The attaching device comprises a movable,
preferably swiveled, socket for receiving the element to be attached, so that the element may not be disconnected unless the swivel isV held from moving with the element, preferably by locking the swivel. v
In the form shown, the relatively movable parts comprise a shell 10 and a socket member 11, preferably swiveled thereto; The
The socket member 11 has a conical internally threaded recess 15, into which the end of the pencil 14 may be screwed,whenthe member 11 is held against moving with the pencil. For this purpose a nonfcircular portion is providedl yfor the member 11, such-asv a groove 16, which may receive a keyv 17. e v

TheA shell 10 .may comprise a metal tubular wall 21 and a metal cap 22 suitably secured thereto. In the form shown', the cap 22 has a dependingannular flange 23 inside the wall 65' 21. With this arrangement, the socket mem ber 11 has a surface ofV revolution 24 swiveled in the shell between the shoulder 19 andthe rim of the flange 23.y The upper rimV of the wallr2'1 is preferably crimped or spunover 0 the edgeof the cap as at 25, andthe ends of the bail 13 .pass through apertures 26 `in the wall 21, `into'slots 27 in the flange-23.
