The object of the invention is to provide a tool, of simple and rugged construction, adapted to be quickly manipulated, and capable of operating in a confined or limited space otherwise inaccessible or ditlicult to reach.
A. feature of the invention resides in the provision of a plurality of cutters whose upper faces incline at slight angles toa horizontal plane, in combination with a pressure element whose axis intersects the planes of said faces and is parallel to the horizontal plane.
Another feature of the invention comprises the arrangement of a jaw fixed within a uideway, and a jaw movable on a second guideway responsive to the actuation of a. pressure ele:
ment, said guideways being transverse to each other. The first jaw is adapted to be removed from its guideway, the second aw then being removable.
A further feature covers the structure of the cutters whereby a bolt may be clipped directly at the surface from which it protrudes notwithstanding that the'bolt, at said point in the surface, is substantially inaccessible from in front, but accessible from the side.

, Considering all the figures simultaneously, similar designations referring to similar parts, numeral 6 represents the base of the de vice. Mounting 7 is an integral part of the tion of the knurled handle 9 by hand, or by a wrench applied to square end'lO. A guide or key 11 preferably dove tailed in cross-section is integrally formed longitudinally of the base and provides a mounting for a cutting aw 12, the cutting j aw having a keyway therein on its under side shaped to slidably fit upon the guide 11. A second cuttin jaw 13 is provided adapted to cooperate with the jaw 12, the bottom portion of which'is shaped with a'pr'ojecting portion as clearly shown in Figures 3 and 4: of the drawings,adapted to fit within a guideway or groove 14 provided in the base of the device and extending transversely of the entire width of the base. This guideway is provided with an undercut recess to accommodate the projection on the base of the cutting .jaw snugly fitting therein adapting the jaw for sliding adjustment transversely of the base in the assembly of the parts. The jaw is fixed in posi angle, preferably about 8 to the horizontah In the drawings, the bottom ofbase 6 is illustr'ated as horizontal and the-'upper face 16 is- V shown as inclined 8 thereto. Upper face 17 of jaw 12 is also inclined but at a lesser degree. In otherwords, the outer surface of faces "16. and 17 of the jaws are inclined to each other at anangle of approximately 8. The object of inclining the faces is to enable square end 10 to be turned by a socket wrench, or the like, when itis desired to use the tool in close quarters flush against the surface from which a protruding element is to be clipped and the cuttingportions of these jaws project beyond a plane passing through the two farthest extensions of the supporting base 6 in thegeneral direction of the jaws. It is evidentthat' if dot and dash line 18 of Figure2,representsa surface,- the application of thetool, asillustrated, for the purpose of shearing a projection therefrom will leave square end 10 at a distance from the surface sufiicient for its actuation by a wrench. Figure 3 lllustrates the tool in use. Bolt 19 projecting beyond surface 20 will be sheared off upon the application of force to the arm at end 10. The device is first applied to the bolt by loosening the arm and placingthejaws adjacent the bolt, adjusting the arm by hand until the position shown in Figure 3 is attained. A. wrench; may then be applied to end 10 and the bolt sheared off.
Inasmuch as jaw 18 is mounted transverse to aw l2, and since guide 11 is transverse to,
guideway 14, the strain on the base of thetool will not be unduly applied at one point or along anyone line mentioned. Also due to the use of guideways as disclosed, the possibility of the parts becoming loose is reduced 7 to a minimum. If desired, faces of jaws 12 and 13 may be reduced in width at cutting edges 21 as illustrated in Fi ure 1.

the invention, it is evident that various modifications may be designed in which a pair of aws may be utilized in combination with keyways transversely positioned to each other.

A clipping tool comprising a pair of cutthereto, said cutters upon their application to a surface in substangui-deway, a second cutter slidable transversely to the first and actuated responsive to the movement of said arm to contact with the first cutter, means on the arm for gripping it by hand, means for applying a wrench being arranged so that ti all flush relation therewith, the face of the fixec cutter shall be at an anglefto the horizontal a trifle greater than-the angle of the second cutter, the axis of said arm being horizontal. and formlng an acute angle with a 7 plane through either face of saidcutters.

A tool for cutting projections from a surface comprising a base, cutting jaws mounted on the base, a pressure element for actuating one of said j aws, the .outer faces of the jaws extending beyond the other parts of the tool and sloping toward each other at slight anglesrto a plane passing through thev two farthest extensions of portions ofthebase in the same direction in which the jaws extend from said base.
5. A clipping device including a base having recess in one side thereof, a fixed and a movable jaw in said recess having portions thereof projecting beyond the recessed side,- the outer surface of the projecting portions of one of the jaws being sloped from the plane of the correspondingsurface of the other jaw.
6. A clipping device including a base, a sta- -tionar r and a movable onsaid base, the outer surface of one of said jaws being inclined to the plane of the outer surface of the other aw. j r
7. A clipping device including a base having spaced abutments extending in the same plane and in the'same direction from the base, a fixed and slidable jaw'between said abutments having their outer surfaces inclined 011twardly at a slight angle beyond a plane passing through the outer extremities of said abutments.
