WALLACE, JR, OF LOUISA, KENTUCKY.
CUTTING-TOOL.
To all whom it may concern Be it known that I, JOSEPH B. COMPTON, a citizen of the United States, residing at Buchanan, in the county of Lawrence and State of Kentucky, have invented certainnew and useful Improvements'in Cutting- Tools, tion.
The tool constituting the subject of my present invention was devised especially with a view to providing improved means for removing the ends of embedded bolts or rods which protrude beyond the surface of concrete work.
It is cornmon'practice in molding concreteto have thebolts or tie rods which hold the sides of the form in place extend across the form in such'manner as to become embedded in the concrete, and when these forms are removed the ends of such bolts or tie rods are left protruding from the surface of the concrete. Also, it often happens in reinforced concrete workthat the ends of reinforcing rods are left protruding from the surface of the concrete. It is important in such cases to remove these protruding bolts or rods by severing them at a point flush with the surface of "the concrete. N'o special tool, prior to my invention, so far as I amaware, has ever been devised for this purpose, the method at present practiced being particularly crude and often resulting in shattering the concrete adjacent the rod or bolt to be cut.
The. primary object of this invention, therefore, is to provide a practical. form of such tool, though it should be understood that my. invention-is susceptible to many other specific uses, such as cutt ng pipes,
rods, bolts, or other bodies for various purposes. a X 1 In order to more fully describe my said invention reference will; be had to the .accompanying drawing wherein Figure 1, represents in side elevation a form of my improved tool, showing a rod in position, in the tool, to. be cut; Fig. 2, a sectional elevation on the line 2-2, Fig. 1, looking to the left; Fig. 3, top plan view of said tool, and Fig. 4, a detail perspective view of one of the rotary cutters.
My invention in the form herein shown comprises, among other parts, a pair of jaws 1 and. 2, the former of which is substantially Specification of Letters Patent.

' hook shaped in side elevation. These two jaws are pivoted together by a pin 3 which extends transversely through the jaw 1 near one end thereof and through a flat sided tongue 4 on the jaw 2, extending into a slot 5 in the end of the jaw 1 referred to. There of which the following is a specificais quite an extended bearing surface between the side walls of the slot 5 and the tongue 4 so as to reduce the tendency of the jaws to become displaced in a direction transversely to the direction of their pivoted movement or movement to open and close, the reason for which will later more fully appear. The pin 3 is held against lateral movement by a head 6, at one end and a washer 7 at its other end, the said washer being held in place by 'ataper pin 8.
The'cutting mechanism of this tool comprises three circular rotary cutters 9, 10 and 11, preferably truncated cone-shaped and each having a preferably integral spindle l2 e xtending from the side or face thereof opposite ltS'OHtGI face or'b'ase of the'cone.
.Between the spindle 12 and the slanting side of the cutter is a shoulder 13; The spindles of two of these cutters 9 and 10) are journaled in the. jaw 1 for rotation, while thespindle of the cutter 11 is similarly journaled in the jaw 2, the spindles in each case extending through the jaws. These cutters are so mounted that"their'outer flat faces and their cutting edges all lie in a common plane off-set to one side of the jaws of the tool so that the cutting edges of the cutters may be broughtup flush against a fiat surface and thereby cut a protruding rod or the like at a point fiushavith said surface. The cutting edges of these cutters are prevented from displacement transversely .of the jaws, by the shoulders 13 of the cutters and washers 14 engaging the sides of the jaws, the said washers being held on by taper pins 15, or any other desired-means.
In order to furtherprevent lateral displacement of the cutting'edgesof thecutters, the
jaw 1 is provided with a groove 16, in which is adapted to fit snugly but loose enough to permit of longitudinal movement, a tongue 17. on the jaw 2. The cutters overhang the edges of'the jaws 1 and 2 so as to engage a rod, bolt, pipe or other body inserted be tween them as shown in Fig. 1, where 18 indicates a rod in position to be cut. The' jaws '1 and 2 are provided with suitable It W1 handles 19. and 29. anal cases, where the cutters are located on one sideofthe jaws ll lee-readily seen that with a tool *of this-kind project ng ends of bolts, rods and the like maiy be severed flush with a fiat surface such, for example, as'concrete, witl1- out inthe least shattering oridaniaging the one specificembodiment of my invention, itshould beunderstoo'd-that' the same is sus- 'ceptibl'e of surface adjacent the protruding object. Whilel have herein shown and described structural modifications which .;,may be madewithout departing-from the true spirit of theinvention.
' What I claim is:.-
1. A cutting tool of comprising apair of jaws pivoted together,
I the class described,
rotatable cutters mounted on said jaws and having,cu tting edges lying in a common plane exterior .to said jaws, all other portions of said cutters lying, to one side of said planeadjacent said jaws, whereby the'cuttin edges of all said cutters'may be brought flus against a Hat surface, certain of said .cutters being movable to' and away from so jaws and having cutting edges lying in a common plane'exterior to and on one side of said jaws, all other portions of said cutters lying on the side of said plane adjacentsaid jaws, whereby the cutting edges of all said cutters may be brought flush against a flat surface, certain of said'cutters being movable to and away from others by. the movement of said jaws on their pivot connection. 3. A cutting tool of the class described, comprising a pair of jaws pivoted together,
' one of said jaws having a longitudinal adapted to 'enga'ge'andmove in said groove to holdthe said'ja-Ws against relative displacement in a direction at right angles to their movement on said pivot, and cutters mounted on said jaws, certain of said cutters being movable to and away from others by copieaotithis patent may be obtained for -6. A cutting groove, and the other having a tongue I the; mov en'1ent of said jaws on their pivot connection. asshown, the handles are oft-set to one side of the jaws as shown in order to "permit of foperating the tool 'againstan extended fiat surface.
.4. A cutting tool of the class described, comprising a' pair of jaws pivoted together, one of said jaws having a longitudinal groove, and the other having a tongue adapted to engage and move in said groove tohold the said jaws against relative displacement in a direction at right angles to their movement on said pivot, and rotary "cutters mounted on said jaws and having cutting edges lying in a common plane exterior to and on one side of said aws, cer- ,tain of said cutters being movable to and away from others by the movement of said jaws on their pivotconnection. I -'5. A cutting tool of the class described, comprising a pair of jaws pivoted together; and circular rotatable cutters having flat outer faces lying in a common plane extr rior to said jaws and having cutting edges terminating in said flat outer faces, said cutters provided each with an integral spindle extending from the side thereof opposite its fiat-outer face and journaled for rotation in said jaws, movable to and away from others by the movement of said jaws on their pivot coirnection,
tool of the class described, comprising a pair of jaws pivoted together and having handles off-set to one side thereof, and circular rotatable cutters having fiat outer faces lying in a common plane exterior to and on one side of said jaws, and having cutting edges terminating in said fiat outer faces, said cutters provided each with an integra'l spindle extending from the side thereof opposite its llatouterface and journaled for rotation in said jaws, certain of said cutters being movable to and away from others by the. movement of said jaws on their pivot-connection, means to hold said cutters against displacement transversely of said jaws, and means to hold said jaws against relative displacement in a direction at right angles to their pivotal movement.
In testimony whereof I affix my signature in presence of two WItIlGSSES."
