My invention relates to improvements in sealing and dispensing devices for oil drums and the like, and particularly to a device of this character intended and adapted for use upon drums or other containers adapted to contain motor lubricating oils and other liquids of particular brand or quality as sold or distributed from a supply source, and to be used by the retailer in dispensing the contents.
An object of my invention is to provide a device ot this character which can be lled by the refining or oil company or at other sources of supply, and which can be sealed in a manner to prevent substitution of inferior grades of oils or other liquids by an irresponsible dealer, while at the same time permitting free withdrawal of the contents of the drum or other container.
Another object is to so construct the parts that they can be fitted to and used with oil drums or other containers of standard form and construction without in any way altering or mutilating the same, and the containers can be handled and the contents withdrawn in the usual manner.
Still another ob] ect is to provide a device of this character which can be readily fitted in place for initial installation and with which the parts can be readily disassembled by authorized persons for refilling and reuse of the container.
With the above and other objects in view, which will be apparent to those skilled in the art, my invention includes certain novel features of construction and combinations of parts which will be hereinafter set forth in connecti on t with the drawings In the drawings:

At the present time it is the practice of refining or oil companies, and other manu- 5 facturers or distributers of liquids to ship their liquid product in barrels, drums or other like containers from which the retailer withdraws liquid to be dispensed in retail quantities, and where this system is employed it is necessary to provide for attachment of a faucet, pump, or other mechanism by which the liquid can be withdrawn from the container. This leaves an opening into the container and Where oil or other liquid of a certain quality is supplied in the container by the wholesaler, there is a temptation for the irresponsible retailer or other handlers of the container to Substitute an inferior and cheaper grade of lubricating oil or other liquid. My present device is built for the purpose of eliminating the possibility of substitution or dilution of motor oils or other liquids and to insure that the liquid rctailed from the container is of the original quality and character as filled into the con- 7 tainer by the original packer.
In the present instance I have shown an oil drum l as the container, but it will be understood that this device is applicable to containers of various shapes, sizes and capacities, and for handling substantially all liquids.' The head 2 of the drum has a bung opening at 3 and a vent opening at 4, the openings being internally screw-threaded and this being present standard construction.
A vent tube 5 is provided with an externally screw-threaded end 6 to be received and turned into the. opening 4,`and the outer end of this vent tube is disposed angularly as Sn lindica-ted at 7, the extreme end being closed u as at 8. This vent tube is adapted to permit ingress of air as the liquid contents of the container is withdrawn and to prevent driping of the liquid, and when fitted for use o will be adjusted as illustrated with the angularly disposed portion 7 extending away from the bung opening 3 to thus stand in upright relation when the drum or container is placed on its side with the bung opening Q5 lowermost, which is the normal position for dispensing or withdrawing the liquid contents. Vent openings 9 are formed angularlv through the side wall of the extension 7 below the closed end 8, and these vent open- 100 ings are inclined, as illustrated in Fig. 2, for

ese openings are made of very small size so that they will permit ingress ofv air, but will not readily pass liquid. A locking arm 10 extends radially from the vent tube 5 opposite the bent portion 7 and is provided with a plurality of openings 11, spaced along its length.
A non-refilling valve 12 is provided adjacent one end with an externally screwthreaded portion 13 to lit and be turned into the threaded bung opening 3, the adjacent end being preferably of polygonal form as indicated at 14 to receive a Wrench or other tool by which this valve case structure is readily turned. A passageway is provided longitudinally through the valve case 12 and a partition l5 located midway of the passage has a valve seated opening 16 therethrough. A check valve 17 is mounted to close Within the valve seat and thus positively close the passage against flow inwardly, and a light spring 18 is provided to normally hold this valve 17 in seated position, this spring however being of such character that gravity pressure of the liquid will cause the valve 17 to open for discharge. of liquid. This nonrefilling valve structure is to be screwed into the bung opening 3 and at its outer end the passage of the valve casing is internally screw-threaded as at 19.
A faucet 20, which can be of any desired form and construction is provided With a screw-threaded nipple portion to be turned into the threaded opening 19, and thus the faucet or valve 20 is mounted in place. As here shown, the faucet 20 includes a turningr plug valve 21 manipulated by a handle 22 hingedly connected with the plug. This handle 22 has an opening 23 therethrough, after the manner of a hasp, and a staple or ring 24 is provided on the spout 25 of the faucet to be received in the opening 23 when the handle 22 is swung down so that a seal, padlock or other retaining means can be used to hold or lock the valve parts in closed relation.
A locking arm 2G is associated with the offset body to extend radially therefrom with its outer end in position to overlap or lie adjacent to the arm 10 on vent tube 5. This locking arm 26 has openings 27 therethrough and said openings 27 will register with the openings 11 of the arm l() to receive a seal 28, padlock 29 or other member by which the tivo arms 11 and 26 will be connected together.
If desired, additional locking means may be provided in the form of loops 30 and 31 held in place by the vent tube 5 and the valve case 12 respectively, and seals or other securing means can be inserted through these loops and through the openings 1l in the arm 10 or through opening 32 in an extension of arm 26. Such sealing or securement will lock the faucet 20 and the vent tube 5 securely in place and will prevent unauthorized removal of these individual portions.
When the device of my invention is to be used the parts will be assembled as illustrated, following the filling of the drum or container, and the container can be shipped and handled for distribution in the usual manner. Vhen the retailer receives the container he can place it upon its side in a suitable rack or other support, as is now ordinarily done, and when any seal which may be used to retain the valve handle 22 in place is removed the valve can be freely operated for Withdrawal of the liquid contents of the container through the faucet 20, the handle 22 and associated parts making a convenient means by which the retailer or other party dispensing the liquid can lock the valve for his own protection. Should any attempt be made to substitute for or dilute the liquid contents as originally supplied in the container, the valve 17 positively cheeks against ingress of liquid and Will serve as a non-refilling check to prevent such substitution, and at the same time any attempt to back-fill through the vents 9 Will be stopped by the extremely small size of the vent openings. If the drum or container is to again be refilled by an authorized party for re-distribution or the like, this is readily accomplished by removing the seal 28, lock 29, or other securing means, so that the arms 11 and 26 are disconnected, and then either the vent tube 5 or the valve case 12 can be readily unscrewed to give a filling opening through either bung opening 3 or vent opening 4. When the parts are again reassembled, the container is again locked and secured against substitution or tampering With the liquid contents.

17 sufficiently to permit back filling through the faucet; and to positively preclude the possibility of such tampering it is desirable that a baiile or screen be placed across Within the valve casing 12 on the outer side of check valve 17, somewhat as shown in F ig. 2. If a Wire gauge or other similar material be used, this element will perform the double function of straining the contents of the drum as discharged through faucet 20 and of positively precluding tampering with the check valve.
From the foregoing it will be seen that I have provided a sealing and dispensing device for oil drums and the like that can be associated with and used upon substantially all forms and types of containers as now constructed, and that substitution or adulteration of the liquid contents is positively prevented.
While I have herein shown and described only certain specific embodiments of my invention, and have set forth only certain possible modifications, it will be appreciated that many changes and variations can be made in the :form7 construction and arrangement of the parts to suit the same Jfor various conditions of use, without departing Jfrom the spirit and scope of my invention.
I claim:
l. A sealing and dispensing device Jr`or oil drums and the like provided with screwthreaded liquid discharge and vent openings comprising, a vent member screwed into said vent opening, a discharge valve screwed into said discharge opening, and arms on said vent member and said valve extending laterally to lie in overlapped relation and provided with registering openings in the overlapped portions.
2. A sealing and dispensing device for oil drums and the like provided with screwthreaded liquid discharge and vent openings comprising, a vent member screwed into said vent opening, a discharge valve screwed into said discharge opening, arms on said vent member and said valve extending laterally to lie in overlapped relation and provided with registering openings in the overlapped portions, and a back check valve mounted at the liquid discharge o-pening to prevent back flow of liquid into the drum without intertering with the discharge of liquid and the operation of said discharge valve.
3. A sealing and dispensing device for oil drums and like containers having a screwthreaded discharge opening comprising, a check valve casing exteriorly threaded to be turned into said liquid discharge opening and provided with an internally threaded opening at its outer end, a check valve in said casing to allow discharge of liquid and prevent back How into said drum, a manually controlled discharge valve screwed into the threaded opening of said check valve casing a vent member to permit ingress of air into said drum, and arms extending laterally Jfrom said discharge valve and said vent member to lie in overlapped relation and provided with registering openings in the overlapped p0rtions to receive fastenings by which the discharge valve and vent member are secured against unauthorized removal.
