The bar 12 is provided with a centrallongitudinally extending bore 22 having an'enlarged portion 23 atone end. Threadedly mounted upon the inner end of the rod'12 is a cap 39; This cap engages the adjacentend of the block 35 andv may be threadedly adjusted upon the rod to force the block inward so as to tightly engage the rod 30 with the 'bit and hold the latter in posi 'tion. 'spring'on .the rod between one end of the enlarged bore and the head to normally urge v .thefrod away from the tool, an adjustable cap threaded tothe bar and closing one end of the bore; said bar having the last named end provided with slots, a block engaged by the cap and engaging in the notched head and slots of the bar, a setbolt carried by the bar and; engaging the block to allow limited "movement of the latter and covered by the cap, and a handle for said cap.
