This invention relates generally to devices for locking water tanks and the like, the invention having more particular reference to a novel type of locking tion has for an object improved -water the device.

The shutters 38 are of ordinary design and shape, and are pivoted to the shutter body 28, `as at 39, there being protruding pins 40 located in the said shutter disc so as to engage with apertures .l1- 1 suitably located in the shutters38, so as to pivotally open or close the said shutters, when the said shutter disc is rotated as described. As a means of assuring the Contact of the pin 25, I have provided a plurality of springs 12, disposed between tlie .end 13 of the cylindrical hollow portion 12 and the plate 43, said plate and also theshutter member 28, being a slidable lit in :the cylindrical hollow portion 12, so that the springs 42 will force the plate and shutter member 28 against the key assuringengagement of the pin 25 when the operating rod 19 pulled downward, as 'hereinbefore stated.

A lockingl and regulating device comprising a cone shaped hollow member having a slightly enlarged cylindrical hollow portion having an end, said cylindrical hollow portion provided with an outlet, and also provided with an aperture having a member slidably mounted in grooves, as a means ot opening` and closing said aperture, a l-:cy comprising a body member which is .inserted through the said aperture, and a means ot engaging a shutter disc thereto, and a means oi opening and closing shutters by a regulating rod slidably mounted in said cylindrical hollow portion, and a means ot openingl a shut ottl disc.

A locking and regulating device coniprising a cone shaped hollow member having a. slightly enlarged cylindrical hollow portion having an end,said cylindrical hollow portion provided with an outlet, and also provided with an aperture havinga member slidably mounted in grooves, as a means ot opening and closing said aperture, a key comprising a body member which is inserted through the said aperture, anda means ot engaging a shutter disc thereto, and a means ot' opening and closing shutters by a regulating rod slidably mounted in said cylindrical hollow portion, and a means ot opening a shut oli disc, the said body member consisting of an operating rod and a handle depending therefrom, said operating rod connected to a pivoted bell crank connected to a rod, a pin extending from said rod, whereby by means ot a downward pull on the said handle of the said operating rod the said pin will engage with an aperture located in the said shutter disc rotatably mounted in a shutter body having an aperture centrally located therein, the said rod being also connected to a pivotcd lever with an arm located directly below the said regulating rod, said shutters pivoted to the said shut-ter body, protruding pins located in the said shutter body so as to engage with apertures located in the said shutters, so as to pivotally open or close the said shutters, when the said shutter disc is rotated, a plurality ot springs disposed between the said end ot the said cylindrical hollow portion and a plate, said plate. and said shut-ter member having a slidable tit in the said cylindrical hollow portion, so that the said springs will force the said plate and said shutter member against the said key.

A locking and regulating device comprising a cone shaped hollow member having a slightly enlarged cylindrical hollow portion having an end, said cylindrical hollow portion provided with an outlet, and also provided with an aperture having a member slidably mounted in grooves, as a means of openingl and closing said aperture, a key comprising a body member which is inserted through the said aperture, and a means of engaging' a shutter disc thereto, and a means of opening and closing shutters by a regulating rod slidably mounted in said cylindrical hollow portion, and a means of opening` a shut off disc, the said body member consisting of an operating` rod and a handle depending` therefrom, said operating rod connected to a pivoted bell crank connected to a rod, a pin extending 'from said rod, whereby by means or' a downward pull on the said handle. of the said operatingl rod the said pin will engage with an aperture located in the said shutter disc rotatably mounted in a shutter body having an aperture centrally located therein, the said rod being` also connected to a pivoted lever with an arm, located directly below the said regulating rod, said shutters pivoted to the said shutter body, protruding pins located in the said shutter body so as to engage with apertures located in the said shutters, so as to pivotally open or close the said shutters, when the said shutter disc is rotated, a protruding pin attached to a shut off disc so located as to engage with a hook, attached to the said cylindrical hollow portion, when the said key is inserted, the said shut orf disc slidably mounted in the said cylindrical hollow portion, as a means of allowing Water to flow into the said cylindrical hollow member when the key is inserted therein, and springs attached thereto and to the said cylindrical hollow member as a means of closing the said shut off dise when the key is Withdrawn therefrom.
