In accordance with this invention, thereis provided, as shown in Fig. l, a shieldor ring which encircles the apparatus. The ring is pivotally mounted on a pair of laterally extending projections or spokes 57 of which the collar 33 -forms the hub and is suitably attached to the end of l-ever 29 so that when having radially movable cutting elements and means including a lever rotatable with the tool for actuating said elements, of a ring encircling said tool and enclosing the lever and connected to the outer end of said lever, means projecting from said tool for pivotally supporting said ringv for rotation with the tool .and a shield carried by said ring.
