The device comprises box-like housing, a front cover being a radiating element, a back cover, which are fasten together in a manner that a hollow is formed.. Inside the hollow an electric heating element and heat insulating material are located, electric heating element is faced to the front cover, heat insulating material is faced to the back cover. The front cover has a coating from outside.
