The chief feature of the invention consists in mounting the reel onv a spindle or support which* is mounted in ak platform o r'nbase frame. The weight of the reel 16 and wire on it creates sufficient `friction between its base 4:1
Y and the platform or base of the machine 12 to hold the reel normally in proper position and to supply suflicient resistance to the pull of the wire 15 as it is being drawn, likewise a sulliicient resistance between the reel. 16 and the spindle 40 for holding the wire 15 taut. The connection of the rod 39 with` the spindle l0 is such that any ordinary wire reel can be used,`and the reel can be tipped over or manipulated in any manner that the workmen mayk desire. On account of the greatY weight, from `one hundred fifty to three hundred pounds of the coil, it is very desirable to tip the reel in. order toreduce thelift in placing the coil on the reel. This canbe done in this device by liftingthe rod 39 and tipping the reel and spindle over to make it easy to put on the heavy rod or wire.
The ease of operating and manipulating the device is important, because unless-a safety device in. such mechanism requires little labor or-attention on the part of the workmen, they will neglect it after a time and not go to the trouble of placingit :in positionrand thus leave the device so that it will endanger the workmen when the wire becomes entangled, and be liable to break the wire. This difficulty is obviated by the arrangement above described which is so simple andVV easily operated that it helps rather than hinders the laborof the workmen.
