This invention relates to t'ool locking de-. vices, and the said inventionis-partieu'larly' adapted for use in locking what are knownas drills, especially those designated as jack hammer drills. Drills of this character are usually of a size or length which precludes their being stored in the usual tool boxes provided for containing equipment of rail road repairmen or gangs, as they are commonly referred to. s
It is an ob 'ect of this invention to provide novel means whereby a removable anchorage may be supplied for securing a tool holder to the base of a rail or part of a railway track, and to associate therewith a tool retaining clamp which may be secured by a lock against theft of the tools held thereby.
It is a further object of this inventlon to produce an anchor and lock clamp which can be expeditiously manipulated for securing or releasing the tool held by the clamp or holder; and furthermore, to provide novel means whereby the anchor may be expedr. tiously applied to or removed from the rail or element to which it is secured. By reason of the provisions just stated, the tool securing device may be applied to a track at any location and this may result in preventing the necessity for transporting the tools to and from fixed locations.
With the foregoing and other objects in view, the invention consists in the details of construction, and in the arrangement and combination of parts to be hereinafter more fully set forth and claimed.
In describing the invention in detail,reference will be had to the accompanying drawings forming part of this application, wherein like characters denote corresponding parts in the several views, and. in
which- I Figure 1 illustrates a view in perspective of a tool holdingand securing device embodying the invention;
Figure 2 illustrates a detail view of the clamp; and
Figure 3 illustrates a top plan view thereof.
In these drawings, 5 denotes a bar of metal and 6 a coacting bar, preferably connected together at one end by a pivot 7 by which the two bars may be swung to permit the insertion between them of a tool 8 such as a drill. The coacting bar 5, in the present embodiment, carries a hasp or loop ll which projects through the opening 10 to a degree that it will receive a locking device of appropriate type, by which the two bars may be retained in their operative positions. 7
In the present embodiment of the invention, a lock 12 is associated with a chain '13 and the chain 13 in turn is secured to an anchor through the employment of another lock 1 1, by which an anchor of the tool holder is reinovably secured to the rail of a track. In the present embodiment, of the invention, the anchor just mentioned comprises a plate 15v which may be inserted under the base 16 of a rail, and the said plate as the hasp of a lock such as 14. This plate 7 with the parts just described constitutes one element of the anchor, and the other element, in the present embodiment of the invention, consists of an angle iron, one flange 18 of which is provided with an aperture 19 to receiveor fit on the end of the plate 15, whereas the other angle or flange 20 of the element extends across and is intended to engage the base flange of the rail opposite that engaged by the hook 17 of theplate 15. The provision of the lock for holding the parts of the anchoring element assembled or in operative position permits the use of the anchor and the tool holder at different locations, since the operator need only'secure the anchor to a rail and the tool holder to a connection between the anchor and the tool holder when the tool holder is to be stored, and thereafter, the tool holder may be removed from the connection without disturbing the anchor, or the anchor can be removed when it is desired to change the location for storing the tool.
I claim: 7
1. In a tool locking device, elongated elementspivotally connected together near one end, the said elements having coinciding recesses in their opposed faces, means for securing the ends of the members opposite the pivots, means for anchoring the aforesaid structure, said means comprising a plate having a flange, the said plate being adapted to be inserted under the base of a rail With the flange of the plate embracing the base flange of the rail, a coacting clamping 'ele' ment having an aperture to receive the first mentioned plate and provided with a flange overlying the other base flange of the rail, means for securing the coacting anchoring elements together, and a connection between the anchor and the said tool holder.
2. In a tool locking device, elongated elements pivotally connected. together near one end, the said elements having coinciding recesses in their opposed faces, means for securing the ends of the members opposite the pivots, means for anchoring the aforesaid structure, said means comprising a clamp adapted to be removably secured to a rail, means for locking the clamp against removal, a connection between the elements, and means for locking the said connection to the said elements. 7 JOHN BRANICK
