the teeth 41 thereof are projected outwardly between the convolutions of gimped strand Gr formed on the mandrel 19, so as to positively engage the latter, whereupon continued forward movement of theA gripper jaws will operate to propel or shifty the formed convolutions forwardly along the tapered mandrel; When the slide-bars 38 and carrier-bars 39 start rearward, during their reciprocatory operation, the cam-slots 43 riding .in opposite direction upon the pins 42 produce an initial laterally inward bodily movement of said vgripper jaws 40, whereby the teeth 41 thereof are retracted inwardly so as to be disengaged from the convolutions of gimped strand G, whereupon rearward movement of the gripper-bars takes place without tendency to retract the forwardly@ shifted convolutions of said strand.' Suitable means are providedV for producing de sired reciprocatory movement of said slidebars 38, .carrier-bars 39 and gripper jaws 40, the same comprising, in one possible form, a transverse counter shaft 44 journaled in the bed-frame 1. Fixed on said countershaft 44 is a worm Igear wheel 45, with which meshes a drivel worm 46 actuated by said drive-shaft 4.- FiXed to and extending between said pedestals 6 are longitudinal track-bars 47, on which are slidably arranged slide-blocks 48 to which the rearward ends of said slide-bars 38 are suitably secured.
Journaled lin and across the bed-frame 1 is a rock-shaft 49, to which is fixedv an upwardly projecting lever arm 50- having at its free end a yoke-portion-51 to'straddle the housing 7 and track-bars 47, thefree bifurcatedends of said yoke-portion 51 being respectively pivotally engaged with outwardly projecting studs 52 with which'the slide-blocks 48 are provided. Also fixed on said rock-shaft 49 is a downwardly projecting lever arm V53. Pivoted on av fulcrum bracket 54 depending from said bed-frame 1 is an actuating lever 55 hav-ing at its upper free end anosing 56 engageable by a star cam 57, which is fixed on and rotated by said counter-shaft 44. Said actuating lever is operatively interconnected with saidlever arm 53 by a link 58. Rotation of said star cam 57 operates, through the described levell system, to swing forwardly'the lever arm 50, whereby forward movement of said slideblocks 48 land the'slide-bars 38, carrier-bars 39 and gripper jaws 40 is caused to produce y gimpV strand shifting strokes of thelatter.

One end of said shaft 79 is provided with a crank handle 80. By turning said handle 80, the rack and pinion can be actuated to slide said base 7 5, and the mechanism carried thereby, up to and in operative relation to the free end of the mandrel 19, or so as to withdraw the mechanism from the free end of the mandrel 19- to provide clearance for putting on and off gimp strand supply spools 12 over the mandrel, to mount or dismount the same relative to the spool-hub 9. Extending upwardly from said base 75 are transversely spaced upstanding bearing plates 81, between which is suitably mounted a bracket member 82. Fixed on the end of said bracket-member 82 which is opposed to the mandrel 19, and in axial alignment with the latter, is a backing member 88 having an indented V-shaped receiving portion 84Lin the apex of which isa seat 85. A tiewire guiding` bore 86 extends through said backing member 83 to said seat 85; and connectedl with said backing member 88` in alignment with said bore 86 is a stationary cutter element 87 of tempered steel, and bored to pass tie-wire material therei through. Pivotedto said bracket member 82 for vertical swing, is a movable cutter arm 88, having at vits free end a cutter element l89 to cooperate with the cutter element 87,
said arm 88` and element 89 being bored to passtie-wire material therethrough. Said movable cutter arm 88l and its cutter element 89- is normally but yieldably upheld against an adjustable stop 90, whereby the bores thereof are normally aligned with the bores of said stationary cutter element 87 and backingk member 83; this being accomplished by a pull-spring 91 which is anchored to a bridge strap 92 extending between the bearing plates 81. A pair ofintergeared feed-rolls 9S are arranged behind the cutter mechanism to feed tie-wire T from a suitable source of supply, such e. g. as the supply reel 94 mounted on the Vsupporting bracket 95 at the adjacent end of the bed-frame 1. Said tie wire T runs from said reel to the feed rolls over a guide roller y96 carried on a supporting post 97, and the tie-wire extends through the cutting, mechanism to the seat 85 of the backingv member 88. The `means for driving said feed-rolls 93 with timed intermittent movement, comprises a transverse shaft 98, journaled in and extending transversely of said bearing plate 81. Actuated by the drive-shaft 4 is a worm 99 which meshes with and drives a worm gear 100 fixed on an end of said shaft 98. Fixed on the opposite end of said shaft 98 is the driving member 101 of a geneva or intermittent gearing, the driven member 102 of which is fixed on a shaft of one of the feed rolls 98. The shafts of said feed rolls are driven, one from the other, by intermeshing gearing 108 connected therewith.
The means for producing properly timed tie-Wire severing movement of said movable cutter arm 88, comprises apivoted lever 104, coupled to the free end of said cutter arm 88 by a link 105. Said lever 104 is provided with a lateral stud or projection 106 which engages and rides on the periphery of a cntter control cam 107; the latter being fixed on and rotated by said transverse shaft 98. A strong pull-string 108 interconnected between the free end of said lever 104 and the base 75 exerts a yieldable downward bearing of said lever stud or projection 106 upon the periphery of the cam 107.
In the operation of the machine, at properly timed intervals, as controlled by its actuating cam-wheel 62, the plunger 61 is thrust forwardly, whereby the push-fingers 73 are thrust through the top and bottom portions of the convolutions of gimped strand G forwardly shifted on the mandrel 19at points intermediate the looped ends formed thereby, and behind a quantity thereof suliicient to provide the individual device to be formed therefrom, whereupon v forward movement of the plunger 61 and push-fingers 7 3 slides forwardly and off the end of the mandrelA 19 the thus segregated quantity of such gimped strand convolutions. As these selected convolutions are slid off the mandrel 19, the central portions thereof are engaged by the V-shaped receiving portions 84 of the bunching and securing means, so as to be guided to and consolidated .together in and upon the seat 85, being held therein by the nose-block 72 of the plungerV 61, thus forming a central core or heart from which the looped ends of the gimped strand may extend. Preferably, prior to the time the gimped strand materialis finally engaged and compacted between the seat 85 and'noseblock 72, the tie-wire feeding means is timed to operate, whereby the tie-wire T is. thrust through the cutting-mechanism, so that `its leading end will pierce transversely through the core forming portions of said gimped strand G, when bunching together thereof is completed. lVhen the tie-wire T is so positioned, the cutting mechanism is actuated by the withdrawal of the drop-step 107 of the cam 107 from the stud or projection 106, whereupon the spring 108 sharply and forcefully swings down the lever 104, to in turn swing down the cutter arm 88 so that its cutter element 89 moves shearingly relative to the cutter element 87V thus severing the tie-wire, while at the same time causing the shoulder of cutter element 89 to back the ice severed end of the cut-off length of said tiei wire to hold the same against back thrusting pressure. While the severedlength of tie-wire is thus held, the plunger 61 completes its delivery thrust, whereby not only is the gimped strand compactly consolidated between the seat 85 and nose-block 72, buty the latteris caused to strike the projecting end of` they tie-wire emerging through the bunched portions of said gimped strand so as to laterally turn over the same to hold it against withdrawing from its penetrating relation to said bunched portions of said from opposite sides of the bunched vcore or' heart, are, respectively-engaged over a rotating mechanism, adapted to rotate the mass of` convolutions, to tightly wind the tie-wire around the bunched core or heart in strong core retaining relation thereto. Prior to this operation,however, the operator severs, preferably by hand snips or shears, the gimped strand Vwhich pulls out and extends between the delivered quantity of convolutions thereof and the convolutions remaining on the mandrel, tucking the loose end back into the latter so as to hold the same against unwinding.
The rotating mechanism for winding on the tie-wire comprises the following mechanismzt Y' J ournaled in the respective bearing plates 81, to extend respectively. toward opposite sides of said backing member 83, are spindles 10,9, on the inner ends of which are horns 110,*v the free ends of which normally align themselves with the discharge end of the .mandreh preferably, entering indented slots 110. As the convolutions of gimped strand are discharged from the mandrel, in the manner already explained, the free looped ends thereof engage over said horns 110, the latter having outwardly off-set portions back of their free ends upon which the vextremities of said looped ends ride, so as to draw out the latter into comparatively narrow loop portions.

The means for producingthe properly timed turning movement of the horns, comprises a transverse shaft 111 journaled in andbetween said bearingplates 81 below said backing member 83. Fixed on said shaft 111 is a pinion 112 which meshes with a longitudinally reciprocable driving rack 11u suitably supported and guided, asby the roller 114 on which its forward end rides, and by a roller 115 carried by its rearward end to ride on a trackway 116. Timed actuating thrust of said driving rack4 is effected by a cam 117 mounted on and turned'by said shaft 98.v Fixed on the shaft 111 is a drum,118, to which is attached a pull cable 119 carrying a gravitatable weight 120 at its yfree end. Also fixed on said shaft 111 are gear wheels 121 which respectively mesh with and drive pinions 122 on said spindles 109. Outward thrust of said rack 118 under t the push of said cam 117 against the roller 115 rotat'es,through the described transmission means, saidl horns 110, while at the same tiniewinding up the pull cable 119V on the drum118. As the drop of said cam 117- passesthe roller 115, the rack is freed for return movement through the reverse rotation of the shaft 111 by the gravitation of the weight 120 which pulls the wound cable 119 ofi' the drum with reverse rotating effect thereupon and upon said shaft 111. The reverse rotation of said shaft 111, also reverselyrotates the spindlesand horns to return the same to initialnormal positions.
The' cam 117 mayl be so shaped to cause the 1 paratoryto delivery of the next succeeding" quantity of gimped strand convolutions to be operated upon. As the plunger is retracted the inclined push-fingers 73 yield inwardly when engaging the convolutions on the mandrel 19, so as to pass Vunder the same in returning to initial position.
From the above description, fit will be apparent that the machine of the present invention is adapted to automatically fabricate the described articles from a running strand of material. While I have shown the Vmachine as adapted to operate upon metal gimped strand material, it will be obvious that the same isasl well adapted to i operate upon' any other flexible cord-like strand, whether metal gimped or not.
As many changes could be made in the above described constructionl and many apparently Vwidely dierent embodiments of this invention could be made without departing from the scope thereof as claimed; it is intended, therefore, that all matter contained in the above description or shown in the accompanying drawings shall be interpreted as illustrative and not in a limiting sense.k
l. An automatic machine of the kind described, comprising a mandrel, power actuated means to wind flexible material in convolutions about said mandrel to form looped ends, timed means to discharge a segregated quantity of the wound convolutions from the mandrel, means to receive the discharged convolutions adapted to bunch together the portions thereof intermediate their oppositely extending loop ends, and power actuated means to apply a tie-wire about said bunched portions.
2. A machine of the kind described, comprising a mandrel, means to wind flexible material in convolutions about said mandrel to form looped ends, means to discharge a segregated quantity of the wound convolutions from the mandrel, means to receive the discharged convolutions adapted to bunch. together the portions thereof intermediate their oppositely extending loop ends, 'means cooperative .with said receiving means to supply a tie-wire having its inner end penetrated through said hunched portions, and rotative means to engage the loop ends of the discharged convolutions for rotating the mass thereof so as to wind the outer end of said tie-Wire about said hunched portions.
3. A machine of the kind described, comprising a mandrel, means to wind a metal gimped strand in convolutions about said mandrel to form looped ends, means cooperative with said mandrel for stretching the metal gimping on theportions of the strand convolutions intermediate the oppositely extending loop ends thereof to form central attenuated portions, means to discharge asegregated quantity of the thus treated convolutions, means to receive the discharged convolutions adapted to bunch the central attenuated portions thereof together, and mea-ns to apply a tie-wire about said bunched portions.

A machine of the kind described, comprising a mandrel, means to wind a metal gimped strand in convolutions about said mandrel to form looped ends, means cooperative with said mandrel for stretching the metal gimping on the portions of the strand convolutions intermediate the oppositely extending loop ends thereof to form central attenuated portions, means to discharge a segregated quantity of the thus treated convolutions, means to receive the discharged convolutions adapted to bunch the central attenuated portions thereof together, means cooperative with said receiving means to the discharged convolutions for rotating the mass thereof so as to wind the outer end of said tie-wire about said bunched portions.
A machine of the kind described, comprising a mandrel having a free end, means to wind flexible material in convolutions about said mandrel to form looped ends, reciprocable means cooperative with said mandrel to discharge from the freeend thereof a segregated quantity of the wound convolutions, and means to receive the discharged convolutions adapted to bunch together the portions thereof intermediate their oppositely extending loop ends ready to receive application of binding means thereto.
6. A machine of the kind described, comprising a mandrel having a free end, means to wind a metal gimped strand in convolutions about said mandrel to form looped ends, means cooperative with said mandrel for stretching the metal gimping on the portions of the strand convolutions intermediate the oppositely extending loop ends thereof to form central attenuated portions, rcciprocable means cooperative with said mandrel to discharge from the free end thereof a segregated quantity of the wound and thus treated convolutions, and means to receive the discharged convolutions adapted to bunch together in compact relation the attenuated portions of said discharged convolutions intermediate their oppositely extending loop ends ready to receive application of binding means thereto.

A machine of the kind described, com'- prising a xed support, a mandrel connected with one end of said support, a driven spoolhub rotatably mounted on said support adjacent to said mandrel, said spool-hub being adapted to receive and rotate a spool containing a supply of flexible material to be fabricated, a rotatable flier ring having winding means through which the flexible material is threaded, said winding means being adapted to revolve around said man drel to wind the flexible material thereabout so as to form looped ends, self-com.- pensating driving means between said spoolhub and flier ring, means to discharge a segregated quantity of convolutions of applied ilexible material from said mandrel, and means to receive the discharged convolutions adapted to bunch together the portions thereof intermediate their oppositely extending loop ends ready to receive application of binding means thereto.
' 8. A machine of the kind described, comprising a fixed support, a mandrel connected with one end of said support, a driven spool'- hub rotatably mounted on said support adjacent to said mandrel, said spool-hub being ll O CII
adapted to receive and rotate a spool .containing a supply of flexible material to be fabricated, a rotatable flier ring having Winding means through which the flexible material is threaded, said Winding vmeans beingadapted to revolve aroundV said mandrel'to Wind the flexible material thereabout so as to form looped ends, self-compensating driving means between said spool-hub and liier ring, means to discharge 4a segregated quantity of convolutions `of applied flexible material from said mandrel, means to receive the discharged convclutions adapted to bunch together the portions thereof intermediate their oppositely extending loop ends, means cooperative with said receiving means to supply a. tie-Wire havingits inner end penetrated throughv said bunched portions, and rotative means` to engage the loop ends .of the discharged convolutions for rotating the mass thereofso as to Wind the outer end of said tie-Wire about said bunched portions..y v

A machine de'fined in claim ll, in which said means to ivnid the n'iateri al about the mandrel comprises, a spool-hub for mounting a supply ot material, said spoolhub being rotatably mounted on said housing adjacent 'to said mandrel, means to drive said spool-hub, a rotatable i'iier ring having Winding means through which the material is threaded, saitv Winding means being adapted to revolve around said mandrel, and a frictional connection between said spool- Vhub and -flier ring to provide for-yieldably driving vthe latter from the former.
14. In a machine of the kind described, a
vmandrell having an axial passage therethrough, means to Wind flexible material in convolutions about mandrel., means re.-
ciprocable along the sides of the mandrel to shift the applied convolutions along the same, a plunger reciprocable in the axial ypassage of the mandrel, yieldable angularly projected push-lingers on said plunger to engage, segregate and discharge a quantity of formed convolutions from the mandrel, and said mandrel having Ways through the Walls thereof to accommodate the movements of said push-fingers.

In a machine of the kind described, a mandrel having an axial passage therethrough, means to Wind flexible material in convolutions about said mandrel to form looped ends, means reciprocable along the sides of the mandrel to shift the applied convolutions along the same, a plunger reciprocable in the axial passage of the mandrel, yieldable angularly projected, pushlingers on said plunger to engage, segregate and discharge a quantity of Wound convolutions from the mandrel, said inandrel having Ways through the Walls thereof to accommodate the movements of said pushlingers, means to receive and bunch together the central portions of the discharged convolutions, means cooperative With said receiving means to supply a tie-Wire having its inner end penetrated through the hunched portions of the discharged convolutions, and rotative means to engage the loop ends of the discharged convolutions for ro- -tating the mass thereof so as to Wind the outer end of said tie-Wire about said central hunched portions.
16. In a machine of the kind described, a mandrel having an axial passage therethrough, means to Wind a metal gimped strand in convolutions about said mandrel,
means coopeartive with opposite faces of said mandrel for stretching the metal gimping on the portions of said strand convolutions intermediate oppositely extending loop ends thereof to form central attenuated portions, means reciprocable along the sides of the mandrel to shift the applied convolutions past said stretchinffmeans, a plunger reciprocable in the axial passage of said mandrel, yieldable angularly projected push-fingers on said plunger to engage, segregate and discharge a quantity of formed convolutions from the mandrel, and said mandrel having Ways through the Walls thereof to accommodate the movements of said push-fingers.
17. In a machine of the kind described, a mandrel having an axial passage therethrough, means to Wind a metal gimped strand in convolutions about said mandrel, means cooperative with opposite faces of said mandrel for stretching the metal gimping on the portions of said strand convolutions intermediate oppositely extending loop ends thereof to form central attenuated portions, means reciprocable along the sides of the mandrel to shift the applied convolutions past said stretching means, a plunger reciprocable in the axial passage of said mandrel, yieldable angularly projected pushfingers on said plunger to engage, segregate and discharge a quantity of formed convolutions from the mandrel, said mandrel having Ways through the Walls thereof to accommodate the movements of said pushngers, and means to receive the discharged convolutions adapted to bunch together said attenuated portions thereof ready to receive application of binding means thereto.

In a machine of the kind described, a mandrel having an axial passage therethrough, means to Wind a metal gimped strand in convolutions about said mandrel, means cooperative with opposite faces of said mandrel for stretching the metal gimping on the portions of said strand convolutions intermediate oppositely extending loop ends thereof to form central attenuated portions, means reciprocable along the sides of the mandrel to shift the applied convolutions past said stretching means, a plunger reciprocable in the axial passage of said mandrel, yieldable angularly projected push-fingers on said plunger to engage, segregate and discharge a quantity of formed convolutions from the mandrel, said mandrel having Ways through the Walls thereof to accommodate the movements of said pushlingers, and means to receive the discharged convolutions adapted to bunch together said attenuated portions, means cooperative With said receiving means to supply a tie-Wire having its inner .end penetrated through said gathered attenuated portions, and rotative means to engage the loo-p ends of the discharged convolutions for rotating the mass thereof so as to Wind the outer end of said tie-Wire about said gathered attenuated portions.
19. In a machine of the kind described, a mandrel, means to Wind' flexible material in convolutions about said mandrel, means to discharge a segregated quantity of formed convolutions from the mandrel, a fixed backing plate having a V-shaped receiving portion provided with a seat opposed to said mandrel and its discharging means, means to feed tie-Wire material for Vprojection into the central portion of aggregated Aconvolutions disposed on said seat, meansV to sever the tie-Wire material to provide a tie-Wire element, and rotative means on opposite sides of said backing plate to engage through the loop ends of discharged aggregated convolutions to rotate the mass thereof to Wind the tie-Wire element about the central portions thereof, and means to actuate said rotative means.

In amachine of the kind described, a mandrel having an axial passage therethrough, means to Wind flexible material in convolutions about said mandrel, a plunger tity drel, a backing plate having a V-shaped rereciprocable in the axial passage 'of the mandrel, means carried by said plunger to engage, segregate and discharge a quanof formed convolutions from the manceiving portion provided With a seat opposed to the discharge end of said mandrel and aligned with said plunger, said plunger operating to compactly consolidate the central portions of discharged convolutions upon said seat ready for application of binding means thereo. o

In a machine of the kind described, a mandrel having an axial passage therethrough, means to Wind flexible material in convolutions about said mandrel, a plunger reciprocablel in the axiall passage of the mandrel, means carried by said plunger to o engage, segregate and discharge a quantity of form-ed convolutions from the mandrel, a backing plate having a V-shaped receiving portion provided with' a seat opposed to the discharge end of said mandrel and aligned With said plunger, said plunger operating to compactly consolidate the central'portions of discharged convolution upon said seat, means to feed tie-Wire material p for projection into the consolidated central portion of said discharged convolutions,
and rotative means to engage the loop ends of discharged convolutions to rotate the mass of the latter to Wind the tie-wire about the consolidated central portions thereof.

In a machine of the kind described, a mandrel having an axial passage there-- through, means to Wind flexible material in convolutions about said mandrel, a plunger reciprocable in the axial passage of the mandrel, means carried by said plunger to engage, segregate and discharge a quantity of formed convolutions from the mandrel, a backing plate having a V-shaped receiving portion provided Witha seat opposed to the discharge end of said mandrel and aligned With said plunger, said plunger operating to compactly consolidate the central portions of discharged convolutions upon said seat, means to feed tie-wire material for projection into the consolidated central portion of said discharged convolutions, means toV sever the tie-Wire material` to provide a tlc-Wire element, and rotative means on opposite sides of said backing plate to engage through the loop ends of.L
