A further objectof this invention is to;
provide an improved construction for devices of the character mentioned.
The various objects and features of my invention will be best and more fully understood from the following detailed description .of a typical preferred form of the invention throughout which description reference is had to theaccompanying drawings in vwhich- Fig. 1 is a side elevation of the device embodying the present invention.

Fig. 3 is an enlarged detailed sectional view of the device being a view taken as indicated by line 3--3 on Fig. 2 and Fig. 4 is a sectional. view taken as indicated by line 4-4 on Fig. 3.
The device provided by this invention is `particularly useful in garages, and like places, for pumping or dispensing fluids, such, for instance, as oils, and the like. The device being particularly suited for this use I have herein set forth a form of the invention designed to handle heavy oil and will throughout this description refer to the device as handling oil, it being under` stood that such reference is not to be construed as limiting the scope or range of application of the invention beyond that defined by appended claims.
The device comprises, generally, a.casing 10, a rotor 11 Within the casing 10, an indicator 12 for indicating the operation of the device, a recorder 13 for recording the operation of the device, and various other parts, the details and operation of which lwill be hereinafter described.
, The casing 10 includes a cylindrical body 14: having at one side spaced intake and charge ports 15 and 16, respectively. The ports extend through projections i17 and 1'1"al formed on the exterior of the body, the projections being finished, lfor instance, screw threaded, to receive supply and dischargepipes 18 and 19, respectively. The

The ends of the cylindrical body 10 are closed by flat end walls, for instance, by an end wall 20, formed integral with the cylindrical body 20,
which isdetachable, being in the form of a plate secured to the end of the body by suitable screws 25.
The rotor 11 operates in the casing 10 lurality of blades 27. The hub 26 is cy indrical in form and is mounted in the casin on a shaft 28 which is rotatably carried y one of the. end walls, for instance, by the end wall 20. The hub is closed at one end by a part 31 having a central` inwardly extending projection 32 in which the shaft 28 is fixed. in diameter` than the interior of the body of the casing, and the shaft 28 is oset,
or arranged eccentrically with reference to the axis of the casing, so that the hub contacts with the body 14 at a' point between the ports 15 `and 16 in the manner clearly shown in Fig. 3 of -the drawings. The hub is made just sufliciently long to slidably fit between the end walls 20 and 21 and is provided with a plurality of radially disposed slots 32 in which the blades.27 are slidably mounted. The blades are adapted to be carried around in the casing by the hub and to be guided in the caslng by a round centrally located projection 33 ex-- tending into -the casing from one of the end walls, for instance, 20. The shaft is carried in an opening extending longitudinally through the projection 33. The blades are proportioned so that they slidably fit between the end walls of the casing and the projection 33 and body 10.
In the particular arrangement shown in the drawings there are four equally spaced -blades 27'which operate to, divide or sepafrom the end walll and an end wall 21 -I The hub is substantially smaller rate the ports 15 Mand 16 around the hub so that fluid can pass from the port 15 to the port 16 only upon the blades being operated around in the casing in the direction indicated by the arrow A in Fig. 3. The desiredmovement or operation of the blades is had by admitting fluid under pressure through the port 15 so that it forces the blades around in the desired direction.
The shaft 28 rojects throughthe end wall 20 to operate t e indicating and recording means as' will be hereinafter described. In
. accordance with my invention I provide indicating means 12 to indicate the operation of the device. This means may include a dial 40, carrying suitable indicating marks, and a suitable drive connection between the dial 40 and the shaft 28. In the particular arrangement shown in the drawings the dial 40 is mounted on a shaft 41 and the shaft 41 is driven from the shaft 28 through suitable gear train 42. The parts just described are carried in a housing formed by a flange 43 extending outwardly from the end wall 2() of the casing and a plate 44 secured to the flange. In accordance with my invention the dial 40 is frictionally mounted on the shaft 41 within the housing and the housin is provided with an opening 45 through wich a portion of the dial projects so that it can be operated by hand. In the construction shown in the drawings the dial is rotatable on the shaft 41 and is held in frictional engagement with a head 41a on the shaft by a spring 41h. Further, the cover plate 44 is provided 4with an opening 46 through which the marks on the dial are visible. The cover .may be provided with a reference mark or point with reference to which the dial may be operated. In practice the dial may be set in the desired position by hand andthe operation of the device observed by viewing the reference ymarks on the dial and cover.
The recording means 13 may also be housed in thewhousing'formed b the flange 43 and cover 44 and may inclu e a suitable recording device operatively connected with the shaft 48, for instance, through gears 51. The device 50 may be such as to record the number of revolutions of ,the shaft 28 so that the quantity of oil or fluidwhich has been dispensed by the device can be readily determined.
In accordance with my vide means for preventing leakage of oil from the device around the shaft 28. This means includes a seat 52, formed in the interior of the casing around the shaft, that is, in the projectionp33 around the shaft, and a packing member 53 arranged around the shaft and held in engagement with the seat by a spring 54. In the particular arrangement shown in the drawings the spring 54 is a helical spring carried on the shaft 28 between the'packing member 53 and part 33 of the hub. The spring urges the packing into the seat, which, due to its shape causes the packing to engage tightly around; the shaft. The packing may be formed of leather, or like material.
With the construction hereinabove described a certain definite amount of fluid is passed between the ports 15 and 16 around the hub of the rotor upon a predetermined amount of rotation or operation of the device. As a means of varying the amount of invention I profluid I provide a by-pass opening between 1n position to close the by`pass by a spring 63. The spring 63 is arranged in the projection 17 between a removable plug 64 and a head 65 on the stem 66 of the valve 62. An operating lever 67 is mounted in the port 15 on a pivot pin 68'so that it engages the head 65 on the stem 66 and extends into the casing 10 so that it is tripped or operated by the b ades 27 as they pass the port 15. When the lever 67 is tripped the valve 62 is opened, allowing fluid to flow through the bypass to the discharge port 16. By regulating the valve 61 the amount of fluid passed each time the ,Valve 62 is open may be varied.
In operating the device the dial 40 is set by hand to bring the desired mark on it, for instance, the zero mark into register with the indicating mark on the cover. The valve 17 b in the supply pipe is then opened, allowi ing fluid under pressure to enter the device through the port 15 to operate on the blades to move them around in Athe casing in the direction indicated Aby the arrow A in Fig. 3.
For each revolution of the rotor a certaindefinite amount of fluid is passed around 1through the device from theport 15 to the port 16 and as each blade asses the port 15 the lever'67 is tripped, a lowing a certain additional amount of fluid to pass from the port 15 to, the port 16, this additional amount being regulated by the valve 61 so that the desired amount of fluid is passed to the port '16. The operation of the device 1s observed by watching the dial 40 and when the device has passed the desired amount of fluid the valve 17b so that flow of fluid is stopped. Fluid may be passed through the device by driving the shaft, in which case the device has a pumping action. From` time to time the total amount of fluid that has passed through the device may be determined from the recording means 13.
Having described only a typical referred form of my invention, I do not wis to limit myself to the specific details setforth, but` wish to reserve to myself any changes or variations that ma appear to those skilled in the art or fall within the scope of the fo1- lowing claims. v
Having described' my invention, I claim: 1. A device of the character described including, a casing comprising a c lindrical body having spaced orts anden for the body, one of the en s entirely closin one end of the casing, a centrally locate rojection extending a substantial distance into the `body from the other end, and provided with a longitudinal opening offset relative to the axis ofthe body, a shaft in said opening extending into `the body from the rojection, a cylindrical cuphaped radially s otted hub carried by the shaft to extend over the projection and engage the inner periphery of the body between the ports, and a lurality of blades slidably mounted in the s ots and guided in contact with the inner periphery of the body by the projection.
2. A devi-ce of the' character described including, a casing comprising a cylindrical body andends for the body, one of the ends- .having a bearing opening, a `shaft projecting through the bearing opening into 'the body, a rotor on the shaft in the body, and packing means between the shaft and saidlastmentioned end at the interior of the casing, said packing means including a seat Aformed in the end around the bearing opening for the shaft, a body of packing arranged around the shaft in the seat, and
means for urging the packing into the seat.

A deviceof the character described including, a casing embodying a cylindrical body and ends for the body, one of the ends having a bearing opening, a shaft projecting through the bearing openin into the body, arotor on the shaft in the ody, including a cylindrical cup-shaped radially slotted hub mounted on the shaft and a plurality of blades .slidably` mounted in the slots to engage the inner periphery of the body, a seat at the inner end of the bearing opening around the shaft, a body of packing varranged around .the shaft in the seat, and a spring carried by the shaft under-compression between the hub and body of packing.
4.. A device of thelcharacter described including, -a casing having two spaced ports, one 'to admit luid under pressure and the other a discharge port, a rotor in the casing operable to pass fluid between the ports,
there being a bypass through the casing'between the ports, and control means for the bypass, including a valve, means normally urging the valve closed, and means whereby the valve is momentarlly opened by operation of the rotor.
